PERFORMANCE WORK STATEMENT

Project Management for Vector/Pathogen Surveillance Activities in Support of AFRIMS Entomology

1.0 Purpose and Background

The Armed Forces Research Institute of Medical Sciences (AFRIMS) is a long-term bi-national laboratory collaboration between the US-Army and the Royal Thai Army (RTA). AFRIMS conducts a wide array of emerging infectious disease surveillance activities throughout its area of operations (AOR). Within AFRIMS, the Entomology Department’s mission is three fold (1) develop and evaluate interventions and vector control products to mitigate vector-borne diseases, (2) provide entomological support for drug and vaccine studies, and (3) conduct comprehensive surveillance for vectors and pathogens of military importance. To conduct comprehensive surveillance for vectors and pathogens of military importance, AFRIMS Entomology relies on collaborations with local experts in countries outside of Thailand.

2.0 Scope:

In order to ensure the quality of this comprehensive surveillance program, AFRIMS Entomology requires scientific project management services. This requirement is to provide project management services for surveillance and sample collections of rodents, rodent ectoparasites, ticks, mosquitoes, and sand flies as well as the pathogens they carry. The scope of work includes overarching project management of vector and vector-borne disease surveillance projects in Asia. This effort will support the AFRIMS infectious disease surveillance mission. The support will include project management, resource management activities, payment activities, recommendation and coordination of surveillance activities, and interacting with Governmental, industry and in-country partner organizations that are critical to the surveillance projects mission. The Contractor shall furnish the necessary personnel, equipment, supplies and support to complete the performance of the work as outlined in this task order performance work statement. These services will ensure quality, accurate, and thorough entomological surveillance activities will be conducted to fulfill funder requirements and timelines. Specifically, AFRIMS requires in-country surveillance for militarily relevant vectors and pathogens in support of funded GEIS effort. The Contractor shall support and subcontract with in-country entities to design surveillance and collection plans based on understanding of local vector-borne disease cycles, conduct the surveillance and collection of vectors and pathogens, record and inventory the collected samples, and ship and/or store the collected samples as appropriate.

The efforts described herein define programmatic support to AFRIMS, a subordinate unit of the Walter Reed Army Institute of Research (WRAIR) to provide project management support to the Department of Entomology AFRIMS.

The Contractor shall furnish the personnel and material necessary for the performance of the work outlined. The contractor shall provide project management support to facilitate all steps of surveillance projects and analysis from initiation to successful completion and publication.

3.0 Task Order Requirements

The scope of this task order is to provide project management and in-country scientific support for AFRIMS Entomology under the funded GEIS project as defined by the Performance Work Statement (PWS). This project provides comprehensive surveillance data across the Indo-Pacific Command region (INDOPACOM) for diseases vectored by arthropods and rodents, including mosquitoes, sand flies, ticks, fleas, and mites. Other vertebrate or invertebrate vectors may be included as appropriate. While project management may be accomplished remotely, vector sampling will take place in one or more countries of interest within INDOPACOM. Project Management staff do not need to be located in the country or countries where vector collection is taking place.

The Contractor shall furnish the personnel and material necessary for the performance of the work described. The contractor shall provide project management support to facilitate all steps of surveillance efforts and data analysis from initiation to successful completion and publication.
