RCIS Pre-Solicitation Conference One-on-One Questions
In addition to the areas of concerns identified by industry during review of the posted draft documentation and Pre-Solicitation Conference briefing, the Government is requesting feedback to the following questions during the One-on-One Sessions:
1. The Government has provided Interface Control Documentation (ICDs) for the D- HMEE and MPCV (attachments 0002, 0003, 0004) to provide sufficient technical details to integrate your proposed SAC system to the host vehicles provided as Government Furnished Property. Do you foresee any challenges with successful integration based upon the technical information provided by the Government?
2. Given these ICDs, what extent of interaction or support would be needed from the vehicle OEMs to successfully integrate your proposed solution?
3. What location(s) would you recommend to integrate the SAC to the D-HMEEs?
Would you recommend performing the work at your facility, the vehicle OEM’s facility, or another Government installation (test site, Depot, etc) or any combination? Please consider during EMD (Pre-production) and during LRIP and FRP (production).
4. Does your company have substantiating data, in the form of test results, either in-house or relevant third-party Government or commercial testing documentation, to support the performance of your proposed SAC system relative to the Government’s requirements? Consider full up system and component/benchtop testing in your response.
5. What are the long-lead items needed for pre-production or production assets that the Government should be aware of in order to meet schedule constraints identified in the PWS, CDRLs and attachments provided? What is the lead time for these items?
6. Are there any areas of the RCIS Program Plan (Attachment 0015) or draft contract documentation in which you see areas of high risk? If so please be as specific as possible.
7. Is your company aware of the Unmanned Ground Vehicle (UGV) Interoperability
Profile (IOP) (Attachment 0014)? Does your potential system comply with the IOP, and which versions? If not, are there plans to incorporate the IOP into future designs? If so, how long will this process take?
