Statement of Objectives (SOO) Sample Task Order (STO)
Integrated Modelling and Monitoring of U.S. Army Corps of Engineers (USACE) Dams and Levees
1. PURPOSE
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to develop a system to acquire, process, manage, model and integrate data to monitor USACE earthen dams and levees and the downstream and/or surrounding area impacts of a failure or breach as defined in this SOO except as Specified in Part 3 as government furnished property and services at the contractors location.
This requirement does not include Architectural and Engineering (A/E) services including surveying and mapping as it pertains to the design, construction, and repair of buildings, facilities and other real property. This requirement does not fall under The Brooks Act.
2. SCOPE: The Contractor shall provide highly specialized expertise and technical performance to execute the objectives and goals of the AGC’s Civil monitoring overall mission. The Contractor shall provide all personnel and supervision necessary to perform the services defined in the SOO. All tasks must be performed to the standards set forth in this document.
3. PERIOD AND PLACE OF PERFORMANCE: the contract tasks performed by the contractor, including submission of all required data and reports, shall be accomplished within twenty-four (24) months of the contract effective date on the contract award. The contractor shall perform work on this contract at a contractor furnished facility, or as required on site at the U.S. Army Geospatial Center (AGC) or other government facilities requested for travel. The Government anticipates awarding a hybrid contract; CPFF completion form for the first 12 months of development; FFP for the last 12 months of execution.
4. BACKGROUND: The nation relies on a vast collection of earthen dams and levees for flood control, navigation, water supply, and recreation. The USACE owns 605 earthen dams and 1,440 levee systems (150,000 km of levee structures) that protect large areas of populated and cultivated land from flooding. Current methods of assessment include visual inspection and examination of local instrumentation. Current methods are based on antiquated approaches that rely on local site visits that result in slow response times, misinformed decisions, and lengthy timeframes for repair. Integrating remotely sensed data with the instrumentation that is in place now for deformation modeling should reduce costs and provide a better early warning for dam and levee failure. For example, INSAR deformation modeling can detect deformation with sub-centimeter accuracy. Accuracy requirements for deformation monitoring can be found in chapter 2 of EM 1110-2-1009 Structural Deformation Surveying.
5. PERFORMANCE OBJECTIVES
The objectives of this task order are to develop a system to acquire, process, manage, model and integrate remotely sensed/geotechnical data required to monitor the state of USACE earthen dams and levees for potential faults and assess the downstream and/or surrounding area to determine the impacts of a failure or breach.
Specific objectives include:
a.) Acquire existing remotely sensed data, geotechnical measurement data, and other geospatial data required to use for monitoring and assessments.
b.) Process and generate terrain databases and 3D models to be used in monitoring and for accessing/simulating the downstream and/or surrounding area impacts of a dam/levee failure or breach.
c.) Develop schema to be used in continuous and/or periodic monitoring and simulation.
d.) Develop data management models and processes.
e.) Develop and maintain an enterprise system for earthen dams and levees that can be continuously updated, used to identify potential flaws or weaknesses that can lead to loss of integrity/breach/failure, and allow for simulations of potential impacts on the structure and surrounding areas if these flaws are not corrected.
5.1 Development/Utilization of Geodetic Sensors.
The contractor shall develop an enterprise system and database for the ongoing collection of remotely sensed data over selected USACE-earthen dams and levees. Sensors and data from these sensors shall meet the accuracy requirements necessary to monitor movement in these earthen dams and levees that could lead to breach or failure as stated in chapter 2 of EM 1110-2-1009 Structural Deformation Surveying.
5.2 Geospatial Activities Related To Civil Engineering Applications
The Contractor shall utilize existing geospatial data from activities related to Civil Engineering, to include, but not limited to surveying, environmental impacts, water resource management, geotechnical evaluations, structural assessments, and general engineering activities to enable the integration of remote sensing system with the installed safety systems on the dams and levees. The contractor is encouraged to use data from existing geospatial surveys and other related collections. Contractor is expected to utilize all classification levels to include unclassified, NIPR, secret (SIPR), and top secret sources (JWICS).
5.3 Generate Terrain Databases
The contractor shall develop terrain database to be used in conjunction with the enterprise system developed in 5.1.
The list of earthen dams in table 1 shall be used to demonstrate how the system can be used to monitor an earthen dam and/or levee conditions and assess downstream impacts and/or impacts to surrounding area due to a failure or breach. Data shall support DoD virtual and constructive simulations. The contactor is encouraged to use existing data (geospatial, geotechnical, remotely sensed, etc.) to accomplish these tasks when appropriate and feasible to meet task requirements.
Name Location Type Bolivar Dam Ohio Earthen Dam Mohawk Dam Ohio Earthen Dam Mohicanville Dam Ohio Earthen Dam
5.4 Training and System Sustainment
The contractor shall provide 12 months of sustainment of the newly developed enterprise system to include training and documentation. Training will include on-site and/or web-based to allow safety inspectors, engineers, modelers knowledge on how to use the new system for generation of safety reports and potential monitoring. The contactor shall provide innovative approaches and cost effective techniques for enterprise system support inquiries.
