L-24 PROPOSAL SUBMISSION (AFM-EAST)

1) General.

The Offeror’s proposal shall be submitted in hard copy and digital copies, as set forth below. The solicitation shall provide the Government address and receipt date for proposal submittal. The Offeror’s proposal shall consist of six volumes. The volumes are I – Entry Gate Criteria, II - Technical, III – Past Performance, IV – Cost/Price, V – Small Business Participation, and VI – Solicitation, Offer and Award Documents, and Certifications/ Representations. Files shall not contain classified data. The use of hyperlinks in proposals is prohibited. Offerors are cautioned that parroting of the Technical Requirements or the PWS with a statement of intent to perform does not reflect understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.

During the conduct of this acquisition, the Acquisition Source Selection Interactive Support Tool (ASSIST) will be used by the Government to support the proposal evaluation and source selection process. A separate tool, the ASSIST2Industry, will be used in conjunction with ASSIST to accomplish all exchanges with Offerors after receipt of proposals pursuant to Federal Acquisition Regulation (FAR) 15.306. ASSIST2Industry provides the ability for the Government to issue, and the Offerors to receive and respond to, all Evaluation Notices (ENs) in a secure online environment.

In order to initiate the use of ASSIST2Industry, the Government requires the names, company titles, telephone numbers, and email addresses of two (2) individuals that the Offeror has designated as responsible for receiving and responding to Government ENs through ASSIST2Industry. The designation of two (2) individuals is for the purpose of ensuring availability of one individual if the other individual is not available. The required information regarding these two (2) individuals must be submitted with the Offeror’s proposal and included in the cover letter.

After the solicitation’s closing date, the Government will establish an account in ASSIST2Industry for each individual identified by the Offeror that has submitted a proposal in response to this solicitation. The two individuals named by the Offeror will be authorized access to that account. Two (2) separate system generated emails will be sent to each individual. One of the emails will contain the individual’s ASSIST2Industry username.

The other email will contain the individual’s temporary password. Using the provided username and temporary password, each individual can then go to https://ASSIST2Industry.army.mil to access the account.

NOTE: The first time a user logs in, the user will be required to change the temporary password before the user can proceed to use the site.

Whenever the Government issues ENs to the Offeror through ASSIST2Industry, the Government’s Contracting Officer will notify the Offeror through a medium independent of ASSIST2Industry ( e.g., e-mail) that the Offeror has ENs in ASSIST2Industry waiting for a response. There will be no ENs in ASSIST2Industry until such notice is issued by the Contracting Officer.

a) All Offerors are advised that ASSIST2Industry has been updated and it is now the responsibility of PRIME Contractors to establish accounts for their SUBCONTRACTORS to respond to Government ENs. A separate area within ASSIST2Industry has been created to allow authorized Subcontractor POCs to upload proposal files only. Subcontractors will not be able to access any other information on the ASSIST2Industry website (e.g. Questions/Evaluation Notices, Responses, etc.).

Once a Subcontractor has been added, they will receive a user ID (e.g.

subcontractor0001) and password (an initial password) that will be sent via two separate system generated e-mails. A Subcontractor will have one user ID for all PRIMES and solicitation responses, i.e. if you are a Subcontractor to multiple Prime Contractors and multiple solicitation responses, you will only have one user ID. Once an account has been established for the Subcontractor, go to https://ASSIST2Industry.army.mil to access the account. Prime Contractors will only be able to see the number of files submitted by their Subcontractors; but, will be UNABLE TO VIEW the Subcontractor’s files.

NOTE: Both Prime Contractors and Subcontractors are instructed to review the ASSIST2Industry User’s Guide, located under the “Getting Started” tab on the website.

The guide has been updated and provides step by step instructions on how to perform functions and navigate the website.

b) Offerors can contact Adam Rothschild at (609) 562-7050 or the ASSIST2Industry helpdesk at (609) 562-5988 for any technical assistance that may be needed.

c) THE OFFERORS ARE CAUTIONED THAT THE SYSTEM GENERATED EMAILS

REFERRED TO ABOVE ARE INTENDED FOR ADMINISTRATIVE PURPOSES ONLY.

RECEIPT OF THESE EMAILS DOES NOT CONSTITUTE THE COMMENCEMENT OF

ANY TYPE OF EXCHANGE WITH THE OFFEROR IN ACCORDANCE WITH FAR

15.306(A), (B), OR (D) (I.E., CLARIFICATIONS, COMMUNICATIONS, OR

DISCUSSIONS). ALSO, RECEIPT OF THESE EMAILS DOES NOT SIGNIFY THAT A

COMPETITIVE RANGE DETERMINATION IN ACCORDANCE WITH FAR 15.306(C)

HAS BEEN MADE OR THAT THE OFFEROR’S PROPOSAL WILL BE INCLUDED IN

THE COMPETITIVE RANGE WHEN THAT DETERMINATION IS MADE. ALL

NOTIFICATIONS THAT ANY TYPE OF EXCHANGE WITH THE OFFEROR HAS

COMMENCED AND THE OFFEROR HAS EVALUATION NOTICES (ENS) AVAILABLE

TO RESPOND TO, OR ANY NOTIFICATION THAT THE OFFEROR’S PROPOSAL

HAS BEEN INCLUDED IN OR EXCLUDED FROM THE COMPETITIVE RANGE, WILL

BE SENT TO THE OFFEROR BY THE CONTRACTING OFFICER INDEPENDENTLY

OF THE ASSIST2INDUSTRY.

SCENARIOS

1) The Offeror shall apply their Comprehensive Management Plan to the following AFM-East specific scenarios.

2) Scenarios. The Offeror’s responses to the scenarios shall include the step-by-step approach and methodology for accomplishing the work requirements in response to the scenarios provided below. The Offeror will provide written responses to the scenarios below to include their understanding of and capability to perform appropriate maintenance / service / logistics actions to support the Aviation Field Maintenance Program. The response will be no longer than five (5) pages in length per scenario. The Offeror’s scenario responses will be evaluated on their overall interpretation of the PWS requirements and the approach to accomplish each scenario’s effort, identification of appropriate resources, and application of processes and resources to provide timely and cost effective solutions to the presented problems.

AFM East Scenario #1: FMS OCONUS Effort. AMCOM Security Assistance Management Directorate (SAMD) the CH-47 PM and the UH-60 PM have an un-forecasted mission requirement to establish a CH-47F and UH-60M training location in Egypt that must be fully operational within 3 months after funding is placed on contract.

Both the UH and CH PM offices are able to resource the aircraft and required tooling/PGSE/AGSE for the mission. SAMD requested that AFMD provide a Maintenance Assistance Team (MAT) that will be responsible for all field level maintenance (AVUM/AVIM) requirements to include maintenance test pilot support for 18 UH-60M and 6 CH-47F aircraft with a monthly training flying hour operational tempo of 25 hours a month per UH-60M and 30 hours a month per CH-47Fs. The Egyptian government will provide all necessary aircraft repair parts and consumables, but the contractor has to provide full manning for supply operations. The contractor is responsible for all maintenance tasks to include all aircraft daily inspections, calendar inspections and phase maintenance inspections. The contractor will man and support all aviation field maintenance level back shop operations. All sustainment level maintenance (depot) will be done by non-contractor Depot Field Teams as required. As this is a high threat operational environment the Egyptian government will provide an airfield location, secured by US forces, with billeting and meals for US government and contractor personnel. Due to the urgency of this mission the contractor is expected to provide manning for 24 hour operations seven days per week for a period of 6-months with an option to extend no more than 6 additional months.

AFM East Scenario #2: OCONUS US Forces Contingency Operation Support. The 10th CAB has been supporting hurricane relief operations in Panama for the past 3 months. The destruction caused in Panama is causing an increased level of unrest within the country due to a lack of basic life support functions. The US has agreed to support the Panamanian government with a 12-24 month humanitarian relief force. US Forces will set up operations on the former US Air Force base in Panama which will be secured by US Forces. AMCOM is directed to provide aviation maintenance contractor support to the deployed US Army Aviation Task force which includes 24 UH-60M, 12 HH-60M and 6 CH-47F aircraft. The AMCOM contractor, with government oversight, must be fully operational within 3-months after funding is placed on contract. The projected aircraft operational tempo is 16 hours a month per UH-60 and 30 hours a month per CH-47F. All US government and US contractor personnel will be billeted with meals in the pre-existing facilities on the former Air Force Base. The contractor will man and support the aircraft phase requirements working 12-hour days, 7 days per week, with the ability to surge work hours by 25% if needed. The deployed US forces will perform all other scheduled and unscheduled maintenance except aircraft phase maintenance inspections. FORSCOM and USARSO are tasked to preposition the required aircraft tools, AGSE and PGSE. Non-contractor depot field teams will support any on-site aircraft depot requirements on a TDY basis as required.

AFM East Scenario #3: CONUS Level of Effort for AR 5-9 Recovery. The 101st CAB had a UH60-M that had a precautionary landing due to an engine problem while enroute to the Joint Readiness Training Center at Fort Polk, Louisiana. The determination is that an engine requires replacement. The aircraft is located in a field next to a major highway 10 miles south of Jackson, MS. The aircraft is not close to any available hard stand. The 101st CAB requests that AMCOM provide support to repair the aircraft on site. The 101st CAB is not able to provide the required MTP support because of numerous other operational and training requirements. The Fort Campbell COR requested the contractor provide the listing of equipment/tools, contractor skill sets/man hours and repair parts to accomplish the engine change at the aircraft’s current location.

(3) CPFF LOE General Instructions. The CPFF LOE CLIN pricing should be sufficiently detailed to demonstrate reasonableness. The Offeror is responsible for providing adequate evidence to prove credibility of proposed costs/prices. The CPFF LOE CLIN pricing shall be based upon prime and subcontractor labor hours, labor rates and indirect rates/factors that are reasonable, realistic and achievable. The Offeror shall provide sufficient details for the Government to evaluate the proposed skill mix, applicable base labor rates and the associated indirect rates for each CLIN/contract year and by contractor fiscal year, for the base year and all options. Direct labor rates shall identify the baseline (takeoff point) plus projected escalation for each CLIN/contract year and contractor fiscal year. Direct labor hours and rates shall be delineated by labor category by CLIN/contract year and contractor fiscal year for the prime and each subcontractor. The proposed labor skill mix (the percent weightings of the offeror’s internal labor categories use to derive the proposed contract labor category rate) must be directly traceable to the same information proposed in the Technical Volume.

For the CPFF LOE CLINs, the proposal shall include a cost element summary of the total proposed CPFF LOE cost/price and a cost element summary by CLIN/contract year and contractor fiscal year, including proposed fee dollars and percentages. The summaries should distinguish between the prime and each subcontractor.

Prime contractors are responsible for ensuring that the requirements of Section L-24, 3(d), Volume IV Cost/Price are flowed down to all proposed subcontractors, divisions, subsidiaries, and affiliates that are proposed on the CPFF LOE effort. The prime contractor is required to fill out Attachment 0041, “CAGE Code and Cognizant DCMA/DCAA Information” for themselves and all proposed team members on the CPFF LOE effort to include the DCMA and DCAA Point of Contacts’ (POCs’) email addresses and telephone numbers. The Prime contractor shall ensure that all DCMA/DCAA information is current and that the correct POC information is provided. An electronic copy of the Cost/Price proposal shall be submitted to these POCs, no later than the proposal due date. The Prime contractor is also required to provide the contract type arrangement proposed for each proposed subcontractor, division, subsidiary, and affiliate. Each proposed subcontractor, division, subsidiary, and affiliate proposed on the CPFF LOE CLINs shall submit an un-sanitized proposal to the Contracting Officer. All proposal submission requirements in Section L-24. 3(d), Volume IV Cost/Price, are applicable to all subcontractors, divisions, subsidiaries, and affiliate submissions.

Subcontractors, divisions, subsidiaries, and affiliates are defined as members of an Offeror’s overall team who are expected to perform on the proposed effort.

The Offeror’s proposal shall be submitted with any and all information reasonably required to explain the estimating process for the CPFF LOE CLIN pricing, including the judgmental factors applied and the mathematical or other methods used in the estimates, including those used in projecting from known data; and the nature and amount of any contingencies included in the proposed price. Provide any other general or specific information that may be beneficial in evaluation of the Offeror’s CPFF LOE CLIN pricing.

The Offeror’s cost and price estimating practices shall be in accordance with the Offeror’s established accounting practices for accumulating, allocating and recording cost to final cost objectives. Offerors shall identify the productive work year proposed for this requirement and provide its basis.

If the proposed direct labor rates and indirect rates and factors are based on a current Forward Pricing Rate Agreement (FPRA), the Offeror shall provide a copy of the FPRA and state whether or not the proposed FPRA rates include or have been adjusted for the impact of this proposal.

Note further that the application of FPRA rates and factors in an Offeror’s proposal does not preclude the Offeror from submitting the underlying support for subject rates if requested.

If the proposed direct labor rates are based on surveys (i.e. personnel for that category are not currently employed by the Offeror), then the Offeror shall provide the applicable pages from the proposed surveys and show which rates were utilized (i.e. 50th percentile, median, etc.).

If the basis of proposed labor rates is something other than a FPRA or survey, the Offeror shall provide the supporting documentation to show that the proposed labor rates are realistic.

The Offeror shall disclose the correlation between the contractor’s fiscal year and the proposed direct labor and indirect rates by CLIN/contract year.

The Offeror shall provide the most current compliance status and date of adequacy/inadequacy determination for the following systems; Accounting System and Purchasing System. If the Offeror does not have an approved Accounting System, a Pre-award Survey may be required.

In accordance with FAR 16.301-3(a)(3), the contractor must have an accounting system that is adequate for determining costs applicable to the contract for a cost-reimbursement contract. If DCAA has not audited the Offeror or subcontractors’ accounting system or DCMA has not approved the accounting system, please indicate this in Pre-award Survey of Prospective Contractor Accounting System Checklist under RFP Attachment 0042. In order for the Army Contracting Command-Redstone to proceed with a request for a DCAA pre-award accounting system survey, completion of the Pre-award Survey of Prospective Contractor Accounting System Checklist by the Offeror is required, included as RFP Attachment 0042. This completed form should be submitted with the Offeror’s proposal under the Cost/Price volume. The CO may forward a copy to the cognizant DCAA office along with the request for audit.

The Offeror shall provide any known/cited accounting system deficiencies.

The Offeror shall also identify any deviations from the Offeror’s standard procedures in preparing this proposal. If the Offeror proposes to absorb a portion of costs, explain the reason and impact on cost and the specific accounting treatment that will be given to those absorbed costs.

Pursuant to the Service Contract Labor Standards (SCLS) (formerly known as the Service Contract Act of 1965), the determination by the Secretary of Labor as to the applicable minimum monetary wage and fringe benefits for the applicable CONUS locations will be made part of any resulting contract. For evaluation purposes only, the Government has incorporated the applicable National Wage Determinations as outlined in Section J, Attachment 0040 of this RFP. The RFP specified CPFF LOE labor categories have been mapped to the appropriate SCLS Wage Determination categories in Section L-24.3.d.iv.(3) below.
