1 SCOPE
1.1 Scope. This specification establishes the requirements for performance and verification of the Medium Equipment Trailer (MET). The MET provides critical layered, agile and responsiveness sustainment capability required for Large Scale Combat Operations (LSCO). The MET will be assigned to Heavy Equipment Transporter Systems (HETS) Companies and Composite Truck Company- Heavy (CTC-H) Companies to expeditiously move Combat Track Vehicle.
The MET utilizes the M1300 tractor and will be required to haul tracked combat vehicles weighing up to 60T (T) or 70T (O), while also obtaining NATO road permits with a 45T payload. In addition, the MET will also be required to transport its payloads under a 4M (157.5”) underpass.
1.2 Requirement Terminology. The expressions "SHALL”, "SHOULD", "MAY", and “SHALL” in this specification are used to denote several distinct meanings:
a. SHALL, expresses a binding, mandatory requirement of the Specification and requires formal verification.
b. SHOULD, expresses a recommended implementation of a requirement.
c. MAY, expresses a permissible practice or action. It does not express a requirement.
d. WILL, expresses a declaration of purpose from the Government, or to establish binding definitions apply in the Specification.
1.3 Threshold and objective. The expression “Threshold” is a minimum acceptable value of an attribute the Government considers achievable within the available cost, schedule, and technology at low-to-moderate risk. This document notes a threshold as a (T). The expression “Objective” is the desired operational goal achievable at a higher risk in cost, schedule and technology. Performance above the objective does not justify the additional expense. This document denotes an objective as an (O). When a requirement or verification does not note a (T) or (O), then the requirement is a threshold and (T=O), or Threshold is equal to the Objective.
2 APPLICABLE DOCUMENTS
2.1 General. The documents listed in this section are specified in sections 3 or 4 of this specification. This section does not include documents cited in other sections of this specification or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements of documents cited in sections 3 or 4 of this specification, whether or not they are listed.
2.2 Government documents.

a. Verification of design. Unless otherwise specified, all verification shall be performed on a fully assembled, fully operational vehicle specific to the vehicle's variant and associated equipment.
b. Verification conditions. Unless otherwise required by contract, all verification shall be performed in accordance with the test conditions specified in Section 4 of this document.
c. Verification weight. Unless otherwise specified, all verification shall be performed on a vehicle of maximum combat weight specific to the vehicle's variant and associated equipment.
d. Verification temperature. Unless otherwise specified, all verification shall be conducted at prevailing ambient temperatures specified herein.
e. Vehicle system status. Unless otherwise specified, all tests shall be performed with all vehicle systems and subsystems fully powered, available, and operational. Systems and subsystems are not to be available and cannot be safely powered on while the vehicle is in a given state and/or mode are exempt.
f. Vehicular control. At all times the tractor shall allow the driver to maintain safe vehicular control of the trailer.
g. Verification methods. Methods utilized to accomplish verification (reference MIL-STD-961E) include:
1. Analysis (A). An element of verification utilizes established technical or mathematical models or simulations, algorithms, charts, graphs, circuit diagrams, or other scientific principles and procedures to provide evidence stated requirements were met.
2. Demonstration (D). An element of verification which generally denotes the actual operation, adjustment, or reconfiguration of items to provide evidence the designed functions were accomplished under specific scenarios. The items may be instrumented and quantitative limits of performance monitored.
3. Examination (E). An element of verification that is generally nondestructive and typically includes the use of sight, hearing, smell, touch, and taste; simple physical manipulation; and mechanical and electrical gauging and measurement.
4. Test (T). An element of verification and inspection which generally denotes the determination, by technical means, of the properties or elements of items, including functional operation, and involves the application of established scientific principles and procedures.
h. Verification events. Events where verification shall be performed include:
1. Abbreviated Prototype Inspection (API). The API will be conducted using the Government provided Final
Inspection Record (FIR) and will be subject to inspection by both the contractor and the Government in accordance with (IAW) clauses of the contract and Sections 3 and 4 of this P-Spec. The trailer shall be operated for a distance of not less than 50 miles (80.5 km) on a course equivalent to the secondary roads described in the OMS/MP. At time of said inspection, the contractor shall make available to the Government representatives, all records of prior inspections, tests, qualified product lists (QPL) documentation, vendor quality requirements, drawings, and certifications.
2. Technical Feasibility Test (TFT). To determine conformance to performance requirements in Section 3, two METs will be selected and subjected to a TFT at a Government test facility (as specified in the contract and IAW the table below).
3. First production verification inspection (FPVI). The Government will select one MET from the 1st Lot of the LRIP and two MET semitrailers from the 2nd Lot of the LRIP build for each FPVI. The units selected shall be subject to inspection by both the contractor and the Government IAW clauses of the contract and Sections 3 and 4 of this performance specification. The trailer selected shall be operated for a distance of not less than 50 miles (80.5
km) for the 1st FPVI and 10 miles (16.1 km) for the 2nd FPVI on a course equivalent to the primary roads described in the OMS/MP. At time of said inspection, the contractor shall make available to the Government representatives, all records of prior inspections, tests, qualified product lists (QPL) documentation, vendor quality requirements, drawings, and certifications. Failure of the MET as the result of any deficiency found during, or as a result of, the FPVI shall be cause for rejection of the MET.
4. Control Test (CT). The Government will select, at random, one of each 50 trailers produced or one from each month’s production for a control test IAW Sections 3 and 4. The trailer selected shall be operated by the Contractor for a distance of 50 miles over terrain that matches the OMS/MP to the maximum extent feasible. The trailer shall be at the maximum (dummy) payload or maximum gross combined weight (as specified in the performance specification); or the maximum allowed for the state where the test is to be conducted, if the state maximum gross combined vehicle weight is lower than the maximum gross combined vehicle weight identified in the performance specification. All operational components and assemblies shall be tested and results documented.
5. Production Verification Test (PVT). To determine conformance to performance requirements in Section 3, METs will be selected and subjected to a PVT at a Government test facility (as specified in the contract and IAW Sections 3 and 4).
6. Conformance Acceptance Test (CAT). To determine conformance to Section 3, each production MET shall be examined and operated for a distance of not less than 5 miles (8 km) without payload, by the contractor. The MET shall be completely assembled and serviced. Acceptance tests shall be those specified in Sections 3 and 4.
Performance of the MET shall be demonstrated on smooth hard surfaced roads. After completion of the 5-mile road test, the MET shall be examined for lubrication leakage and other deficiencies.
a. Inspection Provisions
1. Lot size. An inspection lot shall consist of all MET from the identified production period of one month’s production submitted at one time for examination and test.
2. Sampling for inspection. For the purposes of visual, dimensional, and primary functional inspection, a representative sample shall be selected from each inspection lot. Before sampling, the contractor shall 100 percent inspect the first 20 METs to establish a process average, to allow normal sampling in accordance with ANSI/ASQC Z1.4.
3. Examinations. Examinations shall consist of visual, dimensional, and primary functions of the MET for conformance to applicable drawings and this PD. Examinations shall be performed against Sections 3 and 4 herein. These examinations shall be performed by the contractor during all phases of manufacturing and subsequent to road test.
4. Acceptance inspection failure. If the MET fails to pass any evaluation parameter specified herein, the Government will stop acceptance of subsequent METs until evidence has been provided by the contractor that corrective actions have been accomplished.
5. Certification. The supplier and component sub-suppliers shall certify that the chassis, components and materials conform to the requirements specified herein IAW MIL-STD-1180. A list of components to be certified is set forth in the solicitation. In addition, the supplier shall be responsible for certifying that each item annotated in Sections 3 and 4 has met the requirements as specified in the solicitation.
7. Follow-on Production Test (FPT). To determine conformance to performance requirements in Section 3, the
