5. Purpose The U.S. Army, Project Manager Armored Fighting Vehicles (AFV), herein after referred to as the United States Government (USG), is seeking information on performance capabilities, and technical data regarding Non-Developmental Item (NDI) and modified NDI combat platforms that could support the potential acquisition of a Next Generation Combat Vehicle (NGCV), Optionally Manned Fighting Vehicle (OMFV) platform. The USG would like to use this information to determine if the current requirements can be met with a low to moderate risk program that modifies an existing vehicle. The USG is also interested in soliciting industry input to determine if there are requirements that, with some adjustment, would allow other potential options to compete.
· The OMFV is an optionally manned platform that maneuvers Soldiers to a point of positional advantage to engage in close combat and deliver decisive lethality during the execution of combined arms maneuver, while simultaneously controlling maneuver robotics and semi-autonomous systems across the range of rural (open, semi-restricted and restricted) and dense urban terrain and environments.
· The OMFV will also replace the M2 Bradley Fighting Vehicle within the ABCT.
· The OMFV will need to establish and maintain contact between vehicle teams to maintain tactical situational awareness and must also possess the ability to communicate securely (via both data and voice) with higher levels of command in order to enhance overall situational awareness in a highly contested environment with more capable threats.
The requirements are further defined within the FOUO information that can be provided upon request. Please refer to Requesting FOUO Information (Section #2) for guidance on how to submit a request.
6. Background The Secretary of the Army and Vice Chief of Staff of the Army (VCSA) approved the Army’s OMFV Acquisition concept in May 2018. The Army’s tentative plan is to release a competitive Request for Proposal (RFP) in January 2019 with contract award in early FY20. The acquisition strategy will focus on NDI vehicles with minimal to moderate modifications. The results received from this sources sought will help inform the AOA.
7. Sources Sought Intent This sources sought will be utilized to determine: #1. What platforms exist today that could meet this operational capability #2. What platforms exist that may require minor to moderate modifications to meet this operational capability. #3. Which requirements are difficult or risky to meet on this timeline. #4. Which of those challenging requirements could be met with additional development time, and how much time would be required? #5. Industry feedback is also sought on the Army’s acquisition approach (schedule, fixed price development contracts, potential to request a bid sample be submitted with the proposal to evaluate design maturity, etc.).
The USG will use Industry feedback in a series of invitation-only, one-on-one engagement sessions with USA/VCSA on 9 July 2018 to provide initial thoughts on how to fill Army needs and feedback on initial high level requirements. On 23 July 2018, the Army will release updates to all interested parties based on the initial feedback with a formal request for written feedback due from Industry by 16 August 2018. Senior Army leadership will decide on top level requirements tradeoffs and release updated requirements with draft specification language for comment in September 2018.
The USG intends to engage Industry by using the FBO website, Industry Days, or other face to face engagements as determined by the USG. The intent of these engagements is to conduct market research about the challenges industry may face in developing the OMFV to meet the current requirements, and the risks associated with developing an executable moderate risk acquisition program.

9. Questions The USG prefers white paper responses are made against the FOUO set of requirements (available upon request). However, responses based on the information contained within this announcement will also be accepted.
1. Have you ever been awarded a contract from the USG as a Prime Contractor to develop or produce a ground combat vehicle?
2. Is your interest as a subcontractor or as a prime contractor?
3. The USG baseline schedule calls for delivery of 12 complete prototype systems and one Ballistic Hull and Turret beginning no later than 14 months after contract award, with complete delivery no later than 22 months after contract award. Given that baseline schedule, do you believe that you could modify your existing platform and develop a production ready design to achieve these requirements? Please explain how and provide rationale. If not, please explain which specific requirements make this timeline too risky to achieve, and how much additional time would be required to meet them.
a. Please fill out Attachment 01 titled, “Vehicle Characteristics” with your existing and proposed/modified vehicle attributes.
b. What limited to moderate modifications would need to be made to your platform to meet these requirements?
4. Are there specific requirements which, if adjusted, will allow you to offer a design which might benefit the USG through an accelerated schedule, enhance capability, and reduce cost and risk?
5. What is your overall feedback to the requirements?
a. What requirements do you believe conflict with each other? Please describe which requirements and why.
b. Are there any singular requirements that you see as high risk to meet and why?
c. What is the USG not asking for that may be a missed opportunity in this solution space?
6. What existing vehicle(s) would you propose to meet this set of requirements?
7. Please provide, with supporting rationale, feedback to the proposed base schedule with risk levels and associated costs to meet the timeline (ROM costs are recognized by USG as non-binding and will not be shared outside the USG and will not influence the eventual competition. USG is seeking understanding of internal program cost estimate realism).
8. Please provide any questions to the information contained within the sources sought. As stated in Submission Schedule (Section #4), select questions may be responded to during the USA/VCSA one-on-one engagement sessions if submitted by 28 June 2018. However, you may also submit additional questions to us with your white paper submission, by the closing date of this sources sought. A future posting to the FBO website will contain questions and answers to programmatic issues and general concerns.
