Questions & Answers
RFP W56HZV-19-R-0067
SET #3
1. Question: Per C.3.3.4.2, First Article Inspection, it is assumed that part quantities are multiplied by 12 for FAI. However, is it a correct assumption that if a part is used more than once in the weapon that is will also need to be inspected 12 times. For example, P/N 4 shows up in the weapon 3 times. It is assumed we will do 36 inspections on P/N 4.
Is this a correct interpretation of the USG intent?
Answer: All components of the five (5) Standard Configuration rifles will be inspected for FAI (100% verification). A sample size of five (5) components shall be subject to 100% verification for each of the Alternate Configurations, as defined in
Section C.3.3.4.2.1.1 and C.3.3.4.2.1.2.
2. Question: Per C.3.3.4.2, First Article Inspection, it is understood that the inspection quantities required are 12 guns for standard configuration only. Additionally, five components of each Alt (Alt one and Alt 2) configuration, that varies for the standard, will be used for testing. Of the 12 guns, 5 will be selected and dis-assembled for
100%-dimensional verification.
a. Is this a correct interpretation of the USG intent?
Answer: In accordance to C.3.3.4.2 FAI, verification inspection consists of 100% dimensional verification on 5 rifles from the First Article Quantities. Additionally, 5 components of each of the Alternate Configurations shall also be subject to 100% dimensional verification, as defined in Section C.3.3.4.2.1.1 and C.3.3.4.2.1.2.
b. If so, it is inevitable that the individual components of the rifle assembly will change dimensionally as a result of the assembly and testing process. Will there be variances allowed for dimensions that have changed after testing (assembly, firing)?
Answer: See Note in Table VI of MIL-DTL-32309A, which state the following: All items preceded by a single asterisk (*) shall form 1 (one) permanent Barrel and Front
Sight Assembly. All items preceded by a double asterisk (**) shall be replaced during interchangeability test. Parts inadvertently damaged during interchange may be replaced without penalty when authorized and verified by the government representative witnessing the test.
3. Question: A due date of 02 November only allows 7 working days to prepare estimates and engage industry partners. Given the complexity of some of the tooling required to support the two aforementioned Assemblies, we respectfully ask for an extension in order to provide the most meaningful response.
Would the USG please consider extending the proposal due date to 15 November
2019?
Answer: Solicitation amendment 0001 changed the closing date and time 7
November 2019, 02:00pm local time.
