DCGS-A Capability Drop 2 – Questions & Answers
1. Can you confirm which AWS Region that the Army plans on using for the demonstration? Specifically, can you confirm that the government will not be using the AWS GovCloud Region for the demonstration?
Answer: The CD 2 Product Demonstrations will take place on the Commercial
Region of Amazon Web Services (AWS).
2. Since subscription pricing is inclusive of both the software license and annual sustainment, which CLIN would the Government recommend using for a solution that has subscription based pricing?
Answer: Please refer to the CLIN details on pages 17 and 19 of the solicitation, as well as the associated Statement of Work (SOW) paragraphs. The Government cannot make recommendations to Offerors on their pricing.
3. The current structure of CLINs 11 and 12 imply perpetual pricing, how is this intended to be different from the newly added perpetual CLINs 29 and 30 in the
CLIN Pricing tab of the TEP worksheet?
Answer: The CLINs 0011 and 0012 request Offerors to price on an annual basis for the identified ranges. CLINs 0029 and 0030 request Offerors to price on a Perpetual basis, for the identified ranges during the base period and the option period.
4. Please consider adding SOW language for newly added CLINs 27, 28, 29, 30, so we can appropriately price solutions.
Answer: The necessary SOW language and references are already incorporated.
Please refer to Section B of the solicitation.
5. Would the Government consider soliciting a Small Business Set Aside for a portion of this work in lieu of a Full and Open large business procurement?
Answer: All necessary considerations and reviews have been conducted prior to the release of this solicitation. This acquisition is solicited as a full and open competition, allowing any business size to compete.
6. Product Demonstration Plan (PDP) / Attachment 0007 / 2.2.8 Support Analysis /
PRD 37 / The Contractor shall provide a solution that automatically retrieves and filters search results based upon user access controls (e.g., security classification, security releasability, and classification control markings), including through a Cross
Domain Solution.
Recommend updating the requirement to remove ambiguity: "The Contractor shall provide a solution that automatically filters search results based upon user access controls (e.g., security classification, security releasability, classification control markings) and whether the results were provided via a Cross Domain Solution."
Answer: The Government has reviewed; however, will not be making the recommended changes.
7. Product Demonstration Plan (PDP) / Attachment 0007 / 2.2.8 Support Analysis /
PRD 74 / The Contractor shall provide a solution that processes and stores input data and output data free of contractor use restrictions (i.e. without imposing any contractor use restrictions on the input or output data) and exports all data input and output data in a Government-specified industry standard format.
Recommend updating requirement to remove the limitation that only the input and output data need to be unconstrained: “The Contractor shall provide a solution that processes and stores data free of contractor use restrictions (i.e. without imposing any contractor use restrictions on the data) and exports all data in a Government-specified industry standard format.”
8. Product Demonstration Plan (PDP) / Attachment 0007. For Demonstration task #4, is the vendor expected to show Machine Learning on log data or is it expected to show Machine Learning on any data?
Answer: For Demonstration task #4, the vendor is expected to show any logs or data that can be utilized in current or future Machine Learning algorithms.
9. Product Demonstration Plan (PDP) / Attachment 0007. Do we need to show a VCAB export or import for the demo and what should be the expected max size if any?
Answer: VCAB Import and Export is not part of the Product Demonstration Plan.
10. Product Demonstration Plan (PDP) / Attachment 0007. What web browsers will be installed on the demonstration laptops and which ones are we expected to demo with?
Answer: Please refer to Appendix D of the Product Demonstration Plan for the browsers that will be installed on the demonstration laptops. The demonstration may take place in any of these browsers.
11. A01_-_Attachment_0003_-_Performance Requirements Document_DCGS-A CD
2_03JUL2019/2.4 Human Systems Integration/ PRD 78. (U//FOUO) The Contractor shall provide a solution that scores no less than 24 on each of the two the
Technology Acceptance Model (TAM) sub-scores, Perceived Usefulness (PU) and
Perceived Ease of Use (PEOU), when based on multiple user scores the 90%
Lower-Confidence Limit of the Mean TAM score shall be no less than 24./ Which version of the TAM Usefulness and Ease of Use scales will be used for the evaluation: the revised 10 item scales (Davis, 1989), the shorter six item scales
(Davis, 1989), or the 4 item scales in TAM 2 (Venkatesh & Davis, 2000)?
Answer: The TAM Scale to be used is Davis, 1989, using 12 item scale.
12. Section L iv. Volume IV Past Performance Factor. The Government defines relevant efforts as those efforts that are essentially the same as or similar in scope and complexity (including Federal, State, and local government, and private) with a minimum of one (1) year of completed performance. The Government imposes a
NAICS restriction on submissions of Federal past performance stating "Federal efforts must be within the NAICS code 511210." No similar restriction is imposed on
State, local government and/or private efforts.
NAICS code 511210 defines an industry of software publishers. Parties that are
NOT in the software publishing industry routinely perform work relevant in scope, complexity, contract type, value/dollar size, etc to CD 2 requirements. Additionally, Federal efforts not awarded with the NAICS code 511210 may also involve work same as or similar in scope and complexity to CD 2.
While a solicitation may need to be released with a corresponding NAICS code, it is highly unusual for the Government to assess relevancy of past performance through a NAICS code filter – as written, this requirement creates a less robust past performance assessment environment for the Government. This NAICS restriction was not stated in the CD1 RFP either.
As such, the NAICS industry restriction on federal efforts unduly limits the submittal of federal past performance submissions. Contractor requests the Government delete "Federal efforts must be within the NAICS code 511210” and evaluate relevancy of past performance based on stated similarity of scope, complexity and period of performance requirements.
recommended changes. The Government does not agree that this unduly limits submittal of Federal past performance, but rather focuses on those efforts specific to the market place the Government is soliciting under.
13. Is the Sample Data ITAR controlled?
Answer: No, the sample data is not ITAR controlled. However, the sample data is
FOUO, and release to a third-party or a foreign entity must receive Government approval.
14. For FSE overseas supporting CLIN 14 & CLIN 15, will they be covered under SOFA and TESA agreements?
Answer: Please refer to page 58 of the solicitation, H-4 Additional Clauses. “The contractor is required to comply with Theater Business Clearance (TBC) clauses, Status of Forces Agreement (SOFA), TESA requirements, and VISA requirements, when applicable”.
15. Given there is limited opportunity for written prose in the RFP would the Government consider eliminating the following statement: "Therefore, no information shall be in the Executive Summary that does not appear elsewhere in the proposal.", in favor of
"Therefore, no information shall be in the Executive Summary that cannot be derived from elsewhere in the proposal"?
16. Is it the intent to award both DO1 and DO2 with the MAC IDIQ, just DO1 initially? If just DO1, what is the criteria for award of DO2?
Answer: The Government's intent is to award the first order with the Multiple Award
IDIQ contract. Evaluation and award criteria for future order issuances will be released to the Multiple Award Contract holders. Please refer to the amended language within the Price Factor affordability language in Section M. The purpose of this amendment, 0001, is to reduce confusion.
17. How does DEVOPS as defined in requirement 62 differ from the DEVOPS as written in CLIN 11? If they are redundant, we recommend you strike DEVOPS from the
SOW in CLIN 11?
Answer: The DEVOPS language in the SOW is related to the DEVOPS requirement
(No. 62) in the Performance Requirements Document. The language in the SOW provides amplification for the actions required to meet the DEVOPS requirement.
18. In the PDP, there is conflicting language on who provides the 2 laptops. Page 2: "At the demonstration site, the Government will provide 2 laptops with the Army Gold
Master (AGM) image loaded on them to provide access to the offeror’s CD 2 solution hosted on AWS." p5: "The offeror’s display shall be projected using a single primary
Government-provided projector with HDMI and VGA connections available for use, and a secondary large Flat-Screen Monitor with HDMI connections available for use."
Answer: The Government does not agree that there is conflicting language present.
The term "offeror's display" means the image on the screen of the Offeror's product, not a physical device. As stated in the solicitation, the Government will provide two
(2) laptops with the Army Gold Master (AGM) image loaded on them to provide access to the Offeror’s CD 2 solution hosted on AWS.
19. The solicitation states that "All PDF documents shall be provided as searchable PDF files". Does this requirement apply to government provided documents that in their original format are not searchable pdfs?
Answer: Please refer to the solicitation instructions. All Offeror PDF documents shall be provided as a searchable PDF. If Offeror’s decide to incorporate
Government documents within its proposal, the proposal document shall be a searchable PDF.
20. The solicitation states "The information provided for the Prime Offeror and each proposed major subcontractor must include the entire company name, company address, CAGE code, DUNS number, and type of work to be performed by citing the
SOW subparagraph number." Does this statement refer to the CD 2 SOW or the
Prime Offeror/proposed major subcontractor SOW?
Answer: The referenced statement is with regards to the CD 2 SOW.
21. The solicitation states "Offerors shall provide an outline of how the effort required by the solicitation will be assigned for performance within the Offerors corporate entity and among the proposed subcontractors. The information provided for the Prime
Offeror and each proposed major subcontractor must include the entire company name, company address, CAGE code, DUNS number, and type of work to be performed by citing the SOW subparagraph number. This includes all major subcontractors. The Offeror must define the dollar value of work that each
Offeror/major subcontractor will accomplish." Please confirm this relates to the work as proposed in the Capability Drop 2 solicitation and not the past performance citations submitted as part of Volume IV.
Answer: The referenced language from the Past Performance section in Section L is with regards to the work as proposed in the CD 2 solicitation.
22. Can the Government please add FAR 52.232-16 - Progress Payments, and FAR
52.232-32 - Performance Based Payments to the Solicitation to enable Offerors to invoice as work progresses?
Answer: The Government has taken the addition of these clauses under review and the result of its decision may be incorporated into the base contract at time of award.
23. Page 58 of the RFP references Theater Business Clearance clauses that were not found in the RFP. Can the Government please provide these clauses to Offerors?
Answer: The reference to Theater Business Clearance has been removed from H-4
– Additional Clauses with Amendment 0001 to the solicitation.
24. FAR 52.215-16, Facilities Capital Cost of Money, is not included in the RFP. Can the
Government please add FAR 52.215-16 for contractors that propose FCCM as part of their offering?
Answer: As identified in the solicitation, under Section M.B.2. – Price Factor, the
Government will evaluate this factor through price analysis, specifically price reasonableness. Due to this, as prescribed in FAR Part 31, addition of the requested clause is inappropriate and will not be added.
25. The RFP contains FAR 52.222-41, Service Contract Labor Standards. Based on the work to be performed on this contract, would all or substantially all of the employees who will perform the required effort be considered bona fide executive, administrative or professional workers under the Fair Labor Standards Act, based on their salary and the nature of their job duties and therefore be exempt from the
Service Contract Labor Standards clause?
Answer: The Government cannot provide this answer on behalf of Offerors. This assessment must be made by the Offeror based off the personnel they are employing.
26. Can the Government please complete subparagraph 52.212-3 (i)(1) to indicate any end products being acquired under this solicitation that are included in the List of
Products Requiring Contractor certification as to Forced or Indentured Child Labor?

Answer: The Government has confirmed that the email address identified in the solicitation is a valid and working address.
28. This section includes DFARS 252.225-7050, Disclosure of Ownership or Control by the Government of a Country That is a State Sponsor of Terrorism. This DFARS clause does not appear on the Hill AFB Farsite. Has this clause been rescinded?
Answer: No, this clause has not been rescinded and is in full force and effect.
29. How does the Contractor obtain the Army Gold Master (AGM) image prior to the demonstration?
Answer: The Government will not be providing the AGM prior to the Product
Demonstration.
30. The TEP CLIN pricing spreadsheet (Sheet 2) does not have enough room in the input columns (columns E, G, I, etc.) to properly display the values. Inputs will appear as #######. Since the spreadsheet is locked with a password, neither the font nor the column width are able to be changed. Can the column width be changed so that the values can be displayed and re-send the TEP spreadsheet?
Answer: Attachment 0006 to Section J has been updated under Amendment 0001 to increase the column width, rectifying this display error.
31. The Affordability Value in the TEP spreadsheet is given as $3,000,000 for Delivery
Order 0001 and 0002. These are compared to the CLIN Pricing worksheet sum of the CLIN 001-8 and 10 values as entered and calculated in the Year 1 columns E and F, respectively. The TEP worksheet also requires entries for Years 2 through 7.
Does the Affordability Value also apply to those entries?
Answer: No, the calculations found under “Tab 4. Affordability”, within the Section J
Attachment 0006, are correct and capture the appropriate cell inputs for the proposed values.
