Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.

Consistency with labor categories proposed as they relate to the carrying out of tasking outlined in the proposed statement of work
Level of effort, in that the proposed labor mix and labor hours are based on reasonable assumptions.
Consistency with the technical approach, in that the prices are consistent with and reflect the proposed staffing requirement for all years.
The Government will also conduct an appropriate analysis to determine whether the proposed cost/price is realistic in that the level of effort, labor mix and other direct costs (ODCs) are realistic given the nature of the work to be performed.
The evaluated price will be the total of all the priced line items, including fee, for the base year and all options.
Unsubstantiated costs that are considered unreasonable, not fully supported, or both, may cause the overall technical evaluation to be adjusted in one or more of the non cost/price evaluation factors.

Completed Cost/Pricing Template: The proposal will be evaluated for evidence that the Offeror included a completed version of the Cost/Price Proposal Form (Solicitation Attachment 3). The Cost/Price Template will be evaluated for evidence that the Offeror followed the instructions on the first tab of the Cost/Price Proposal Form and ensured all mathematical computations were correct. If the Offeror proposed Contractor Manpower Reporting (CMR) as “Not Separately Priced” the template will be evaluated for evidence that the Offeror left the CMR tab of the template to reflect a $0.00 balance.
Completed Contract Data Requirements List (CDRL) Form: The proposal will be evaluated for evidence that the Offeror provided the CDRL attachment (DD Form 1423-1) with Blocks 17 & 18 completed as part of the Cost/Price Proposal Volume. If there is a cost associated with providing the CDRL, the form will be evaluated for evidence that the Offeror specified in the appropriate tab of the Cost/Pricing Template and in Block 18 of the CDRL Attachment Form (Solicitation Exhibit 1). If the Offeror proposed the CDRL as “Not Separately Priced” the proposal will be evaluated for evidence that the Offeror inserted “NSP” into the field in the CDRL tab of the Cost/Price Template and Block 18 of the CDRL.
Completed Certificate of Current Cost or Pricing Data: The proposal will be evaluated for evidence that the Offeror completed and submitted the Certificate of Current Cost or Pricing Data (Solicitation Attachment 4) in accordance with FAR 15.406-2 -- Certificate of Current Cost or Pricing Data as part of the Cost/Price Proposal Volume. Failure to submit, complete, or sign the certificate may render the Offer ineligible for award.
3c. Supporting Cost/Price Information:
Supplemental Information. The Offeror’s proposal will be evaluated for evidence that it included supplemental pricing information that provided a detailed breakdown of its proposed pricing including but not limited to: labor, Overhead, G&A, profit or fee, other direct costs, and any sub elements of each. The proposal will be evaluated for evidence that the supplemental information included all other direct and indirect costs including materials, equipment, travel, shipping, and any other costs associated with the performance of the resulting contract.
Subcontractor Cost/Price. The proposal will be evaluated for evidence that the Offeror provided an analysis of how it determined subcontractor cost/price to be fair and reasonable and the basis for their determination. Reference FAR Part 15.404. The proposal will be evaluated for evidence that the Offeror provided sufficient information regarding the subcontractor cost/price analysis that the Government could recreate the analysis and come to the same conclusion.
Accounting System:
A Contractor interested in participating in Cost-Reimbursement (CR) type task orders as defined in FAR 16.301-1 will be required to demonstrate that they have an accounting system that is adequate for determining costs applicable to the contract by the time the contract is awarded. This is an accounting system that the Defense Contract Audit Agency (DCAA), the Defense Contract Management Agency (DCMA), or any federal civilian audit agency, has deemed adequate for determining costs applicable to this contract in accordance with FAR 16.301-3(a)(1).
Special Requirements: Small Business Subcontracting Plan (for other than U.S. Small Businesses)
For Large Business Offerors, Small Business Subcontracting Plans are required IAW FAR 19.702 and should address all the requirements specified in FAR 19.704 (the same requirements are found in FAR 52.219-9). IAW FAR 19.705-2, Subcontracting Plans are required to be submitted with initial offers. However, IAW FAR 19.705-4, the acceptability of the Subcontracting Plan will be determined prior to award based on the negotiation of the 15 elements of the plan. Negotiations surrounding the elements of the Subcontracting Plan are not considered “discussions” pursuant to FAR Part 15. As stated in FAR 19.702(a)(1), failure of the apparently successful offeror to negotiate a subcontracting plan acceptable to the contracting officer by time of award, will result in the offeror being ineligible for award. Based on information received during negotiation of the Subcontracting Plan, the contracting officer reserves the possibility of making a determination pursuant to FAR 19.705-2(c) that there are no subcontracting possibilities for this contracting action.
Special Standards: (FAR 9.104-2)
To successfully perform the requirements of the SOO, the successful offeror’s proposed device must be assessed as having a current Technology Readiness Level (TRL) of at least a 5. The definitions of the various TRL’s and the supporting information required to substantiate a TRL determination are found in SOO Appendix A: DOD DESKBOOK 5000.2-R TECHNOLOGY READINESS LEVELS AND THEIR DEFINITIONS. The successful offeror must confirm by time of award that their proposed device has a TRL of at least a 5 through the submission of the supporting information outlined in Table E-1 of the TRA Deskbook. Failure to provide confirmation at time of award will result in a determination of non-responsibility, rendering the offeror ineligible for award. The GAO has stated that an agency’s exchanges with an offeror regarding matters of responsibility do not constitute discussions. Therefore, exchanges prior to time of award regarding the TRL determination are anticipated.
Exchanges of information will facilitate confirmation by time of award that the apparently successful offeror’s proposed device has a TRL of at least a 5. The contracting office anticipates initiating exchanges of information beginning on 29 May 2020.
