Offerors' Questions & Government Responses
1. Does the vendor need the ability to store classified material at their site?
Please refer to L.5.7
2. Is there an incumbent vendor, or is this a new requirement?
This is a new requirement
3. If this solicitation is for follow-on work, can you provide the name of the incumbent and the contract number?
See answer #2
4. Can subcontractors be added post award?
It is up to the prime how they want to manage their subcontractors.
5. If so, what is the process and does the prime contractor need Government approval?
See answer to question #4
6. Should the Offeror provide a repsonse to the Sample Task (TO 0001 Suitability Effectiveness T-E 1980 hrs.docx), or was the Government just providing the STO for informational purposes?
See RFP Amendment 0002- Forthcoming and will include a revision to address this question.
7. When are questions due to the Government? The Government has not specified a date within the solicitation. Offerors have only been directed to email the POC per A.5(g) and A.11 within the RFP.
Questions are due no later than 72 hours before the RFP closes.
8. In C.1.6.7 the Government references Attachment 002 - DD254 - Can the Government please provide Attachment 002?
See RFP Amendment 0002- Forthcoming and will include a revision to address this question.
9. In L.5.1. the Government requests Offeror to submit a signed and completed SF1449 - however, the Cover Page provided with the Solicitation is an SF 33. Can the Government please confirm submitted the SF 33 is acceptable in lieu of the SF 1449.
See RFP Amendment 0002- Forthcoming and will include a revision to address this question.
10. Per PWS C.1.6.8, does the Government want the Offeror to identify proposed personnel and their qualifications within the proposal, or does the Government want to see that documentation upon contract award?
This was not information that was requested in section L
11. What information does the Government want the Offeror to submit for the Key Personnel identified in PWS C..6.11?
This was not information that was requested in section L
12. Will the Government please clarify the required time of day for submission on 2022JUL28? This is referred to within the RFP, however, no time is shown.
See RFP Amendment 0002- Forthcoming and will include a revision to address this question.
13. Each Labor CLIN in Section B includes the following language: "….The task orders will provide for the use of one or more of the following labor categories and shall be subject to the minimum and maximum limits identified below:" However, there are no minimum and maximum limits shown. Will the Government please clarify the intent of this language?
See RFP Amendment 0002- Forthcoming and will include a revision to address this question.
14. Will the Government please provide a draft DD254 (Attachment 0002) as referenced in this PWS section?
A blank document DD254 will be provided with forthcoming RFP Amendment 0002
15. This section states that all working papers, other materials, and deliverables must be submitted to the COR at the end of the contract. This is quite onerous language and with most documentation done in electronic form which is archived within servers as a standard security practice in accordance with NIST requirements. Will the Government please remove this statement or replace it with language that a contractor can comply with? As written, it would be impractical for compliance purposes.
The language at C.1.6.7.10 is a standard requirement and the Government will not remove or revise the language.
16. The labor category requirements have been prescribed by the Government within the Solicitation. There are no specific training requirements listed. Will the Government please clarify what the specific training requirements are requested and, if there are requirements, what "written certifications" must be provided as to the adequacy of training and experience for employees supporting this contract?
Training is based on the FAR clauses required and checked in section I.
17. The RFP states that meetings for post-award conference and periodic progress meetings will be held at no additional cost to the Government. However, the contract manager required within Section 1.6.11 as Key Personnel will be required to attend. There is no labor category associated with a Contract Manager. Is it the Government's intention to require attendance at these meetings to a contract manager assigned to oversee the contract with no labor funding provided?
Start of Work Meetings typically involve the Government traveling to the contractor's facility, or we hold conference calls or MS TEAMS meetings at no additional cost to the contractor
18. Section 1.6.11 specifies the offeror must designate, in writing to the Contracting Officer, the name of the offeror’s Contract Manager and their alternate Contract Manager. When does this designation occur (i.e., with our submission or after award) and are both the Contract Manager and the alternate Contract Manager considered key?
During the Start of Work Meeting
19. In Section C.1.6.11, the Government states that the Contract Manager is to be available between 8:00 and 16:00 M-F. Will funding be provided for this Key Personnel position?
No- it is the contractor's responsibility
20. This section includes "laboratory and/or ADPE facilities". Based on the PWS, there does not appear to be any task requirements that would involve a laboratory or ADPE facilities within contractor spaces. Will the Government please either clarify this requirement or remove this language?
See. C.4.4, where it states "laboratory and/or ADPE facilities, and equipment, as required"
21. The Government does not require an approved accounting system for this opportunity. However, if the offeror has an approved accounting system, will the Government allow for provisional indirect rates approved by DCAA on an annual basis to be used for billing purposes throughout the contract period of performance rather than setting a ceiling rate for proposed travel?
No- It is up to the contractor's discretion how they propose their indirect ceiling rate on the travel plug figure
22. Section H.3.1 states a portion of the contract effort could be performed at Government sites, while Section H.3.2 states a portion of the contract effort shall be performed via remote work. Will the government allow the offeror to make a modification to Attachment 0001 to allow for the submission of on-site and off-site rates?
The intention here was to make it clear that while the Contractor will be stationed remotely, the tasks they are going to be responsible for will require them to be at private test sites at times, but also at Government owned test sites. There is no intention to provide office space at private or Government owned test facilities.
23. If work is being conducted at the contractor facilities, will the Government please confirm that work may continue even if the Government facilities are closed due to the stated reasons?
If work is being performed at the Contractor facility at the time, then yes, this is acceptable.
24. Is it the Government's intent that Attachment_0001 rates will establish the labor category rates for the entire contract period of performance (5 years)? If so, will the Government please confirm that the hours prescribed in Attachment 001 is for evaluation purposes only and not intended to reflect ceiling buildup?
Yes, the rates are established for each contract period. The hours set the ceiling, and the ceiling is based on total dollars, not hours
25. This section refers to "those of all organizations identified in H.17.1.2". However, there is no section H.17.1.2 in the RFP. Will the Government please correct or clarify the intent?
RFP Amendment 0002 is forthcoming and will include a revision to address this question.
26. Will the Government please correct the size standard for 541330 to $22.5M?
See RFP Amendment 0002- Forthcoming and will include a revision to address this question.
27. States "Provide a scanned image of a signed copy of the SF1449 cover page." The Cover Page provided with the original RFP is a SF33. Will the Government confirm that the SF33 Cover Page is to be signed and provided?
See RFP Amendment 0002- Forthcoming and will include a revision to address this question.
28. States "….a signed copy of all Amendments to the Solicitation". If the Amendments are acknowledged in Block 14 of the SF33 Cover Page, and in A6 of the RFP which is required to be submitted in the Administrative Volume, are signed Amendment Cover pages still required to be submitted?
Yes- the cover page SF33 and all amendments must be signed and dated
29. Will the Government please confirm that an Offeror Format Pricing Model (OFPM) is required at the IDIQ (this solicitation) level to reflect the cost buildup for rates shown in Attachment_0001?
Yes
30. Identification of Government property to be used during the performance of this contract will be unknown until Task Orders are executed. Will the Government please remove this requirement or clarify what the offeror should be responding to for compliance?
Government CAC cards will be provided as part of the execution of this contract which must be returned at completion of the contract. Any other GFP will be identified at the Task Order Level. Please refer to FAR 52.245-1.
31. Will the Government please specify the ratings to be used for evaluation including a description of how those ratings will be arrived at during the evaluation process? This includes how the Government will assess risk since this is one part of the evaluation factor. Currently, there is no understanding of how the evaluations will be completed.
The Government will be following DoD source selection procedures and the adjectival scales within
32. If the Sample Task Order is part of the RFP: · Is the Sample TO awardable as written? · Will the RFP be modified to incorporate instructions on how to respond to the Sample TO?· The Sample Task Order states The "Estimated number of hours to execute this Task Order: 1980". How did the government estimate the 1980 hours?
The purpose of the sample TO was to provide a sample of what a TO would look like on this contract. The actual first task order will be issued along with RFP Amendment 0002. All offerors must submit a proposal to the first task order in addition to the proposal to the overall RFP. The numbers provided in the first TO are based on the Government's requirement.
33. There are discrepancies between the information provided within the RFP (H.8.1), Attachment 0001, and Attachment 004 for the labor category details. Will the Government please clarify which requirements should be followed or align both?
Attachment 0001 pulls "shorter-more condensed" language from Section H (See Attachment 0004). Attachment 0004 is an easier to read format of Section H. So please refer to Attachment 0004 for Section H language.
34. The introductory paragraph of this attachment (as well as paragraph H.8.1 in the solicitation) states “Ten or more years of practical test and evaluation experience in effectiveness, or suitability testing and analysis may be offered in lieu of a B.S. degree in Engineering, Physical Science, or a related scientific or technical discipline for any of the following consolidated position descriptions that require such a degree, to meet the threshold education requirement.” However, subsequent paragraphs of the attachment provide different "Alternate Experience" requirements for the various LCATs as far as years of experience with some providing more experience and others providing less. Will the government adjust the language to reflect either the in lieu of experience shown in the introductory paragraph of the references in column B or remove the alternate experience tables shown in Attachment 0004?
The Senior Program Scientist/Engineer/Analyst/Manager or Subject Matter Expert and the Senior Project Scientist/Engineer/Analyst/Manager or Subject Matter Expert are the only two that require a B.S degree so are the only ones the "in lieu of" is applicable to.
