Questions & Answers
RFP W56HZV-19-R-0067
1. Question: I am in the process of securing my Federal Firearms License (FFL). I would imagine I would need it in order to bid and secure a sub-contractor for manufacturing.
The manufacture has an FFL.
Do I need a FFL in order to bid and secure a sub-contracting contract for manufacturing if the prime has an FFL?
Answer: The subcontractor should work with the Prime Contractor to ensure all laws and requirements are being followed. The subcontractor's relationship is with the Prime
Contractor, not the US Government.
2. Question: I am reaching out for clarification on the latest TDP upload on Sep 24, 2019 for the subject solicitation. We have thoroughly reviewed the previous TDP in its entirety and, to save time, we are wondering if there is a “changes made” document that references any differences between the two.
Is there a “changes made” document that references the differences between the TDP uploaded with the Draft RFP and the one uploaded on Sep 24, 2019.
Answer: There is no document that references the changes between the two TDP documents. Offerors are to use the TDP that was uploaded on September 24, 2019 and updated via a solicitation amendment that is expected to be released on or before 31
October 2019.
3. Question: Typically, Technical Data Packages (TDPs) include an executable application file (OpenTDP.exe) to easily view TDP files.
Can the OpenTDP.exe application be provided as part of the M16A4 TDP package?
Answer: Exe files are not included with the TDP. There is a .zip file that contains all the drawings. Please follow the procedures listed in the “Instructions to download/view
2D/3D TDPs” document.
4. Question: Page 64, Section D - Packaging and Marking, D.1. Packaging Requirements
(Special Packaging Instructions) states that SPI Number 12973001, Rev. C, dated January
2018 is available on the web at: https://www.fbo.gov/fedteds/W56HZV17R0010;
however, this link does not work.
Can an updated link please be provided?
Answer: Please refer to the link at C.20 in the RFP as that is the updated version. The link will be updated at D.1.

5. Question: Please provide clarification regarding the Standard Alternate I and II rifles delineated in Solicitation Section C.3.0. Specifically, the Solicitation states Standard I should have an ARS but not a Handguard (the ARS is a Handguard). Is the USG referring to P/N 9349059 as the Handguard? If so, please provide the complete drawing package for P/N 9349059 as it is not included in the current TDP.
a. Is the USG referring to P/N 9349059 as the Handguard?
Answer: 5a. Yes, the Standard rifle should be equipped with the ARS in lieu of the
Handguard Assembly P/N 9349059.
b. If so, please provide the complete drawing package for P/N 9349059 as it is not included in the current TDP.
Answer: 5b. The drawings are being re-certified and the updated TDP with drawings for P/N 9349059 will be incorporated into the solicitation via an amendment that is expected to be released on or before 31 October 2019.
6. Question: ECP L18S2137, NOR 4 is included in the current TDP package. This NOR changes M855 (P/N 93492868) and M197 (P/N 10533839) ammunition to A1 versions.
However, the Statement of Work calls out the non-A1 versions. Which ammunition type is required?
Which ammunition type is required?
Answer: Section C take precedence over all references cited within the RFP. "Section
C.2.7 ORDER OF PRECEDENCE: In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence.
Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained."
Therefore, in accordance to:
"Section C.11.1.2 FAT AND LAT AMMUNITION: The contractor shall furnish commercial ball ammunition, conforming to ANSI/SAAMI-Z299.4, and equivalent to
M855 Ball Cartridge (Drawing 9342868) to support FAT and LAT requirements. The contractor is responsible for proper storage and maintenance of the ammunition."
M855 or commercial equivalent shall be used for FAT/LAT. Additionally, a commercial equivalent of the M197 shall be the required High Pressure Test Cartridge. “M197” will be added to Section C.11.1.2 FAT and LAT AMMUNITION via a solicitation amendment.
The M855A1 and M197A1 are not required for FAT/LAT.
7. Question: Regarding Solicitation Section C.3.3.5. (Special Processes), is the USG only requiring that special process procedures are submitted for those processed detailed in sub-paragraphs C.3.3.5.1 through C.3.3.5.4?
Answer: Yes, special process procedures should be submitted for those sub-paragraphs.
However, documentation on all processes must be available if requested, as is expected of an ISO 9001 certified company.
8. Question: Is a Federal Firearms License (FFL) required for this RFP?
Answer: It is up to the Contractor to ensure that they are in compliance with all local, state and federal laws. The Contractor should contact the Bureau of Alcohol, Tobacco, Firearms and Explosives with questions pertaining to Federal Firearms Licenses.
Reference Clause I-130(g): Nothing in this clause shall relieve the Contractor of its responsibility for complying with applicable Federal, state, and local laws, ordinances, codes, and regulations (including requirements for obtaining licenses and permits) in connection with the performance of this contract.
9. Question: Are National Stock Numbers (NSNs) available for the Alternate I
Configuration and Alternate II Configuration? If so, please provide NSNs.
Answer: The National Stock Number (NSN) is the same for all configurations.
10. Question: Please provide ECP L12S3071 delineated in the latest TDP package.
Answer: Drawings included in the solicitation released on 27 September 2019 included changes from ECP L12S3071.
11. Initial Question: Please provide the following eight (8) PDF files that are called out in the latest M16A4 TDPL document (J59TD001EH dated 9-05-19) as they were not included in the downloaded TDP files (alternate versions were included). Following on
Question to Clarify: Regarding the listing I forwarded this morning, we do actually require all nine (9) PDF drawings listed; I apologize for any confusion.
Answer: EXPLICIT ACCESS REQUEST REQUIRED FOR THIS RESPONSE.
12. Question: In the SOW, paragraph C.3.0, the RFP lists 3 weapon configurations that the
Contractor must produce based on the individual customer order. We’ve been unable to locate the drawings for the ‘Standard Handguard’ and the ‘Carrying Handle’ referenced for Alternate One Configuration and Alternate Two Configurations of the M16A4.
Neither sub-assembly is referenced in the TDPL.
Can you please give us guidance?
Answer: USG is in the process of recertifying the TDPL for the Standard Handguard
Assembly (PN - 9349059) and the Carry Handle Assembly (PN - 12951011). The solicitation will be amended to include the recertified TDPL.
