Instructions
INSTRUCTIONS TO OFFERORS
| General | |
| 1 | TARDEC Technical Engineering Support (TTES) |
| 2 | Cost Plus Fixed Fee Level of Effort (CPFF-LOE) type contract. |
| 3 | Note that the Composite Rate on the "Summary" Tab may also be used to award completion type Work Directives on a Firm Fixed Price Basis. |
| 4 | Base Year and Four One Year Options (Five Years Total Inclusive of any Phase-In) |
| "Labor Category Descrip with Min Quals" Tab | |
| 1 | This tab lists labor categories that the Government anticipates will perform the preponderance of work to fulfill Work Directives under the TTES contract. Each category includes the TTES minimum required experience and education qualifications and also a BLS SOC (Standard Occupational Classification) labor category job code that the Government has determined closely resembles or is reasonably equivalent to the required position. Offerors are not required to use the referenced BLS SOC Job Code and may choose another one from the BLS SOC Definisions Guide if they determine it is more applicable. (http://www.bls.gov/soc/soc_2010_definitions.pdf ) |
| 2 | No Offeror Input is required on this spreadsheet. |
| 3 | Note that the workforce includes 17 professional employee labor classifications that are considered to be “Exempt” or not covered by the Fair Labor Standards Act (FLSA) and 4 Non-Exempt employee classifications that are subject to the FLSA. Since over 92%, of the required workforce are Professional Engineers and only a minor factor are Non-Exempt workers in the contiguous United States, the Service Contract Act (SCA), is not applicable for this effort per 29 CFR 4.113(a)(3), however, in the event that the Service Contract Act does become applicable over the five year period of performance, Offeror's should propose adequate wages and benenfits in order to meet the minimum requirements of the Prevailing Area Wage Determination.. The required Field Service Representatives (FSR’s) are Non-Exempt employees that generally travel outside the contiguous United States (OCONUS) and are also not covered by the SCA. |
| 4 | For Offerors that are not familiar with the Bureau of Labor Statistics (BLS) Standard Occupation Classification (SOC) System; the SOC was designed to reflect the current occupational structure of the United States. It classifies all known occupations into 840 detailed occupations. Each worker can be classified into only one of the 840 detailed occupations based on the tasks that he or she performs. Offeror's shall enter the appropriate BLS SOC Labor Category Job Code in the Price Matrix Tab for each of the 21 labor categories. |
| "Price Matrix" Tab: | |
| 1 | This Tab is for the Offeror to use for proposing its Proposed Ceiling Rates for the 21 labor categories. These rates represent the maximum amount reimbursable for the CPFF CONUS Effort and are the maximum amount that may be proposed for FFP WD's pursuant to Section H.9. These rates are not applicable for OCONUS work. In the event these rates become necessary, the Fee rate proposed on the GFPM Rates and Factor Tab will be used by the Government to calculate the fee. |
| 2 | Offerors shall input their proposed Ceiling Rates which should include for all possible contingencies in Columns C through G as applicable (Highlighted in yellow) |
| 3 | In Column B, Offeror should include the labor category nomenclature that the company normally uses in accordance with its accounting system |
| 4 | In Column H the Offeror shall enter the BLS SOC Job Code that they determine most realistically represents the duties associated for each of the 21 labor categories. |
| 5 | A person legally authorized to bind the prime company shall enter their name in column "I" and the date in column"J" for certification. They are certifying the company will provide personnel that meet or exceed the minimum qualifications in accordance with the TTES "Category Descrip with Min Quals" Tab throughout the entire performance period of the TTES task order. |
| "Summary" Tab (Summary of Total Proposed Cost and Work Directive 001) | |
| 1 | The Summary Tab auto-populates and Offerors are requested to verify that the amounts reconcile with the proposed amounts in the Part Three Offeror Format Pricing Model. Input Offeror's Company Name on Top of Spreadsheet (Yellow Area) |
| 2 | The amounts for the Base and Option Periods will not be incorporated into the Task Order as they are for proposal purposes only and are used to establish the Total Evaluated Price. The amount proposed on the "Summary" Tab for Work Directive 001 (Sub-CLIN 1001AA Base Award) will be incorporated in the Contract. See "Most Probable Cost" Tab. |
| 3 | The Government anticipates that the "Composite Rates" shown on Lines 44 through 46 will be the amounts used for awarding future CPFF Work Directives (Hours X Composite Rates). It is also anticipated that FFP Completion type Work Directives may get awarded using these composite rates peruant to Section H.9. |
| 4 | The Work Directive 001 Auto-calculates and uses the Composite Labor Rate from Ordering Period 1 which is multipled by the proposed hours entered by the Offeror. Offeror should enter its proposed hours in Cell AM42 - highlighted in yellow |
| "Most Probable Cost" Tab: | |
| 1 | This tab summarizes all proposed prices by CLIN and per period, and will indicate any USG adjustments for cost realism (after USG analysis), and calculates the Most Probable Cost. Most Probable Cost is equivalent to the Total Evaluated Price. |
| 2 | No Offeror input is required. |
| "Hours Check" Tab | |
| 1 | Proposed hours of Prime + Subcontractor for both at Warren Site and Contractor Site must equal the hours required by the Government as stated in this tab. |
| 2 | This tab will calculate hours proposed for each period, and indicate if there are any differences in hours between Proposed and Required. |
| 3 | No Offeror input is required on this spreadsheet, however Offerors should confirm that Proposed hours reconcile to Required hours. |
| 4 | Note that for proposal purposes, the Government is using a 1,880 hour productive year which assumes 200 hours of paid leave (Holiday/Personal/Etc.) per year. Offeror’s should propose using their normal fringe rates/overhead rates which may be based on a different assumption about paid time off (non-productive time), and any difference should be explained in the Part Two - Cost Narrative. |
| 5 | Prime's that have more than one Subcontractor providing any specific labor category, should add a spreadsheet to their OFPM that shows how the hours and subcontractor buy rates or FBLRs were developed. Example - Hours for subcontract ABC, and for XYZ, both providing Engineers. Show how composite rate and the total hours were developed in the OFPM and in Cost Narrative. |
| "Compensation Rates" Tab: (Fill in Yellow Highlighted Cells) | |
| 1 | Enter your proposed Warren Site - Direct Labor Rates for the Prime Labor Categories (Start in Ordering Period 1 even if not utilizing that labor category in all years). |
| 2 | Enter your Warren Site subcontractor FBLRs for the Subcontractor Labor Categories (Start in Ordering Period 1 even if not utilizing that labor category in all years). |
| 3 | Primes that have more than one Subcontractor providing any specific labor category, should add a spreadsheet to their OFPM that shows how the hours and subcontractor buy rate or FBLRs were developed. The Composite or Weighted Average FBLR for that labor category developed in the OFPM should go into column H of the Compensation Rates Tab |
| 4 | Enter your proposed Contractor Site - Direct Labor Rates for the Prime Labor Categories (Start in Ordering Period 1 even if not utilizing that category in all years). |
| 5 | Enter your Contractor Site subcontractor FBLRs for the Subcontractor Labor Categories (Start in Ordering Period 1 even if not utilizing that category in all years). |
