MEDCOM or AFMS Document Pg # Para # Question

Can you confirm that the ceiling labor rates are only applicable when labor is performed by Prime Contractor employees/technicians?
As this is a Time and Materials contract, it is necessary for the hourly rates to be included in the resultant contract. As such, per FAR Clause 52.212-4, Alternate I, the ceiling labor rates are applicable when labor is performed by contractor (prime);
performed by the subcontractors; or transferred between divisions, subsidiiaries, or affiliates of the contractor under a common control).

If the ceiling labor rates are only applicable for labor performed by Prime
Contractor employees/technicians, is a respondent allowed to provide pricing of
"$1.00" or "N/A" for any labor category/location in which subcontracted service will be utilized exclusively?
If an offeror will be using subcontracted services exclusively, they are still required to provide the ceiling labor rates necessary for the resultant contract.

We intend to include an exhibit in
Volume II demonstrating estimates of subcontracted labor rates available from specific Contract Service Providers under this program. These will be information about our proprietary vendor network over and above the requirements in the solicitation (Supplement B-1).
Given that this is not pricing information that would be included in Volume IV, is this exhibit acceptable for Volume II? If not, where should this exhibit be included?
The offeror may not include the exhibit in
Volume II unless it removes the subcontracted labor rates. The offeror may include the exhibit in Volume IV.

We understand that MEDCOM is concerned with including CLIN 0002, Admin (FFP) in its pricing evaluation due to an unknown amount of participation in this IDIQ from Army
MTFs. However, there are pricing options that will allow MEDCOM to ensure that this FFP Admin fee will be spread equally and fairly amongst participating Army MTFs. Two examples of this structure have been provided to the right. Will MEDCOM consider including CLIN 0002 (Admin) as a pricing factor in order to maximize competiton and possible responses?
Amendment 0001 included the revision of
CLIN 0002 for Air Force. For MEDCOM, the CLIN 0002 was removed and all admin will be included in the T&M rates of CLIN
0001.
