Proposals or quotes submitted after this date using any other mechanism, including the Army Single Face to

Industry Bid Response System (ASFI BRS) may be deemed non-responsive… “

b) RFP Section L.3.2 states on page 99 of 114: “The offeror's proposal shall be uploaded via the

Federal Business Opportunities (FBO) website clearly labeled, with volumes divided as follows: …”

c) RFP sections L.3.4 and L.3.4.1 on page 99 of 114 states: “The offeror's proposal shall be received at the physical mailing address set forth below in L.3.4.1.2 no later than 01:00 p.m.

Eastern Daylight Time before the RFP closing date and time. The Offeror shall ensure its proposal is received at the Government mailing address as described below in L.3.4.1.2.”

“Each volume listed above shall be submitted on a separate set of CD-ROMs or DVDs. The offeror shall submit three identical sets of CD-ROMs or DVDs for each volume. One set of media shall be labeled as the primary copy and signed by a representative of the company authorized to submit proposals. In the case of discrepancies between the sets of media, the primary copy will take precedence.”

d) RFP Section L.3.4.1.2 on page 100 of 114 states: “Submit the proposal to the address below.

All proposals delivered in response to this solicitation, whether hand-carried or submitted via U.S. mail, shall be addressed as follows:

US Army Contracting Command Warren

Bid Room, Bldg 231, Mail Stop 303

Attn: TARDEC Technical and Engineering Services (TES) Proposal

6501 East 11 Mile Road

e) RFP Section L.3.4.1.3 on page 100 of 114 states: “Proposals may either be hand-carried or submitted via US mail. Hand-carried submissions* include proposals delivered by commercial carriers such as FedEx, UPS, or services other than the US Postal Service.

Proposals must be delivered to the Detroit Arsenal (DTA) Mail Handling Facility (Building

255) between the hours of 8:00AM and 1:00PM local Warren, MI time. The package(s) will be dated and time stamped at the Mail Handling Facility and the Government will be responsible for forwarding the package(s) to the appropriate personnel. Offerors should ensure that any commercial carrier it uses has a tracking system that can provide documentation that will prove the date and time of delivery to the Government. If the proposal is hand-carried by other than a commercial carrier, the delivery person (even if an employee of the offeror) must be a US citizen, and must obtain a signed receipt, indicating date and time of delivery, from the Mail Handling Facility personnel. The delivery person must provide the receipt since the Mail Handling Facility personnel do not have them.”

Question: Which RFP proposal submission instructions are correct: (1) RFP Sections A-1 (b) and L.3.2 indicating that submission of a single soft copy of all proposal volumes through FBO.gov is required; (2)

RFP Section L.3.4 (and subsections thereunder) indicating that CD-ROM or DVD proposal volumes are required to be delivered to the physical address specified for proposal receipt; or (3) both FBO.gov and physical address deliveries are required?

2) Reference: Attachment 0008 Compensation Rates tab’s Column D contains formulas linking the

Price Matrix tab’s Column B listings of Offerors Labor Categories Nomenclature. However, the formulas in the Compensation Rates tab’s cells D11 – D23 appear to be off by one row. For example, the Compensation Rates tab’s cells D23 and D25 for the Master Scheduler’s and Senior

Technician’s Offeror Labor Categories both refer to the Price Matrix tab’s cell B24 for the Senior

Technician’s Offeror Labor Category.

Compensation Rates tab.

Question 2.a: Given that each Volume will be on a single CD and the Table of Contents will already be organized by Volume and all numbered CD-ROM/DVD copies of each Volume contain identical information, please clarify what information is requested in item c.

CD/DVD labels be sufficient to meet this requirement?)

Government Response: All pages of the proposal shall be marked as described in L.3.4.1.6

6) Reference: L.6.2.8 “…. Question: Are searchable PDF files generated by converting MS Word to PDF using Adobe Acrobat

Professional acceptable?

Government Response: No, the MS Word documents should be submitted in original format.

9) Reference: L.3.4.1.1 States that “Each page of the proposal shall be numbered, and each paragraph of the proposal shall have a reference number.”

Question: Each proposal section will have a number which corresponds to the proposal outline.

Does the Government require offerors to provide a separate reference number for each and every paragraph within each section? If so, please clarify placement and format requirements for such a reference number.
