About this file
This document is an amendment to a solicitation for the renovation of an air traffic control tower at Al Asad Air Base in Iraq. The solicitation requires offerors to provide design-build services for interior demolition, renovation of interior spaces, electrical, HVAC, and plumbing systems. The amendment extends the response deadline to August 28, 2023, adds the Defense Base Act clause and clarifies that an offer guarantee is required. It also modifies evaluation criteria under the technical approach factor. Offerors must be registered in the System for Award Management and Joint Contingency Contracting System. Proposals will be evaluated on experience with similar projects, technical approach, and past performance. Award will be made on a lowest-price technically acceptable basis to the responsible offeror providing the best overall value to the Department of the Army Corps of Engineers.

4. In order to be considered technically acceptable for this factor, the recent projects submitted, in any combination, must meet all the relevancy criteria in paragraph 2.a. through 2.c. above. It is NOT a requirement that all relevancy criteria be met in one project, relevancy can be satisfied by using a combination of projects.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
VOLUME II – Price
Completed Section 00 10 00, Contract Line Item Numbers (CLIN) BID Schedule. All CLINs shall be completed with unit price, quantity, and extended price. All extensions of the unit prices shown will be subject to verification.
In case of discrepancy between the unit price and the extended price, the unit price will govern.
Offerors should note that the Government intends to award the contract without entering into discussions or price negotiations. Therefore, offerors should submit their best and final price for consideration.
Evaluation Criteria:
The Government will evaluate proposals for the purpose of determining the reasonableness, completeness and balance of the prices as described below:
The price proposal is complete: To be complete, the offeror shall provide all data that is requested to evaluate the price. The Government will assess the extent to which the proposed prices comply with the content and format requirements set forth in this solicitation. Completeness includes providing a complete proposal schedule.
The price proposal is balanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated. An offeror's proposal may be unacceptable if it is determined that the lack of balance poses an unacceptable risk to the Government.
The price proposal is reasonable. For a price to be reasonable, it shall represent a price that provides the lowest acceptable price to the Government when considerations given based upon comparison with the Independent Government Cost Estimate (IGCE) and to prices in the market.
Price evaluations will not result in an assigned adjectival rating. Contract line items will be analyzed to determine whether unit prices proposed for the work to be performed reflect the offeror’s understanding of the solicitation requirements and are consistent with the offeror’s technical proposal. Offerors are cautioned to distribute direct costs, such as, material, labor, equipment, etc. and indirect costs, such as, job overhead, home office overhead, bonding, etc., to the appropriate contract line items. Both parties shall presume that field overhead costs through the proposed contract duration are inclusive in the offered price. Price proposals that are incomplete, unbalanced, or unreasonable may be considered unacceptable.
Discussions:
The Government intends to make award without discussions, although the Government reserves the right to conduct discussions if it is determined to be in the Government's best interests. Therefore, an offeror that desires consideration for the contract award is advised to comply with all mandatory requirements of this solicitation for submission of price and non-price factors.
J. BASIS OF AWARD
1. The proposals will be evaluated in accordance with FAR.15.101-2 based on the Lowest Price technically
Acceptable (LPTA) source selection process. Award will be made to the offeror who represents the best overall value to the Government and has been determined to be responsible in accordance with FAR Subpart 9.1. The Government intends to award one FFP contract at the conclusion of non-pricing and pricing evaluations. All proposals will receive consideration through price analysis and a review for balanced pricing.
2. The technical evaluation team shall evaluate proposals, starting with the lowest price and moving to the next lowest, until a technically acceptable proposal is found. Once a technically acceptable proposal is found, no further proposals will receive a technical evaluation.
3. There may be contained within the evaluation factors certain mandatory or minimum requirements to be met for evaluation. There are also contained within the described factors requirements for the submission of certain documents. Failure to satisfy any mandatory or minimum requirement may result in a determination that a proposal is unacceptable.
4. The Government intends to select one offeror for an award without discussions, but reserves the right to hold discussion if the Government determines that to do so would be in its best interest. Therefore, an offeror’s proposal should contain the offeror’s best terms from a technical and pricing standpoint. The Government reserves the right to conduct discussions if it is determined by the Contracting Officer / Source Selection Authority (SSA) to be necessary.
