Facilities Clearance Requirement for Route Clearance & Interrogation System (RCIS) Type I program
Product Manager (PdM) Appliqué and Large Unmanned Ground Systems (ALUGS) presently forecasts releasing the Request for Proposal (RFP) for RCIS Type I Third Quarter of FY17. In order to give all prospective offerors the best opportunity to submit a proposal, this notice is posted to advise that a Facility Clearance (FCL) at the SECRET level will be required for award. The below procedures may be utilized for sponsorship by any interested sources that do not currently hold an FCL but intend to submit a proposal in response to the RFP once it is released.
To request sponsorship for an FCL an offeror shall:
1. Download and review both the FCL Orientation Handbook and the FCL Sponsorship Letter from this announcement.
2. Complete Sections 1-13 of the FCL Sponsorship Letter and return to Ms. Carrie English via electronic mail at carrie.l.english.civ@mail.mil.
Offerors are advised that simply requesting sponsorship through this process does not ensure that the Defense Security Service (DSS) will complete processing and approval of a FCL request prior to the RFP closing. The Government recommends that interested vendors begin this process immediately, as it could take 2-3 months or longer. Please note that submitting a request does not guarantee approval from DSS.
Additional information regarding obtaining an FCL may be viewed at: http://www.dss.mil/isp/fac_clear/per_sec_clear_proc_faqs.html
Submit any questions regarding this announcement to Carrie English via electronic mail at carrie.l.english.civ@mail.mil.
