Title: 2018 PM NGCV Industry Day/Pre-Solicitation Conference – Optionally Manned Fighting Vehicle

U.S. Army, Project Manager (PM) Next Generation Combat Vehicle (NGCV), hereafter referred to as the United States Government (USG), would like to invite interested traditional, non-traditional, foreign and domestic defense partners to participate in a one-day Pre-Solicitation Conference event on Monday, August 6, 2018 from 1300 to 1700 at the Suburban Collection Showplace, whose address is 46100 Grand River Ave, Novi, MI 48374, to discuss the emerging requirements for Optionally Manned Fighting Vehicle(s) (OMFV). This event will coincide with other events taking place in the area during the week of the Ground Vehicle Systems Engineering and Technology Symposium (GVSETS) and Advanced Planning Briefing for Industry (APBI). Participation in the OMFV Pre-Solicitation Conference event does not include nor require access to the GVSETS and APBI events.

The purposes of the Pre-Solicitation Conference is for the USG to provide information to Industry about its current acquisition approach, schedule, and updated notional technical user requirement(s). The updated user requirements may be provided prior to Industry Day through the FOUO request process outlined in the Sources Sought document previously posted to the Federal Business Opportunities (FBO) website. The USG would like Industry feedback regarding:

1.) Which requirements are difficult or risky to meet, given the timeline?

2.) Which of the below challenging requirements could be met with additional development time, and how much time would be required?

3.) The Government’s acquisition approach (schedule, contract type (Fixed Price development contract(s)), proposal evaluation approach with respect to bid sample(s) to evaluate design maturity, etc.).

Pre-Solicitation Conference will be Industry's opportunity to provide its comments and identify risk areas of the program. Questions may be addressed by the USG on this day; however, all questions and answers will be provided via FBO to all interested parties after the event. Prior to the event, the USG may release specific questions or areas of consideration for industry feedback via the FBO website. Discussions must be focused on industry feedback and concerns to the documents/questions posted to FBO in preparation for this event. This event will not be used for the purposes of business marketing or to explain contractor capability. However, should any time remain after addressing specific Government questions, Industry is strongly encouraged to express any other technical or program related concerns related to this emerging requirement.

PRELIMINARY REQUIREMENT DETAIL(S):

· The OMFV is intended to be an optionally manned platform that maneuvers Soldiers to a point of positional advantage in order to engage in close combat and deliver decisive lethality during the execution of combined arms maneuver, while simultaneously controlling maneuver robotics and semi-autonomous systems across the range of rural (open, semi-restricted and restricted) and dense urban terrain and environments.

· The OMFV will replace the M2 Bradley Fighting Vehicle within the Armored Brigade Combat Team (ABCT).

· The OMFV will need to establish and maintain contact between vehicle teams to maintain tactical situational awareness, and it must also possess the ability to communicate securely (via both data and voice) with higher levels of command in order to enhance overall situational awareness in a highly contested environment with more capable threats.

· The Secretary of the Army approved the Army’s OMFV Acquisition concept in May 2018. The Army’s tentative plan is to release a competitive Request for Proposal (RFP) in October 2018, with contract award in early FY20. The acquisition strategy will focus on Non-Developmental Item vehicles with minimal to moderate modifications. The discussions resulting from this Industry Day will help inform the User requirement.

· The Army will release requirements and Acquisition Concept updates based on Industry Feedback from 09 July Forum and follow-on Senior Leader discussions, prior to the 06 Aug engagement. It is recognized that these updates may drive the need for updates to previous white paper submissions. Companies interested in updating white papers previously submitted through the Sources Sought FBO posting (https://www.fbo.gov/index?s=opportunity&mode=form&id=d9c17403ba3258facb16097be5bb2098&tab=core&_cview=1) may update and resubmit their white papers through midnight on 16 August 2018 using the same instructions provided within the original notice. Additionally, companies that did not previously submitted a white paper to the USG via the Sources Sought FBO posting (https://www.fbo.gov/index?s=opportunity&mode=form&id=d9c17403ba3258facb16097be5bb2098&tab=core&_cview=1) are invited to submit one by the same suspense (midnight on 16 August 2018). This valuable feedback from Industry will help senior Army leadership decide upon top level requirements tradeoffs and assist the development of the Request For Proposal (RFP) targeted for release in October 2018.
