About this file

This is a Memorandum for Record justifying the limitation of competition for a contract action below the Simplified Acquisition Threshold. The 32nd Army Air and Missile Defense Command (32d AAMDC) at Fort Bliss, Texas, through the contracting activity MICC-Ft. Hood, Texas, is procuring comprehensive maintenance and repair services for existing security camera systems (Avigilon brand) and access control systems (DAQ Electronics brand) at Buildings 5800 and 2424A. The requirement is a new, fixed-price purchase order funded with Operations & Maintenance, Army (OMA) funds in Fiscal Year 26. Key service requirements include scheduled preventive maintenance, unscheduled on-call repairs, and 24/7 emergency response capability with a mandatory 4-hour on-site response time for critical failures. The procurement is designated as a brand name buy.

The justification limits competition to vendors holding current manufacturer-issued certifications from both DAQ Electronics and Avigilon, citing that proprietary hardware, firmware, diagnostic tools, and configuration software are legally restricted to certified technicians. Manufacturer certification is mandatory for warranty preservation, licensing compliance, and cybersecurity requirements, as work by non-certified personnel would void warranties and compromise system integrity. Market research conducted February 3–10, 2026, by SSG Lu and SFC Hopkins confirmed that no non-certified vendors can legally or technically perform required services without violating manufacturer restrictions, and no alternative products or open-architecture solutions exist without full system replacement. The contracting officer determines that adequate competition exists among multiple authorized vendors certified by both manufacturers and certifies that fair and reasonable pricing will be achieved. The justification will be posted in redacted form with the solicitation per FAR requirements for brand name restrictions over $25,000.

4. Description of Services or Supplies: This is a non-personal services contract to provide comprehensive maintenance and repair for the existing security cameras (Avigilon) and access control systems (DAQ Electronics) at buildings 5800 and 2424A, Fort Bliss, TX. Key requirements include scheduled preventive maintenance, unscheduled on-call repairs, and a 24/7 emergency response capability with a mandatory 4-hour on-site response time for critical failures.

6. Reasons for Authority Cited:

a.The Government requires contractor personnel who hold current manufacturer-issued certifications from DAQ Electronics and Avigilon. These certifications are mandatory because both systems operate using proprietary hardware, firmware, diagnostic tools, and configuration software that are legally restricted to certified technicians. Non-certified personnel cannot access required diagnostic utilities, perform firmware updates, or legally modify system configurations.

Manufacturer certification is a condition of warranty, licensing, and cybersecurity compliance. Work performed by non-certified technicians would void warranties, compromise system integrity, and introduce cybersecurity vulnerabilities into systems that interface with Government networks and physical security infrastructure.

The Government’s existing security architecture is built entirely around DAQ and Avigilon platforms. Introducing non-brand components or uncertified service providers would create interoperability failures, degrade system performance, and require costly reconfiguration or full system replacement. Market research confirms that only vendors certified by both manufacturers can legally and technically meet the Government’s minimum needs.

b. Failure to approve this justification would prevent the Government from obtaining qualified support, resulting in operational degradation, increased lifecycle costs, and potential mission failure. Improper servicing could corrupt system data, disrupt access control functions, and compromise force protection measures.

7. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 ☐ do not apply due to the $ threshold, ☒ apply and will be followed, or ☒ do not apply due to an exception at FAR

5.202 (a)(13).

Requirement to post justification in accordance with FAR 8.405-6(b)(3), FAR 13.105(c), or FAR 16.505(a)(4)(iii)(A) unless:

☐ Action is NOT a brand name restriction and is under $250K, no posting required.

☐ Action is a brand name restriction, under $25K, no posting required.

☒ Action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation.

☐ Action is a brand name restriction over $25K but will not be posted due to the following exception:

☐ FAR 6.305(f)

☐ FAR 8.405-6(b)(3)(ii)(A)

☐ FAR 8.405-6(b)(3)(ii)(B)

☐ FAR 8.405-6(b)(3)(ii)(C)

☐ FAR 16.505(a)(4)(iii)(C)

8. Market Research: Market research was conducted from 3–10 February 2026 by SSG Lu (KS) and SFC Hopkins (KO). Research included review of manufacturer documentation, warranty terms, licensing restrictions, and direct communication with DAQ Electronics and Avigilon. Both manufacturers confirmed that only certified technicians are authorized to service their systems and that uncertified work violates licensing agreements and voids warranties.

The Government identified multiple vendors who currently hold valid certifications for both DAQ and Avigilon systems. No non-certified vendors are legally or technically capable of performing the required services without violating manufacturer restrictions or compromising system integrity. No alternative products or open-architecture solutions can meet the requirement without full system replacement, which would impose significant cost and operational disruption.

Based on this research, competition is limited to vendors who possess current manufacturer certifications for both systems. This restriction is essential to maintain system integrity, ensure cybersecurity compliance, preserve warranties, and support uninterrupted mission operations.
