Title: Human Factors Engineering Analysis (HFEA) Use/relationship: The HFEA shall describe the status of the RCIS human factors engineering program. This Attachment contains the format and content preparation instructions for the HFEA resulting from applicable tasks delineated in the contract.
Requirements:
1. Reference documents. The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions shall be as cited in the current issue of the Department of Defense Index of Specifications and Standards (DOD ISS) at the time of the solicitation.
2. Format. The HFEA format may be Contractor selected but shall contain all of the Elements discussed below. Unless effective presentation would be degraded, the initially used format shall be used for all subsequent submissions. All updates shall be conspicuously indicated in a manner consistent with standard editorial practices.
3. Tailoring. The HFEA may be tailored as agreed to by the Government to reflect the program needs, acquisition category and phase of development. Additionally, the HFEA shall contain proposed tailoring of the requirements and guidelines as applicable to the contract, in addition to any tailoring already accomplished by the procuring activity. Proposed tailoring of the guidelines shall identify specific provisions, by paragraph, as applicable including supporting rationale. If no tailoring is proposed beyond that specified by the procuring activity, this shall be stated.
4. Content. The Contractor shall generate a report and updates that identifies capabilities and limitations of the system which shall include at a minimum the following information:
a. Content. The report shall contain the following information:
(1) Table of contents, list of illustrations, acronyms/abbreviations.
(2) Overview of the RCIS HFE program, scope, objectives, analysis and findings.
(3) Overview of the Soldier Workspace analysis scope, objectives, analysis and findings.
b. Report Body.
(1) Describe the status of the system’s human factors engineering program.
(2) Provide HFE detail design and soldier performance considerations as they relate to the operations, maintenance and support of the RCIS Type I and how these factors may impact the systems pre-established Manpower, Personnel and Training goals and constraints.
DISTRIBUTION STATEMENT A. Approved for public release. Distribution is unlimited.
(3) Documentation of differences, if any, between the current design and the RCIS Performance Specification.
(4) Identify design flaws that need to be remedied.
(5) Identify problems or concerns that need to be resolved to enhance total system operational effectiveness.
(6) Address HFE issues identified in the Human Systems Integration Plan (HSIP), HSI Issue Database and other tracking documents.
(7) Documentation to include diagrams, illustrations, drawings with measurements and files used to perform three-dimensional Jack Soldier Workspace Analysis using the 2015 Central 90% Computer Aided Design (CAD) Seven Boundary Condition ARL JACK ™ Human Figure Manikins for the initial submission, and with the Surrogate/crew compartment simulator/reconfigurable simulators or Actual System with the integration of RCIS Type I components for the final submission.
(8) Documentation, diagrams, illustrations drawings with measurements of the following, as a minimum:
(a) Functional groupings and arrangements of controls, displays/ interface panel(s), interfaces, control panel(s) and control(s) devices (hand, foot) to include purpose, hardware, software and corresponding assumptions.
(b) Controls, display/interface panel(s), display portal(s) and controls to include subsystems shown in relation to the overall crew or mission workstation/work area. Indicate where the controls/display/interface/control panel will be placed in the R-HMEE and Control Vehicle.
(c) Integrated GUI analysis showing proposed crew decision aids, notifications, portal(s), windows, software menus and/or other GUIs showing component integration with narration providing information about physical layout.
(d) Crew compartment design to include showing emergency egress routes with installed system, seating, interior views of screens, displays, interface panels, control panel(s) and control device(s), restraints, BII, and stowage of crew equipment.
(e) Workspace analysis, showing Crew and other mission seating (if so designed) showing accommodation of the central 90% of the population utilizing the JACK mannequins furnished as GFI with the installed system in the vehicles. Show and provide standard clearance dimensions (ref MIL STD 1472G Table XXX and Figure 42) of all mannequins to show accommodation in the station.
(f) Workspace analysis to show accessibility of the central 90% of the population accommodation in installing the system components on the vehicles utilizing the GFI JACK mannequins.
(9) Identification of capabilities and limitations identified as a result of the analysis. The Contractor shall document the differences, if any, between the analysis and the RCIS Performance Specification.
c. Summary and Conclusions. Overall and subsystem functionality risks with a detailed risk mitigation plan to include all necessary cost, schedule, and technical data provided to the Government if the HFEA/Soldier Workspace Analysis shows that the design does not meet the RCIS Performance Specification. The Contractor shall provide follow-on analysis and reports to demonstrate corrective actions as necessary.
5. Updates. Updates in the Jack Soldier Workspace Analysis will identify changes in design, functional groups and reason for the change.
