| QUESTION | ANSWER |
| 1. Should the Offeror provide a repsonse to the Sample Task (TO 0001 Suitability Effectiveness T-E 1980 hrs.docx), or was the Government just providing the STO for informational purposes? | The purpose of the sample TO was to provide a sample of what a TO would look like on this contract. The actual first task order will be issued to the awarded contractor. This question was asked in first group and clarified in this 2nd group. |
| 2. Para C.1.1 “The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Effectiveness, and Suitability Test & Evaluation Engineering Support”. Section M.___ CONTRACTOR RESPONSIBILITY AND ELIGIBILITY FOR AWARD (pg. 119) states: "(b) To make sure that an offeror meets the responsibility criteria at FAR 9.104 the Government may: (1) arrange a visit to the offerors plant and perform a pre-award survey." Additionally, Section C.4.1 (pg. 23) states the contractor shall furnish equipment, facilities required to execute the PWS. However, in Section C.5 "Specific Tasks" (pg. 24) there are multiple references to the offeror providing "engineering support" | The Government does not understand the question you are asking. Please re-submit. |
| 3. Will the Government please clarify the requirement regarding submission of pricing for proposed subcontractors? Since Attachment_0001 is to reflect the maximum rate for each labor category (which will flow down to a subcontractor) throughout contract performance, and depending on Task Orders received, it will be unknown to what extent and what labor hours and/or categories a subcontractor will participate in during this proposal process. Therefore, it would seem that the OFPM is only required by the prime contractor. | See Amendment 0002 |
| 4. Will the Government please clarify what is meant by "…(beyond the GFP Price adjustment and transportation costs that are already included in the total evaluated price)"? The RFP contains two related additional clauses on pages 119 and 120 regarding the use of existing GFP, GFE and facilities which do not appear to be applicable to this Solicitation. Respectfully request clarification on how these requirements apply or removal of the clauses/language. | See amendment "0002"- since no other GFP is intended to be provided outside of CAC cards, MS7053 was removed. |
| 5. Will the Government please advise what the purpose of the Sample Task Order that was included with the Solicitation since it is not referenced within the RFP? | The purpose of the sample TO was to provide a sample of what a TO would look like on this contract. The actual first task order will be issued to the awarded contractor. |
| 6. Items 12 and 13, Operational Test Plan Evalution Reports and Opeational Test Plan Assessment Reports are listed as part of CDRL A005. Are these the correct titles for existing deliverables or should they read: 12. Operational Test Activity Evaluation Reports and 13. Operational Test Activity Assessment Reports as noted in PWS 5.4.3.2? | See Amendment 0002- Answer: OTA in 5.4.3.2 refers to "Operational Test Agency". As such, "Operational Test Plan" in blocks 12 and 13 should read Operational Test Agency" |
| 7. Will this solicitation be awarded on the GSA schedule? | No |
| 8. Was there an omission of a requirement for past performance in the solicitation? | The proposal will be evaluated on technical and price. |
| 9. Will the government clarify whether 4 distinct individuals must fill the 4 1/2 FTE labor categories? If so, will the government clarify how the 1/2 FTE workload is distributed throughout the PoP? For example, is the workload more akin to steady 1/2-time work or planned surge periods of high workload? If the latter, how far in advance are the periods of high workload known? | The GFPM projects 4 FTEs per year. |
| 10. The "contract manager" is listed as key personnel yet is not a specified labor category, nor do contract management duties expressly appear among the labor category descriptions. Would it be appropriate to plan for the full-time Senior Program Scientist/Engineer/Analyst/Manager or SME to take these responsibilities? If so, we request that the LCAT description be revised to reflect this additional responsibility. | The Government is not seeking a seperate labor category to manage the 4 FTEs, rather a single point of contact for employee performance issues or to adress contract concerns. It is up to the contractor to determine how to manage this. |
| 11. Will the government accept a resume for the Contract Manager position? (Sectin 1.6.11 - Key Personnel) | No- it is not the Government's intent to evaluate manpower |
