Question Answer Posting Date

Can the EMD Prototype vehicle contain different components than the bid sample? Yes, any requirement for a bid sample would be utilized to assess risk of performance after contract, not to direct material solutions.

Since the U.S. Army has not yet submitted Budget Exhibits to Congress for the Next Generation Combat Vehicle, that places a large risk on industry to invest in an unknown future with unknown funding levels. We understand that the U.S. Army recently undertook an effort to examine options for moving money as part of the FY20‐25 Program Objective Memorandum.

We also understand this “Night Court” objective was to support the U.S. Army’s six identified priority areas and eight Cross Functional Teams, but details have not been published in a public forum available to industry. Under current budgeting processes, the funding line for this program would not become public until the FY20 budget is submitted to Congress in February 2019, which is after the expected release of the RFP. The U.S. Army is asking industry to make major investments in a program BEFORE a program actually formally exists or budget is known.

Would the U.S. Army consider publishing an advance copy of the proposed NGCV funding lines and their on‐going status in negotiating the OSD and OMB budgeting process including any “pass back” or bill payer impacts that would change the U.S. Army’s proposed budget?

The Army has planned to fully fund NGCV to the proposed amounts in the POM. However, OSD and OBM have not validated funding and therefore funding information will not be released at this time.

When will the OMFV requirements be released? When will the OMFV requirements be baselined?

Draft Requirements iterations began in June of 2018. Any resulting solicitation will be based on firm requirements.

Please reference Sources Sought document for additional authorized requests. The Army is still working the 8/10/2018

Will you please characterize the US Army’s appetite/tolerance for risk on this program in terms of cost, schedule, and performance?

Market Research will inform program risk. Solicitation evaluation parameters will inform industry.

8/10/2018

Is the objective of this Program to rapidly field a Bradley Replacement capability that is designed to evolve to meet OMFV objectives? Or to deliver an OMFV to Replace Bradley?

The objective of this program is to rapidly field a replacement for Bradley designed to evolve to meet the OMFV objectives.

8/10/2018

Page 3 of the Sources Sought contains 3 bullets that depict the program “requirements”. The first two bullets (objective OFMV and Bradley Replacement) are consistent with our understanding of top level intent. The third bullet seems more specific. Does this suggest a special emphasis? If so, please explain.

Please see paragraph 5 of the Sources Sought.

The release of the RFP for the OMFV in Jan 2019 allows for very little opportunity to include lessons learned from the Phase 1 and Phase 2 of the NGCV program. Can we expect that the requirements related to MUM‐T lessons learned in Phase 1 and Phase 2 to be included in OMFV specification will be updated after the RFP responses are turned in?

The immediate focus of the OMFV is a replacement for Bradley with optionally‐manned capability. Designing in the ability to upgrade vehicle systems over time will allow the OMFV to evolve into the MUM‐T mission as it becomes more defined. Any requirements needed to meet MUM‐T mission will be on future OMFV block‐type updates.

Is there any additional detail available on the Bid Sample test plan? See slide 10 of 06 Aug Industry Day Slides (potential bid sample assessment)

8/10/2018

Does the government have a proposed delivery schedule for the EMD prototypes since it appears to overlap with developmental testing?

Planned by month EMD prototype delivery schedule per vendor is FEB21‐2, MAR21 –1, APR21 –1, MAY21 –2, JUN21 –2. JUL –2, AUG –2. These monthly quantities are based off of planned MPF deliveries. 8/10/2018

Is the government considering a budget allocation for down‐selected suppliers between Milestone B and Milestone C and is it prepared to provide guidance at this stage?

Assuming that a "budget allocation" refers to multiple awards at MS B, the Government has not ruled out this strategy.

8/10/2018

Does the Government anticipate the ability to offer long lead funding for the prototypes?

The Government does not intend to obligate funding prior to competitive award.

Does the Government intend to award more than one contract? See Question 11, Above

8/10/2018

What are the Government’s vehicle performance/operational testing plans between the 14‐month and 22‐month delivery schedule?

The USG will conduct Developmental Test of the EMD prototypes. Plans are pending.

8/10/2018

Release of the DRAFT or FINAL classified annex to certified vendors as soon as is reasonable will result in a more relevant NDI vehicle solutions to be provided by prospective teams. When will the classified annex be released to industry?

The classified annex is still in early draft stages, but will be available shortly before RFP release.

8/10/2018

Will considerations be given to opening up the aperture of the requirements to allow for more creative solutions to the mission be proposed?

The Government welcomes any feedback on requirements.

8/10/2018

The Sources Sought states “Up to two contracts from an EMD competitive solicitation”. How confident are you that the Army will provide the needed funding in the POM to allow for two contract awards?

The Government will not pursue an unaffordable program, but has used the POM in anticipation of a multiple award.

8/10/2018

Is the Army open to a wheeled or mixed fleet? Bradley replacement in an ABCT would favor a tracked solution, however, the USG will review any submissions under the same requirements and base any decisions upon performance. 8/10/2018

Does the US Army foresee a Family of vehicle approach for the OMFV program? Current Army direction is for a vehicle to replace the Bradley in all its current roles in the ABCT (Infantry, Scout, Sapper, Fire Support) and a future capability of Robotic Combat Vehicle controller. 8/10/2018

When can Industry get the GFM ICDs (50mm, M‐APS, 3rd GEN)? The Government has not made any decisions regarding Government Property. The Government plans to provide potential subsystem solutions ICDs upon request, where the Government has sufficient data rights. 8/10/2018

Does the 50mm gun include a turret design specs? Vendors would be expected to design or modify existing turrets to accommodate the 50mm gun and ammo handling system. ICD information will be provided upon request to assist in the design. 8/10/2018

When do you expect the 3rd GEN FLIR to be ready for integration? The Government anticipates 3rd GEN FLIR to be available for integration in 4th Quarter FY20. ICD information will be provided upon request to assist in the design.

8/10/2018

What will be the contract type associated with the planned January 2019 RFP? The Government plans to utilize a firm fixed price development contract. However, the USG will take into consideration feedback from industry before solicitation release. 8/10/2018

Will there be a bid sample requested with the RFP? SEE NGCV‐CFT‐Acquisition‐Concept 21JUN18V4

8/10/2018

How many awards are anticipated from the planned January 2019 RFP? USG plans to award up to two contracts for EMD.

8/10/2018

See question 14.

8/10/2018

What is the expected timing of a potential follow‐on production order? A competitive production contract would follow EMD.

8/10/2018

How many production systems does USG intend to acquire? The original cost estimate accounts for the replacement of 20 Brigades (BDE) worth of Bradley Fighting Vehicles. The 20 BDE quantity, plus test assets currently sets the AAO at 3590. 8/10/2018

What are the interrelationships, mission role differences, and respective timing of the OMFV, MFV, and RCV variants in the NGCV program? Does OMFV and MFV refer to the same or distinct NGCV variants?

OMFV is the same as MFV. The "O" was added and represents the objective requirement for the vehicle to be optionally manned.

8/10/2018

Although draft requirements are still in work, in what general performance parameters (KPPs) is OMFV expected to exceed the current Bradley platform, and for those KPPs, to what degree would OMFV performance exceed Bradley?

The government is conducting analysis in order to determine to what degree the OMFV will outperform the Bradley.

8/10/2018

Is OMFV expected to be a tracked vehicle, or will wheeled vehicle solutions also be considered? See Question 18, above

8/10/2018

What is the expected main weapon size / caliber for OMFV? The Objective is 50mm.

8/10/2018

Can the USG provide an OMS/MP for OMFV? The Army is currently working the NGCV OMS/MP, the closest completed one available at this time is the 2009

HBCT OMSMP.
