#1ASection M9Small Business Participation PlanSmall Business Subcontracting PlanAll Offerors will be evaluated on the level of proposed participation of U.S. small businesses in the performance of this acquisition (small business subcontractors). All Offeror’s shall propose their best effort for all socioeconomic categories. Proposed participation of zero percent will be determined unacceptable. We are having a difficult time understanding the "adjectival rating" and how to receive an "Outstanding" BLUE rating. How do we receive an exceptional approach and understanding of the Small Business (SB) objectives rating when there is no specific SB percentages to meet? The adjectival ratings, as proposed, seem very subjective. We suggest the Government incorporate the DOD SB utilization percentage guidance (e.g., “Total SB subcontracting of at least __ % is the contract requirement to attain a BLUE Rating.”) In other words, SB plans that exceed the SB % based on Total Contract Value (TCV) would garner a Blue rating, plans that meet 90-99% of TCV would be Green, etc. and so forth. These ratings would be easily quantifiable, less subjective and would lock Prime Contractors into plans that would benefit the Government. The adjectival rating will not include the percentage of participation. The adjectival rating will evaluate the quality of the work given to small business and the extent of your commitment to the small business as reflected in your contracts, among other elements. The participation percentage is verified by the evaluator and passed on to the source selection authority. For small business you will have an adjectival rating as well as a percentage of participation which are separately used to evaluate your approach to meeting the government’s small business objectives.

#5DSection B253.1.9.10Attachment 24, paragraph 5.11Fort Campbell STAMISThere is conflict between the PWS and Attachment 24, whereas the attachment directs the position be located at Fort Campbell, but the PWS directs site specific. Will the STAMIS entry referenced in the PWS be permissible to be entered by each independent site? The Performance Work Statement (PWS) paragraph 3.1.9.10 defines the requirement. "If labor rates for indigenous personnel and TCNs are to be negotiated between the PCO and the Contractor, does the Government want offerors to propose TCNs and Local Nationals in response to this RFP for any OCONUS work, or is that something the Government prefers to negotiate after award? The Performance Work Statement (PWS) Paragraph 4.9.2 states “…whenever it is practicable, feasible, and an economical advantage to the Government or as directed by the COR or host country legal requirements.” Attachment 0027 paragraph 5 on page 6 of 23 are the instructions for the Offeror to state Personnel Management as applied to the Comprehensive Management Plan (CMP). #12DSection JAttachment 0027 - Page 18 of 23Cost (No Fee) (a, b, c, d, e, f, g, h)Paragraph 1We noticed that the Government did not have the following CLINs for the 6 month Option to Extend Services Period: "Cost (No Fee) Materials-CPFF LOE Reset", "Cost (No Fee) Materials-T&M", "Cost (No Fee) Materials-CPFF LOE Contingency", "Cost (No Fee) Materials-CPFF LOE FMS", "Cost (No Fee) Travel-CPFF LOE Reset", "Cost (No Fee) Travel-T&M", "Cost (No Fee) Travel-CPFF LOE Contingency", "Cost (No Fee) Travel-CPFF LOE FMS".Was it the Government's intention to exclude these CLINs from the 6 month Option to Extend Services Period?Yes, these are cost CLINs and shall be added only if needed once the Extension of Services has been executed.

#19DSection LAttachment 0027 pp. 15, Section 4, under 'Cost-Price Assumptions'; Attachment 006 (Section 2.1.1); Attachment 0024, section 2.1.1Per Attachment 0027, "a) FFP Program Management (CLIN 1000, CLIN 1100, CLIN 1200, CLIN 1300, CLIN 1400, CLIN 1500, CLIN 1600, CLIN 1700): The proposed amounts for these CLINs shall be inclusive of all costs necessary for the overarching regional management of the applicable region and should not reflect any direct or indirect cost for specific performance of efforts defined within other CLINs (i.e. Reset, MWO, LRC/CAB Passback/TSC, Contingency Ops, FMS Support, Transition In and Out). A notional labor hour skill mix is provided below. The Offeror shall utilize the below labor hour skill mix when proposing amounts for these CLINs."If CLINs xx00 are to be inclusive of all costs necessary for the overarching regional management of the applicable region, what is the applicable region here? "The Government provides the hours for offerors to bid by labor category and location in rough terms for CLINx xx20 in Attachment 10, however no distribution is provided for the OCONUS work by location. Host nation labor law and productive man years have a large impact on OCONUS costs for offerors in addition to hardship and hazard.
