SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)
The following have been added by full text:
AMENDMENT NO. 0006
No. Question: Response:
1 There is some formatting/update issue with the Excel Pricing Schedule document that makes it difficult to utilize and compare versions. Please confirm that the only alterations to the Pricing Schedule for the revised version is formatting and layout.
The revised Excel Pricing Schedule issued in Amendment No. 0004 was only to correct the formatting issue and add a unit of issue that was blank.
2 Please clarify the meaning of Black vs. Red line item numbers, descriptions and quantities as provided in the Pricing Schedule.
There is no difference between Black
vs. Red line item numbers.
3 Line Item 1003AG: Remove, Salvage and Reinstall Rock Ballast from Roof Surface.
Will a location directly adjacent to the building under construction be provided to store ballast or will the contractor be responsible for transporting ballast to a remote location?
A hardstand location adjacent to the building will be provided for the storage of ballast removed from the roof surface.
4 Please confirm that any line items that state “Install” is directing contractor to Furnish and Install the materials listed in the line item.
Install means to procure, furnish and install the item listed in the line item.
5 Line Item 1033AF utilizes a Unit of EA, should this be LF?
No. Line item refers to the installation of brackets with a particular type of snow/ice retention device attached to the bracket. This is a different assembly from the snow fence identified in the previous CLIN
6 Line Items 1033AK and 1033AL simply state turbine size (8” and 14”). Is this a cost to remove and dispose, furnish and install, or flash around units?
The costs for these CLIN shall include the cost to remove, dispose, furnish, install and flash the units to the roof.
7 Please confirm that the $140,000 bond budget is per year (base and options) and not a total for the full contract term.
a. Should this value be entered in the Excel Pricing Schedule document or only in Section 00 10 00?
Yes, the $140,000 bond budget estimate is per year.
This figure shall be entered where it is requested in the Line Item Pricing.
8 RFI #34 answer states that equipment (lull, crane, forklift…) should be captured in the line item costs for the CLINs on the Pricing Schedule spreadsheet. This will result in an extreme discrepancy in Unit and actual pricing on an IDIQ response and per Task Order proposal level.
For example, a small footprint roof that is difficult to access and contains no area for on-roof material staging will require a crane full-time whereas a larger roof (with identical system and scope) that is low elevation and easily accessible by a lull for loading/off-loading will be able to utilize a dumpster and chute. This will produce a very wide range in SF cost points.
From experience with similar contracts, these costs could be more accurately accounted for on a per Task Order basis following the site visit in order to reduce costs to the Government.
Will the Government remove these components from the CLINs for bidding purposes?
No.
9 Please confirm that all corporate overhead and profits are to be included in the Line Items for each task.
Yes, the line items shall be fully loaded rates.
10 Will the Government grant a proposal due date extension a minimum of one week following RFI answers to accurately account
Yes, see extension provided for in Amendment 6.
for revised requirements and adequately incorporate changes into the final proposal documents?
11 Please confirm or deny that required site personnel (PM, Superintendent, QCM and Safety Manager) must be on-site at all times for and assigned to "every task order" when work is taking place or can the required personnel cover multiple task orders?
If all personnel are not required on-site at all times please list what personnel is required on the job-site when work is occurring. Also please specify when the other key personnel are required on-site.
Please see Statement of Work Dated 27 March 2019 paragraph SC-3.3 "The contractor shall provide an on-site supervisor at each work site.
See response to RFI #9 in Amendment 5, which notes that historically 5-7 task orders are ongoing at any given time. The Government would not expect for there to be 5-7 separate PMs, superintendents, QCMs, and safety managers to be working at APG at any given time. Please carefully review SW-3.1 – 3.4 of the SOW.
The contractor must staff at an appropriate level to manage the workload and also to be in compliance with EM 385-1-1.
12 Please provide direction/clarification on how you will ensure that all cost proposals are based on the same criteria considering your answer(s) to the questions above.
An example would be if a task order is issued for $150,000 for a period of performance of 30 days. How would the offeror cover the cost for a PM, Super, QCM and Safety Officer for this task order for such a small contract amount?
Line Item Prices shall be fully load rates. Price proposals at the task order level are based on established line item/spreadsheet pricing which is incorporated into the base contract.
Also see answer to #11 concerning key personnel.
13 Please verify that a new JV (informal) formed for the purpose of bidding on this contract will not require approval by the SBA until such time the contract is awarded.
We have spoken to our 8a partner's BOS and was told that the new JV will not be approved until a contract is awarded.
The solicitation states that an approval letter should accompany the proposal...
This response supersedes #46 response from RFIs, dated 27 March 2019.
At the time of proposal submission, a JV offeror shall submit a copy of the JV Agreement as required by the RFP. The JV company must be entered and active in the System for Award Management (SAM.gov) prior to award.
Joint Venture Offerors: If the offeror is a joint venture, the offers shall provide all requirement solicitation information for all parties including a copy of the signed joint venture agreement with the proposal. The agreement shall include information, which identifies the responsibilities for each entity under this contract. The agreement shall demonstrate the relationship between firms and identify contractual relationships and authorities to bind each entity of the joint venture. If the joint venture is comprised of 8(a) firms, you shall provide a copy of the Small Business Administration (SBA) approval letter with your solicitation.
The JV is not composed of (2) 8a companies, but we are an 8a and a SDVOSB.
For your purpose do we still need SBA approval for award if we are the successful offeror?
Based on conversations with the SBA, ACC-APG understands that the JV and 8(a) certification/seal may not be listed in SAM for new JVs until the SBA reviews the JV application specific to the requirement. SBA will often agree to begin reviewing the JV packages for “competitive” JV offers that are sent to them by the Contracting agency while the agency is conducting its source selection evaluation process. ACC-APG would intend to seek this assistance from the SBA to reduce approval time.
ACC-APG may make award prior to the final approval of the JV application, but no task orders will be issued until the JV is approved and SAM.gov shows JV and 8(a) certifications for the JV.
SBA approval is required for all JVs.
14 As a follow on to the Government's response for RFI Question 46, our 8(a) Business Opportunity Specialist at the SBA stated that they do not approve new JV agreements prior to submission of proposal. In effect your requirement restricts new 8(a) JVs from submitting a proposal for award. Is this interpretation correct?
No, see response number 13 above.
