APPENDIX 1: Purpose and Objectives

DEMOLITION/DECONSTRUCTION:

Replacement of the existing 100-year old miter gate leaves will require removal and disposal of the old gates and fabrication/delivery of two (2) new gate leaves. Each new gate leaf is estimated to weigh approximately 375,000 lbs. Horizontal and vertical concrete removal will be required to remove the existing gate quoin blocks, pintles, and gate anchorage embedded metals.

Heavy-lift crane operations for removal and installation of the new miter gates will be required, with limited land based access to the gate location for equipment. Any use of floating-plant heavy-lift cranes will need to operate within the constraints of the lock dimensions and existing structures for adequate boom clearance and swing radius. The main lock chamber is 80 feet wide, with an overall chamber length of 825 feet, and an upstream pool draft of 33.5 feet when the saltwater barrier is down, and an upstream draft of 16.0 feet with the saltwater barrier raised. Downstream pool elevation varies with two (2) high tides, and two (2) low tides each day. Average water surface elevation for lower pool is 29.0 feet but can vary down to 15.0 feet of draft during extreme low tide (See Figure 3).

The sequencing of concrete modifications, in conjunction with allowing navigation traffic thru the lock chamber, will require the design/fabrication/installation/dewatering of localized steel cofferdams to isolate work areas “in the dry” to perform the work.

One lock chamber dewatering is anticipated to adjust and commission the miter gate after installation.

The duration of the dewatering is expected to be 45 days. The dewatering will be scheduled in advance and shall not be executed consecutive to another dewatering. The Government will perform the initial dewatering of the lock chamber for each closure period and the Contractor will be responsible for all maintenance pumping to keep the lock in a dewatered condition during the construction periods.

NEW GATE INSTALLATION:

The new contractor-fabricated miter gate leaves will be installed in the existing gate recesses with new gate anchorages placed into the concrete. New intermittent contact quoin blocks and sealing surfaces will be retrofitted vertically in the concrete gate monoliths. The new gate pintles will incorporate self-lubricating pintle balls as part of a fixed-pintle design into new embedded metals at the bottom of the lock chamber. The existing gate operating machinery will be reused and connected to the new gates. Existing electrical equipment on the gates will be removed and reinstalled on the new gates.
