Paragraph 1 of the PWS was amended to change the square feet from 554,464 to 600,628 to match appendix E. The 24,107 SF only applies to those areas not covered in Appendix C. The buildings in Appendix C should have the FTE as indicated and they work the entire shift. The frequency chart (Appendix D) does not apply to the buildings in Appendix C.3-Jun-167-Jun-16

Questions:

If a company is doing a teaming agreement, is the prime able to utilize past performance from their teaming partner and if so would the prime’s past performance and their teaming partner’s past performance totaled together count as 3 contracts (which is the limit) or do they have to each provide 3?

2) Are we allowed to submit an alternate proposal for this requirement? If so, can we submit one proposal as a Teaming Agreement and the other one as a Joint Venture?

1. A partner may provide past performance, but only in porpotion to the amount of work they will perform. The prime must have some experience of its own and the limitations on subcontracting as mayu be required by the 8(a) program and any contract clauses must be adhered to.

2. Only one proposal per offeror will be evaluated. If the Joint Venture is registered as a distinct corporate entity in SAM, that would be considered a proposal from another offeror.3-Jun-167-Jun-16
15PWS1.1.1.1If it is determined three times floors cannot be maintained with a uniform glossy appearance with the minimum every three month service, will the contract be modified to increase the services?Otherwise, contractors will not be able to determine the frequency for bidding purposes. Based on past experience, once every three months has been sufficient.

The intervals in the contract are the minimum times the contractor must perform the service. The contractor will be required to maintain the PWS standard even if it requires service at more frequent intervals. There will be no change to the contract in such a circumstance.
