BASIS FOR AWARD
Evaluation Factors for Award
A. BASIS FOR AWARD
The award will be made based on the best overall proposal with appropriate consideration given to the following three evaluation factors: Technical (Factor I), Past Performance (Factor II), and Price (Factor III). To receive consideration for an award, an “Acceptable” rating must be achieved for the following two evaluation factors: Technical (Factor I) and Past Performance (Factor II). Factors I and II are of equal importance. All subfactors under Technical (Factor I) are of equal importance. Award will be made to the single responsible offeror, whose proposal has been determined to be technically acceptable (Factor I), acceptable for Past Performance (Factor II), and who has offered the lowest total price (Factor III), inclusive of all CLINs, including options. Offerors must be rated as acceptable for all factors and subfactors to receive the award.
Price will be evaluated in accordance with FAR 15.404-1. The Government intends to evaluate proposals and make award without discussions. Offerors should ensure the completeness of their proposals and offer their best terms and conditions with their initial proposals. If negotiations are considered necessary, they will be conducted with those offerors in a competitive range. The determination of the competitive range will be the responsibility of the Contracting Officer and the Source Selection Authority. Factors and sub-factors are not numerically weighted. Price will be the ultimate determining factor for proposals rated as acceptable for Technical and Past Performance.
In order to be considered for award, offerors must be registered in the System for Award Management (SAM) under NAICS 238160 (Size Standard $15.0M) prior to contract award.
B. FACTORS AND SUB-FACTORS TO BE EVALUATED
The following evaluation factors and subfactors will be used to evaluate each proposal. A detailed explanation of the criteria for evaluation is set forth in the “evaluation approach”, paragraph “C” of this section. During evaluation of each proposal, the Government will assign each factor/sub-factor an Acceptable/Unacceptable rating. Each sub-factor will be evaluated to determine if the proposed approach associated with each factor meets or does not meet the minimum performance or capability requirements. To receive an overall “Acceptable” factor rating, all sub-factors must receive an “Acceptable” rating.
Factor 1: Technical
The Technical factor is further divided into the following sub-factors:
a) Bonding Capacity
b) Quality Control and Safety
c) Key Personnel
d) Contract Management Plan (CMP)
Factor 2: Past Performance
Each offeror's past performance will be reviewed and evaluated on an acceptable or unacceptable basis.
Factor 3: Price
The resulting award will be an Indefinite Delivery requirement’s type contract with task orders issued on a Firm Fixed Price (FFP) basis based on spreadsheet line item pricing incorporated into the award. The Government will evaluate offers for award purposes by adding the total of all CLIN/SubCLIN prices, including spreadsheets included in the solicitation.
NOTE: The Government will establish the contract total ("ceiling") based on the total evaluated price from the successful offeror's proposal, or in an amount up to $69M, whichever is deemed appropriate by the Contracting Officer at time of award.
C. EVALUATION APPROACH
All proposals shall be subject to evaluation by the Source Selection Team (SST). The SST will evaluated the proposals on an “Acceptable” or “Unacceptable” basis.
1. TECHNICAL: The evaluation process will consider the following:
The evaluation criteria provides for technical evaluations based upon criteria established before receipt of the proposals and is intended to ensure that the evaluation will be a structured process employing equitable measures.
Adequacy of Response: The proposal will be evaluated to determine whether the offeror’s means and approach have adequately and completely considered, defined and satisfied the requirements specified in this solicitation. The proposal will be evaluated to determine the extent to which each requirement has been addressed in accordance with the proposal submission section of the solicitation.
Feasibility of Approach: The proposal will be evaluated to determine whether the offeror’s methods and approach to meeting the solicitation requirements provides the Government with a high level of confidence of successful completion within the established or required timelines.
In order to be “Technically Acceptable” an offeror shall meet the following criteria of “Acceptable” or “Unacceptable” basis for the factors and subfactors listed below. In order to be considered technically acceptable, the offeror must address all elements of the subfactors.
Failure to address all elements of the subfactors or failure to provide any required document will render the offeror technically unacceptable for that element. One (1) “Unacceptable” rating will render an offeror technically unacceptable. In such a case, the offeror will no longer be considered for award unless the Source Selection Authority/Contracting Officer determines that Discussions are necessary and the offeror is included in the competitive range.
Table – Technical Acceptable/Unacceptable Ratings
Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
The technical evaluator will evaluate the offeror’s proposal against the technical subfactors below:
a. Subfactor a: Bonding Capacity
The Government will evaluate the offeror’s ability to provide evidence from its chosen Surety that it can obtain $10 Million of payment and performance bonds per year of performance specifically for this roofing contract based on the documentation that it submits with its proposal.
b. Subfactor b: Quality Control & Safety
The Government will evaluate the offeror based on the adequacy of its submitted discussion of planned Quality Control (QC) activities to meet the requirements of the contract. See below Proposal Submittal Requirements section for minimum required elements of QC activities and Safety to be included in the proposal submittal.
The Government will evaluate the offeror’s (to include major subcontractors) commitment to and record of safe operations based on its Experience Modification Rate (EMR) for the previous five
(5) year operating period. NOTE: An EMR of greater than 1.0 during any portion of the previous five (5) year operating period will be deemed unacceptable. A major subcontractor is defined as a subcontractor which is expected to perform 15% or more of the total work on the contract.
The Government will evaluate the offeror’s (to include major subcontractors) commitment to and record of safe and regulatory compliant operations based on its OSHA recordable injuries/illnesses reports for the previous five (5) years. NOTE: The offeror’s cumulative Lost Work Day Incidence Report (LWDI Report) average shall be at or below the national average LWDI for the SIC code for roofing and sheet metal trades (SIC code 1761) for the previous year.
A major subcontractor is defined as a subcontractor which is expected to perform 15% or more of the total work on the contract.

Work may include new work, additions, alterations, maintenance and repairs performed for commercial or Governmental clients. The size and scale of the projects provided will also be considered when determining relevancy.
A relevancy determination of the offeror’s (including joint venture partner(s), major and critical subcontractor(s) past performance) will be made by the Government. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated.
An assessment of the information will be made to determine if it is recent. Offerors shall supply a complete list of ALL projects/contracts that contain a relevant roofing component with a value of $150,000.00 dollars or greater and the type of work specified in the scope of work must be ongoing or must have been performed during the last five (5) years from the date of issuance of this solicitation. This information must include those contracts used for the Past Performance Questionnaires required below. Numerous Task Orders (TO) added up to meet the minimum construction dollar value identified herein are not acceptable for Indefinite- Delivery, Indefinite Quantity (IDIQ) Contracts.
Evaluation of past performance shall be in accordance with this plan utilizing the forms and questionnaires set forth in Attachment 2. The Government may consider a wide array of information from a variety of sources, but is not compelled to rely on all the information available.
The Government may use data provided by the offeror in its proposal and data obtained from other sources, including data in Government files (i.e., CPARs) or data obtained through interviews with personnel familiar with the contractor and their current and past performance.
Data used in conducting past performance assessments shall not extend past five years prior to the issue date of the RFP, but may include performance data as a prime. The Government reserves the right to limit the number of references it decides to contact and to contact references other than those provided by the Offeror including sources outside the Government.
The Government will evaluate the offeror’s proposal against the above requirements to determine whether the proposal is acceptable or unacceptable for the Past Performance factor, using the ratings and descriptions outlined in Table 1 below.
Table 1 – Past Performance Ratings
Rating Description
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
NOTE: If an Offeror submits a certification statement that it has no relevant past performance and the Government has no other information available regarding the Offerors past performance, that Offeror will receive a neutral/unknown rating (i.e.), the Offeror is evaluated neither favorably nor unfavorably) for past performance. If the Offeror provides past performance information that is not relevant and current as defined in the RFP, the Offeror will receive a neutral/unknown past performance rating for those contracts. Neutral/unknown is the equivalent of Acceptable for this acquisition.
The Past Performance Evaluation (PPE) will assess the relative risks associated with an offeror’s likelihood of success in performing the solicitation requirements as indicated by that offeror’s record of past performance. Performance risk is assessed at the factor level after evaluating aspects of the offeror’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided by the offeror in its proposal and data obtained from other sources, including data in Government files (i.e., CPARs) or data obtained through interviews with personnel familiar with the contractor and their current and past performance. Data used in conducting past performance assessments shall not extend past five years prior to the issue date of the RFP, but may include performance data as a prime.
The Government reserves the right to limit the number of references it decides to contact and to contact references other than those provided by the Offeror including sources outside the Government. Past performance areas of evaluation include:
(i) Quality of Service
(ii) Timeliness of Performance
(iii) Management of Personnel
(iv) Customer Satisfaction
The past performance information provided in the proposal and information obtained from other sources will be used to establish the degree of relevancy of past performance. The Government will evaluate the relative merits of each offeror’s past performance. Past performance will not be numerically scored. The evaluation will be a subjective assessment of the offeror’s reputation as to whether work performed was similar to work called for in the specifications. It will not be based on absolute standards of performance. The Government reserves the right to consider all aspects of an offeror’s performance history, but will attribute more significance to work that was similar in nature, magnitude, and complexity to work under the contract to be awarded from this solicitation. If an offeror has no relevant performance history, then the Government will give it neither a favorable nor an unfavorable rating.
3. PRICE
The Government will evaluate the price proposal for award purposes by adding the total of all CLIN/SubCLIN prices, including spreadsheet totals and including all options by using price analysis techniques describe in FAR 15.404-1. Examples include using historical price information, price competition information, the Independent Government Estimate (IGE), and any other pricing tools necessary. Offers that are unbalanced between years or CLINs may be found unacceptable.
A price is considered reasonable when, in its nature or amount, it does not exceed what an ordinarily prudent person in the conduct of competitive business would incur. A balanced offer is one that contains prices properly distributed over all line items throughout the life of the contract including any base and option period(s).
Reasonableness will be established using historical price information, price competition information, the Independent Government Estimate (IGE), and any other pricing tools necessary.
Offers that are unbalanced between years or CLINs may be found unacceptable.
