Can the Government verify the hours, they increase significantly in the 3rd year

The hours are incorrect. They should be the same hours as Ft Drum which is listed below West Point. The spreadsheet will be updated in the final solicitation.

Sample_Spreads heet

The CLIN for parts & Subs are different on the two requirements - The AFMS has a $10M line and the MEDCOM does not have that line

The spreadsheet for AFMS has several mistakes. The portion underneath tab AFMS beginning with row 376 should mimic tab MEDCOM, rows 203-221. The spreadsheet will be updated in the final solicitation.

Are you stating the contractor furnished material commercial items (items that we would sell to the general public) are to be reimbursed at the contractor’s established catalog (list Price) or market price? Or the contractor is not to pay over the contractor’s established catalog (list Price) or market price? And non-commercial material items (items like a TOW Missile) the Government will reimburse the contractor for actual cost of materials?

In accordance with FAR 52.212-4, Alt 1(i)(1)(ii), Materials, the price to be paid for such materials shall not exceed the contractor’s established catalog or market price, adjusted to reflect the quantities being acquired.

If what you are stating in 5.2.2.2 is that commercial items are to be reimbursed at the contractor’s established catalog (list Price) or market price. Then why 3 paragraphs later you state that all parts commercial or non-commercial will be reimbursed at the actual purchase cost? Understanding that you will probability not get a Non –Profit company to bid on this, why would a company that sells commercial items sell them to you at cost? .

Paragraph 5.2.3.2.1 will be revised in the final solicitation. The price to be paid for such materials shall not exceed the contractor’s established catalog or market price, adjusted to reflect the quantities being acquired

This clause will prevent achieving goals laid out in the over demanding delivery matrix in Table 1 Page 64 of 125. This policy might save you a nickel but you spend a dollar doing it. Will the clock on table 1 start after we get the quotes or the sole source letter?

Who approves the quotes or letter?

Government is seeking clarification regarding the question; to be updated upon clarification.

ADMIN

(FFP)

Is the price that you put here based on the number of participants? There are administrative demands throughout the contract that would be a factor. The other would be the number of participating Sites/ Task Orders. History shows that all site authorized do not participate. Are we to bid max participation or cost per site/Task Order?

Offerors should bid in accordance with PWS para 5.1.1 and the "Instructions" tab on the Sample Pricing Spreadsheet.

“Any proposal that modifies or fails to conform to the essential requirements or specifications of the RFP may cause the proposal to be judged unacceptable resulting in the offer being removed from consideration for award.” Do you mean if in our bid we take Exception to a Clause or are willing to deliver the Service/Part but just not the way that this PWS demands we will be removed from consideration?

Accept it all or don’t bid?

At any time prior to proposal submission, contractors can take exceptions to the clauses and requirement and provide their rationale for exception for Government's consideration but cannot after proposal closing date.

Proposals must conform to the Government requirements in accordance with the solicitation instructions.

How does the “TOTAL EVALUATED PRICE:”
