About this file

This is Amendment 0001 to solicitation W56ZLW26Q00002, issued by the U.S. Army on March 5, 2026, for security systems maintenance services at Fort Hood, Texas. The amendment extends the quote submission deadline from 9:00 AM to 10:00 AM and restructures the Contract Line Item Numbers (CLINs) to clarify maintenance service requirements.

The solicitation seeks maintenance and emergency repair services for access control systems (DAQ Electronics) and surveillance camera systems (Avigilon) in Buildings 5800 and 2424A. CLIN 0001 covers two quarterly access control inspections, CLIN 0002 covers two annual security camera maintenance cycles, and CLIN 0003 is a not-to-exceed emergency services CLIN capped at one job equivalent. The amendment deletes the original CLIN 0004 and replaces corresponding option CLINs with identical restructured requirements. Offerors must provide OEM certifications from DAQ Electronics and Avigilon, demonstrate a 4-hour emergency response capability, submit detailed technical approaches addressing quality control and not-to-exceed CLIN procedures, and provide at least two relevant past performance references from the past three years. Evaluation criteria are Technical Acceptability (Acceptable/Unacceptable), Past Performance (Acceptable/Unacceptable), and Price (lowest evaluated price among acceptable offers). Offerors must submit three volumes: Technical Capability, Past Performance, and Price, with sanitized versions of Volumes I and II. The NAICS code is 561621 (Security Services). This is a new contract with no incumbent contractor.

To be rated Acceptable, the offeror must demonstrate a reasonable expectation of successful performance based on recent and relevant past performance. Relevant past performance includes work involving maintenance of security systems, access control systems, surveillance systems, or other comparable technical services of similar scope and complexity.

Past performance of subcontractors, teaming partners, or key personnel may be considered when such performance is relevant to the work they are proposed to perform under this contract.
