Field Support Sustainment Division (FSSD) Army Watercraft Systems Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Industry Day
APRIL 11, 2017
Program Origin In 2008, the Tank-Automotive and Armaments Command (TACOM) recognized the expertise of Program Executive Office Command Control Communications-Tactical (PEO C3T) with respect to communications equipment and its relationship with other C4ISR organizations. As such, TACOM requested PEO C3T become the single point of contact to establish, refine and implement an appropriate sustainment strategy to support designated Continental United States (CONUS) and Outside the Continental United States (OCONUS) units and vessels in the field to replicate Depot Level Maintenance, as it was not cost effective to train Soldiers to repair C4ISR equipment due to its ever-changing nature and the fact that it is coupled with Commercial Off-The-Shelf (COTS) Equipment.
Integrated Logistics Support Center (ILSC) Mission Sustainment of the AWS C4ISR equipment provides technical support for 135 vessels worldwide that shall include the following:
Corrective Maintenance Preventative Maintenance On-Condition Cyclic Maintenance (OCCM) Specialized support for military exercises and operations Failure Analysis Obsolescence Management Configuration Management Equipment Installation Reconfiguration or removal of C4ISR equipment

| 2. | Contract Field Service Representative (CFSR) or Organic |
| maintenance support activity is notified | |
| 3. | POC contacted within 12 hours |
Scope the incident Attempt to resolve remotely (troubleshooting)
4. Approval process for CFSR visit Identify vessel availability Coordinate repair through either Warranty Support or on-site visit Urgency of equipment failures influences CFSR scheduling
| 5. | CFSR visits vessel |
| 6. | CFSR contacts unit weekly with status concerning any delays in completion of repair |
| 7. | CFSR updates are provided in the Single Interface to the Field (SIF) regularly to identify contacts, progress and status of resolving the issue |
| 8. | CFSR provides a written status report to Point of Contact (POC) at end of each visit |
| 9. | AWS ensures that all maintenance data is appropriately logged into Standard Army Management Information System (STAMIS), after incident resolution. |
| 10. | Unit POC completes (SIF) customer satisfaction survey |

Incident Prioritization
| Prioritization Table | |||||
| Soldier Urgency | 3L | ||||
| 2M | |||||
| 1H | |||||
| 1H | 2M | 3M | 4L | ||
| Asset Impact | |||||
| Prioritization of asset repair enables more efficient use of limited resources to ensure continued centralized support of C4ISR equipment and improves fleet readiness. | |||||
| AWS-CSB Response | |||||
| AWS-CSB response is guided by the Soldier urgency and asset impact as indicated in the table above and notes below. | |||||
| ASAP – within 48 to 72 hours. | |||||
| On-site inspection NLT 10 days after incident report, based on vessel availability. | |||||
| Schedule on-site support to maximize project cost & workload efficiency. NLT 30 days |
| Soldier Urgency |
| This assessment is provided by Soldier/POC creating incident report/trouble ticket |
| 1 – high urgency: C4ISR asset condition prevents vessel from getting under way or prevents mission execution. |
| 2 – medium urgency: C4ISR asset is non-functional or partially degraded, but does NOT impact mission. |
| 3 – low urgency: C4ISR asset minor degradation and does not impact mission. |
| Asset Impact |
| Impact of 1 is HIGH and impact of 4 is LOW |
| Defined by the equipment type, based on pre-coordinated assessments with the AWS community. |
| Asset impact will be entered into SIF database/trouble ticket by SOC, based on pre-defined list. |
Parts Procurement / Storage $2M Critical Parts Storage Facility managed by the Prime is within a 15 mile radius of Joint Base Langley-Eustis (JBLE), VA. A reduced Critical Parts inventory exists at Yokohama, Japan (YND or APS-4); and Kuwait Naval Base, Kuwait (KNB or APS-5). Facilities operated and owned or leased by contractor.
If parts are in the Critical Parts inventory, they are requested by the CFSR and shipped or hand-carried to the required location.
The guideline used to initiate repairs, subject to change by the Government, is as follows: for travel or parts with a cost of less than $1,000, the Contractor is required to notify the Government that they are moving forward with a resolution. For travel and parts over $1,000, approval from the Government is required to ensure expenditure of funds are consistent with contract requirements. The Contractor shall notify the Government by email and enter the data into the IRM for the Government to review the best recommended methodology to support the repair, before contractor execution.
