About this file
This is an Amendment of Solicitation (Amendment 0001) to solicitation W56ZLW26Q0002, issued by the U.S. Army at Fort Hood, Texas, effective March 5, 2026. The amendment extends the quote submission deadline from 09:00 AM to 10:00 AM and implements significant structural and technical changes to the original solicitation for security systems maintenance services.
The solicitation requires contractors to provide comprehensive maintenance and repair services for security camera systems (Avigilon CCTV) and access control systems (DAQ Electronics) in Buildings 5800 and 2424A at Fort Hood. The contract uses a modified CLIN structure with quarterly inspections (replacing annual maintenance), emergency services on a not-to-exceed (NTE) basis, and includes a 4-hour emergency response requirement for critical system failures. Key CLIN modifications reallocate quantities: CLIN 0001 reduces from 4 to 2 units, CLIN 0002 increases from 2 to 4 quarterly examinations, and CLIN 0003 shifts from quarterly examination to emergency/unscheduled maintenance on a Cost No Fee NTE basis (quantity changed from 4 to 1 job). Offerors must submit three volumes: Technical Capability (demonstrating OEM certification from DAQ Electronics and Avigilon, 4-hour response capability, staffing qualifications, and NTE understanding), Past Performance (minimum two relevant references within three years), and Price. The questions and answers section confirms the Entrostar system cannot be substituted, OEM certifications are required, subcontractor past performance is acceptable, and no site visits will be provided. The Government will award to the responsible offeror whose offer is Technically Acceptable and Past Performance Acceptable with the Lowest Total Evaluated Price. Questions must be submitted by March 4, 2026 at 10:00 AM CST to SFC Marvin Hopkins and SSG Leona Lu.

ADDENDUM TO FAR 52.212-2 --
EVALUATION -- COMMERCIAL PRODUCTS
AND COMMERCIAL SERVICES
(a) Award Basis
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation, is determined to be Technically Acceptable, and provides the Lowest Evaluated Price. The following factors shall be used to evaluate offers:
1. Technical Acceptability (Acceptable/Unacceptable)
The Government will evaluate the offeror's submission to determine whether it meets all minimum requirements identified in the PWS. To be rated Acceptable, the offeror must clearly demonstrate the ability to perform all required services, including:
Providing documentation showing current OEM authorization or certification to service
DAQ Electronics and Avigilon systems.
Demonstrating the ability to meet the 4hour emergency response requirement.
Demonstrating that proposed personnel possess the qualifications necessary to perform the work.
Identifying the tools, equipment, and methods required to maintain and repair the systems.
Providing a Quality Control approach consistent with PWS Section 1.9.
Demonstrating an understanding of the Not to Exceed (NTE) CLIN structure, including the requirement that emergency services, unscheduled maintenance, and corrective repairs are reimbursable only when authorized by the Contracting Officer or designated representative, and that the contractor shall not exceed the NTE amount without prior written approval from the Contracting Officer.
Demonstrating a clear process for identifying and reporting deficiencies discovered during quarterly inspections under CLIN 0002, including acknowledgement that corrective repairs shall not be performed without written authorization from the Contracting Officer and shall be billed under the NTE CLIN in accordance with PWS Section 5.4.
A rating of Acceptable means the offer meets all minimum requirements listed above.
A rating of Unacceptable means the offer fails to meet one or more minimum requirements.
Only offers rated Acceptable will be considered for further evaluation.
2. Past Performance (Acceptable/Unacceptable)
Past performance will be evaluated in accordance with FAR 13.1062(b)(3). The Government may consider information provided by the offeror, information obtained from Government databases, and information obtained from any other reasonable source.
To be rated Acceptable, the offeror must demonstrate a reasonable expectation of successful performance based on recent and relevant past performance. Relevant past performance includes work involving maintenance of security systems, access control systems, surveillance systems, or other comparable technical services of similar scope and complexity.
Past performance of subcontractors, teaming partners, or key personnel may be considered when such performance is relevant to the work they are proposed to perform under this contract.
A rating of Unacceptable means the Government does not have a reasonable expectation of successful performance due to adverse, insufficient, or nonrelevant past performance information.
Offerors with no past performance information will be rated Acceptable, consistent with FAR 13.1062(b)(3)(ii).
3. Price
Price will be evaluated for fair and reasonable pricing in accordance with FAR 13.1063. Among all offers rated Acceptable for Technical Acceptability and Past Performance, award will be made to the offeror submitting the Lowest Total Evaluated Price.
The NTE CLIN will be evaluated for price reasonableness but will not be scored or weighted separately.
Relative Importance of Factors
Technical Acceptability and Past Performance will be evaluated on an Acceptable /Unacceptable basis. These nonprice factors are not ranked; both must be rated Acceptable for an offer to be eligible for award. Price is the determining factor among offers rated Acceptable for both nonprice factors.
(b) Options
The Government will evaluate offers for award purposes by adding the total price for all option periods to the total price for the basic requirement. Evaluation of options does not obligate the Government to exercise any option.
(c) Award
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, results in a binding contract without further action by either party.
(d) Responsibility Determination
The apparent awardee must be registered in SAM.gov and meet all responsibility criteria under
FAR 9.1041.
File details come from the government source that posted it. Updated .
