Questions & Answers Solicitation W58RGZ-24-B-0026
Amendment 0005
"New MEO B3341A adds the below mandatory replacement parts in addition to the ones already called out in DMWR 1-1620-247. I have a few questions I am hoping you can assist me with.
1. Most of the above items are identified in the DMWR and require OIP inspections to include NDT. Could you please confirm since these parts are now mandatory to replace on every unit that the OIP inspections, including NDT, are no longer required?
USG Response: The part numbers in the table above are part of the Mandatory Replacement List, however if a part is replaced (new part) an OIP inspection is not required. Overhaul per current DMWR for the tech data provided in the M&O data call.
2. Several of the above items PN series “70250” are Sikorsky parts that might be source controlled to the OEM only. Could you please advise if any of these have restricted sources to procure from, or if they are considered AMSC: G coded (full and open competition)? If the sources are restricted, could you advise who the Army approved sources are?
USG Response: The 8 parts listed above are DLA-managed consumable parts, therefore they are not source controlled. Based on the TDPL none of the parts are solely listed as Sikorsky’s.
3. Part Number 70250-1092-101 list qty of 6ea in the MEO for item 15, but there should be an additional qty of 5ea for item 57 as well, with a total qty of 11ea for this item, correct?"
USG Response: Total quantity for PN 70250-12092-101 is 11. Item 15 x 6 and item 57 x 5.
4. What is the maximum, not to exceed cost for Repair/Overhaul of the MLG Shock Strut?
USG Response: We do not determine the NTE prices on the piece parts, only on the actual component being overhauled/repaired.
5. Request clarification to Replacement MANDATORY REPLACEMENT PARTS LIST, MEO B 3341 A, pg.2, Table 1 and OVERHAUL INSPECTION PROCEDURES, USG Response: Refer to response in #1.
Amendment 0005
6. ITEM NO. 13, on replacement MANDATORY REPLACEMENT PARTS LIST, P/N: 70250-12074- 101, BEARING PIN is mis-identified as INSERT, SCREW THREAD, WP 0051, Pg. 2 of 5, Parts Information, Main Landing Gear Shock Strut (SEE ATTACHED)
USG Response: While there was a discrepancy between the names in the DMWR, the nomenclatures in the DMWR should be IAW the nomenclatures in FEDLOG. Contractors can verify correct part using the part number and NSN.
7. Exhibit A, CDRL A001 states that inventory data must be provided by the contractor no later than 365 days after receipt of GFP. However, solicitation page 11 states report is to be submitted no later than 15 days after physical inventory. Can you please advise which timeframe is correct?
USG Response: Solicitation revised to reflect the days listed on the CDRL (365 days).
8. What is the acquisition/scrap threshold for this requirement? We do not see anything stated in the solicitation.
USG Response: For this solicitation, there is no scrap threshold. As stated in Statement of Work paragraph b., the assets must be either physically unrepairable or have su ered abnormal or catastrophic damage before the contractor can submit a scrap request to the PCO through the cognizant ACO.
9. Exhibit D, CDRL A004 states to “use DODAAC W81D17” for submittal of the final receiving report. However, solicitation page 12 states to “use DODAAC W25G1U”.
Can you please advise which DODAAC is correct?
USG Response: Solicitation revised to reflect the DoDAAC listed on the CDRL (W81D17).
10. Solicitation Page 24 ( c) (1)(iii) and (iv) mention attachments -5- and -6-, while page 27(f)(2)(iii) references -7-. Is data missing from these sections, or should these numbers be disregarded?
USG Response: Missing fill-in’s for FAR Clause 252.211-7003 have been updated in Amendment 0005.
Amendment 0005
11. Per Solicitation page 32, Narrative H0002, is the contractor at time of bid submittal required to confirm its plan to meet equipment requirements via providing a written statement with the bid?
USG Response: The M&O plan is submitted by the awardee after contract award.
12. Attachment 9, Section IV states “the contractor shall prepare a GFM Consumption Report IAW DI-MGMT-82128.” DI-MGMT-82128 is not one of the CDRLs received, nor is it referenced on the Document Summary List. Should DI-MGMT-82128 be disregarded or is this a document we need to acquire?
USG Response: There is no CDRL provided for TAV-C nor should it be referenced on the Document Summary List. Reference the TAV-C attachments 9 & 10 provided in this solicitation.
13. Attachment 0002 Document Summary List calls out document ID ANSI/ESD S20.20-2021 Dated 28 OCT 21. Is this a document that can be supplied to Contractor, as we cannot download it from the links provided within the solicitation.
USG Response: ANSI/ESD S20.20-2021 requirement is removed.
