1. DISTRIBUTION: {Menu}
This is a "Maintenance Action Message". Commanders/Directors of Army Commands (ACOM)/Army Service Component Commands (ASCC)/Direct Reporting Units (DRU), Army National Guard (ARNG), US Army Reserve (USAR) Command, US Navy (USN), US Air Force (USAF), US Marine Corps (USMC) and other Service Commanders and Responsible Offices will retransmit this message to all subordinate Commanders/Activities.
2. ISSUE: {Menu}
Utilization of Communications Electronics Command (CECOM) Integrated Logistics Support Center (ILSC) Mission Command Support Center (MCSC) for ALL Army Watercraft C4ISR Sustainment issues.
a. For the purposes of this message, the following equipment/systems are considered C4ISR and are subject to the maintenance support procedures identified:

b. The equipment list in 2.a. is not all inclusive and is subject to change. CECOM sustains certain components of these items and may not repair as a whole.
3. USER ACTIONS: {Menu}
All requests for Army Watercraft C4ISR Sustainment will be sent to the MCSC by the means identified in para (3.d.) below. Compliance by operators and maintainers of Army Watercraft C4ISR managed assets is mandatory; deviation from this process requires advance approval from the Army Watercraft C4ISR LCM (CECOM) through the MCSC.
a. All C4ISR faults which cannot be resolved at the crew (field) level will utilize the MCSC contact information to report status and facilitate/initiate repair.
b. Any C4ISR repair completed by an authorized organic maintenance activity, including but not limited to Watercraft Inspection Branch (WIB) and AMSA, will be provided to the MCSC to be entered into the SIF in order to capture faults and provide trend/failure analysis data. It is the responsibility of the appropriate maintenance activity to forward relevant C4ISR fault and resolution data to the MCSC.
c. Direct unit utilization of third party vendors/contractors to resolve C4ISR issues without prior authorization through the MCSC is unauthorized. Such actions may jeopardize the Authorization to Operate (ATO), reduce overall readiness, degrade the reliability of data utilized for modernization efforts, and negatively impact future ability to obtain qualified and authorized service support.
d. The C4ISR Sustainment process is executed by CECOM for C4ISR sustainment using the MCSC. Requests for maintenance will be submitted by contacting the MCSC as follows:

e. The following information will be provided to the MCSC at the time of initial contact:
(1) Vessel POC name
(2) Vessel POC phone number
(3) Vessel POC email address
(4) Location of vessel
(5) Vessel hull number
(6) ID specific C4ISR asset experiencing problem
(7) Short description of problem
(8) Date the vessel is due to begin its next mission
(9) Mariner rated urgency of the problem (l=high, 2=medium, 3=low)
(a) I -High: C4ISR asset condition prevents vessel from getting underway or prevents mission execution.
(b) 2-Medium: C4ISR asset is non-functional or partially degraded, but does NOT impact mission.
(c) 3-Low: C4ISR asset minor degradation and does not impact mission).
f. The MCSC, after receiving the information listed in paragraph 3.e., will initiate the following series of events:
(1) An incident report will be generated and sent to CECOM.
(2) A Contract Field Service Representative (CFSR) will contact the customer not later than 12 hours after the incident report is received in order to determine the scope of the maintenance effort, and potentially resolve the issue remotely.
(3) If the problem is not resolved remotely, CECOM will send a CFSR to the vessel to further assess and resolve the issue. Arrival date/time of the CFSR will be based on CECOM review of urgency, vessel status, type of equipment failure, and availability of the vessel and crew. As a rule, incidents with a high or moderate asset impact AND rated as urgent by the soldier will have a CFSR on site normally within three days. Most other moderate asset impact assets will receive on site support, generally NLT 10 days after incident report, based on vessel availability. All other incidents will be scheduled for a CFSR on site to maximize project cost and workload efficiency, normally within 30 days.
(4) CFSR visits the site to resolve the problem and provides a written status report to the vessel POC at the end of each visit.
(5) Should the fault not be resolved during the initial CFSR visit, then the CFSR will contact the vessel POC weekly to provide status updates concerning parts delays and plans for completion of repair.
(6) The CFSR enters data into the Single Interface to the Field (SIF) Incident Response Module (IRM) worklog and reviews weekly with CECOM.
(7) After resolution, a customer satisfaction survey will be sent to the customer for completion and submission.
g. The overall process for tracking and addressing incidents, coupled with continuous feedback from the community will increase our ability to improve the effectiveness and efficiency of Army Watercraft C4ISR Sustainment.
