BIDDER INQUIRIES
The reason for Amendment 0002 is to answer the following bidder inquiries:
Inquiry ID: 10367954
Question: Regarding the bid guarantee: (c) The bid guarantee amount must be 20% percent of the bid price or $1,000,000, whichever is less: Does this imply that we must have the bid guarantee amount (20% of the bid price or $1,000,000, whichever is less) available before being awarded the contract?
Also, is this requirement limited to documentation, or must the bid guarantee amount be readily available in our bank account beforehand? The specified amount seems substantial, and I also noticed that the value of the contract (order of magnitude) is not mentioned anywhere in the entire solicitation.
Government Response: Construction Magnitude was updated in Amendment 0001 with Bidder Inquiry ID 10350246. Bid guarantee amount must be 20% percent of the bid price or $1,000,000.00, whichever is less within 10 days after time of award.
Inquiry ID: 10378864
Question: Will the KO issue a conformed copy of the solicitation to reflect the changes in Amendment 0001?
Government Response: No. All amendments are sent out with just the changes in the solicitation, not a conformed copy.
Inquiry ID: 10380098
Question: In the section 01 10 00 page 7, the following is mentioned:
1 - (a. Provide new central package air conditioning and air handling unit of equal capacity and function to the existing unit.)- What is the existing capacity for the central package air conditioning and air handling unit?
2 – (b. Provide new rigid insulated ductwork and balancing from the package central air conditioning unit into the building interior. Interior ductwork shall remain in place.)- What is the quantities of the required rigid insulated ductwork?
Government Response:
1 - There is currently a Clima Rock York Packaged A/C Unit with 31 kW (Cooling); 32.3 kW (Heating), 400V/3 Phase/50 Hz on the rooftop of the tower. This can be replaced with a 15 Ton (Cooling); 15 Ton (Heating), 400V/3 Phase/50 Hz Packaged A/C Unit. See attached photos for existing unit.
2 – This is to be determined by the contractor. All ductwork is currently above the ceiling tiles throughout the tower.
Inquiry ID: 10382635
Question: We would like to request a two week extension of the proposal due date so that we can continue to work with suppliers and subcontractors to provide USACE the most competitive pricing.
Government Response: A one week extension will be granted with a new proposal due date of 20 Aug 2023.
Inquiry ID: 10384045
Question: Please confirm DBA insurance is not required.
Government Response: According to the solicitation in Block 12, Payment and Performance Bonds are required. Please refer to FAR Clause 52.228-15 and FAR Clause 52.228-14.
Inquiry ID: 10384052
Question: Please confirm if a mancamp will be permitted on base for expat skilled labor and management personnel and if access to the base dining facility will be permitted.
Government Response: Mancamps and access to the base dining facility are not permitted.
Inquiry ID: 10384061
Question: Please confirm Special Inspectors and a SIOR are not required on this project.
Government Response: Confirmed.
Inquiry ID: 10384483
Question: This project requires a separate PM, Superintendent, CQCSM, and SSHO along with their alternates.
This requirement would severely burden the overhead on a $1M project. Please consider two positions PM/Superintendent and CQCSM/SS HO along with an alternate. This has been utilized effectively on other USACE projects with similar budgets.
Government Response: PM/Superintendent can be the same person. CQCSM/SSHO needs to be two separate people.
Inquiry ID: 10384524
Question: Sheet A-101A shows demolition floor plan and new floor plan drawings for restroom but the information doesn't indicate where these restrooms, are they in floor 1 or floor 3?
Government Response: The restrooms are both on Floor 1 and Floor 3. Please refer to the specific restroom drawing sheets that are called out on both Sheet A-101, which is A-101A, for Floor 1 and Sheet A-102, which is A-102A, for Floor 3.
Inquiry ID: 10384569
Question: Can you provide us the existing electrical blue print? Please can you confirm the total square foot for the celling?
Government Response: We do not have an electrical blueprint. Section 01 10 00, Para. 2.5 states "The Contractor must submit shop drawings and calculations showing the components and system that meets the requirements of this Statement of Work, the Appendix Drawings, and Section 01 10 15 TECHNICAL
REQUIREMENTS."
Inquiry ID: 10385050
Question:
1-Referring to the scope of work 2.5 Electrical Distribution System a, One (1) 20kW prime generator Can you confirm if Generator 20kW or 200kW. As the drawing showing it is 250 kVA.
2- referring to the scope of work 2.6 HVAC System a. Provision and installing new HVAC system c.
Provide new rigid insulated ductwork May we know this system for which part of the building? Because when we refer to the main building scope of work 3.1.1 a. Provide new ductless package. So what is the duct work for? What is the current HVAC package capacity?
Government Response:
1- One (1) 20 kW prime generator is a misprint. It should read "One (1) 200kW prime generator.
2- The ductwork will only be in the tower coming from the rooftop A/C Unit. All other rooms will need Ductless Split A/C Units installed. As stated in the drawings, KEYNOTE 5: "PROVIDE MINI SPLIT
SYSTEM IN ROOM FOR COOLING/HEATING. CONTRACTOR TO VERIFY SPLIT SYSTEM
QUANTITY AND CAPACITY PER ROOM," except for the control room which states in Section 01 10 00, Para. 3.1.3: "Provide two (2) new split system heat pump units in the control room."
End of Bidder Inquiries with Amendment 0002.
