Drayage Solicitation Questions

Germany

1. Is the meaning of operating hours the same as support hours?

Answer: PWS paragraph 1.8 says that both the operating hours and the support hours at all of the Germany warehouses is from 0730 to 1600 except for Sembach which is 0700 to 1530.

2. How long can we perform turn in and issue services per day only 7.30 AM to 4PM or until 6 PM?

Answer: Turn in and issue services can only be done with-in the support hours or operating hours.

There is no Government Employee in the warehouse after the operating hours and the warehouse is closed. PWS paragraph 1.8 says that both the operating hours and the support hours at all of the Germany warehouses is from 0730 to 1600 except for Sembach which is 0700 to 1530.

3. Will there be still AM/PM appointments ordered or can the order performed during daytime?

Answer: PWS para 5.2 says that the appointments can either occur in the morning or afternoon.

Contractor shall meet delivery/pickup times IAW appointment times on the delivery/pick up document provided by the Government.

4. PWS 1.8-Operation hours without breaks? No lunch time? So the contractor is able to load or unload between 07:30-16:00?

Answer: The working hours include a lunch break, generally lunch break is from 12:00 – 12:30 hrs for Government employees. A Government employee has to be present when loading the truck.

See PWS 5.2.1 Drayage Services

5. PWS 1.19.4-When get the contractor the information, that it is a "key" customer? Is there enough time to get the key one day prior to optimize the process? According to the PWS the key is either at the warehouse or a designated point e.g. at the housing office on post. To understand - this won't change. The contractor will get all the keys at the warehouse OR at this designated point. How to proceed when the key is not there?

Answer: There is sufficient time to get the key one day prior at the housing office or the designated point. If the key is not there Contracting Officer Representative (COR) is the Point of Contact for further guidance.

6. PWS 1.19-4 references Name badges: So in our solicitation where employees are putting furniture into or out of the houses a company t-shirt would be ok?

Answer: See PWS 1.19.4, if the contractor is unable to wear an identification badge due to safety considerations, then the Contractor shall provide a company shirt that clearly identifies that the employees as working for the contractor’s company.

7. PWS 1.28.2- All information and the corresponding paperwork is finished before 12 PM?

Answer: PWS 1.28.2, only pertains to same day delivery requests. This states that the Government will provide notice to the Contractor no later than 12:00PM of the day of the pick-up/delivery. All information necessary for delivery will be provided before noon.

8. PWS 1.28.5- How is the definition of a bulk move? More than 2 rooms of a building? Or more than 2 addresses of Family housing? Is this possible for AFH and UPH?

Answer: Bulk moves are different than regular movements, Bulk Moves are for building renovations, openings or closures and involve multiple living quarters. PWS 1.28. Bulk moves can apply to AFH and UPH.

9. PWS 4.2- Please explain the process for the delivery of an appliance. Which tools and equipment we have to take with us. In Bavaria there is often limy water and the contractor cannot disconnect the appliance (e.g. leased housing Netzaberg area in Graf) in the actual contract, the contractor informs housing and they advise further steps. Once the outlet is in a proper manner, the customer will get a new appointment. So please explain which problems are covered by this contract or is the term "Equipment and tools" for the installation or uninstallation itself without considering of any problems?

Answer: PWS 4.2 The Contractor shall provide all necessary equipment and tools to complete the drayage service portion of this PWS as referenced in 5.2.1. Under 5.2.1.2 Contractor shall install/assemble and disassemble/uninstall furniture and appliances at delivery/pick up location. The Contractor is the subject matter expert for issues like that. Instances where appliances cannot be installed due to safety or other considerations will be handled on a case by case basis.

10. PWS 4.3.1- Sorry for this questions and it's different to previous solicitations - but why do we need the contract number on the truck? And do we need the contract number on every paperwork design?

Answer: It is necessary that the customers recognize that the company is working under a contract for the United States Government. The PWS is not specific to paperwork design.

11. PWS 4.5- This is only for UPH? Because only in buildings on post we have enough time to make an appointment to explain and talk about the details. For AFH we have no information according the staircases or the house itself. Often the contractor has no information about the floor etc.

So we don't know, where we need special lift equipment.

Answer: This is not only for UPH. The responsibility for having proper equipment is on the contractor. Generally, this requirement pertains primarily in Belgium, however, may apply in other areas as well.

12. General question concerning the workers at the warehouse: Referring on topics like Corona -how to proceed if an employee is ill (in the morning or e.g. from 12PM on)? In Graf e.g. 6 employees for the warehouse are standard and one is ill. So we have to schedule 7 the next day? How to proceed?

Answer: The Contractor must provide the minimum amount of warehouse workers every day. When workers are ill or on leave, replacements must be provided.

13. Information concerning AM/PM appointments (how is the time frame? Are there time frames for the customers? If yes, which?), e.g. the information how we get the information from the Government (how is the design of the paperwork which is from the eMh system.

Answer: The Contractor will receive the information from the Government in an adhoc document based on emH. The customers have the same appointment window AM or PM. PWS paragraph 1.8 says that both the operating hours and the support hours at all of the Germany warehouses is from 0730 to 1600 except for Sembach which is 0700 to 1530.

14. How is the "normal" process of a delivery or a pick up for appliances and furniture? Who is our

POC in case of questions?

Answer: See PWS 1.27, Regular Drayage Service. The POC for questions is the Contracting Officer/FMO Chief

15. We will do everything to support the U.S. (we are working for the forces since the 1970s) but it is difficult to calculate if there might come more and more soldiers to Germany and we have no way to adapt. So the questions is - which are the figures we should calculate with? Because the data from the historical workload is coined by the impact of CORONA and without the impact of the actual war in Europe. So is there a calculative maximum - the average of the historical workload plus x percent?

Answer: The estimated workload was calculated utilizing an average Cubic Meters shipped from 2018-2020 of the current contract and also factors in IMCOM’s estimated future needs. Due to the time when the estimated workload was calculated, workload data from 2021 was not yet available and was not used. The Government also notes that the 2021 historical data that it has since received is lower than previous years because of fewer movements due to the corona virus pandemic.

However, the estimate provided reflects drayage shipments at the normal, non-pandemic amounts.

16. In regards to historical data-The sum is correct but in nearly every month the amount of Short notice is missing. Can you explain why? Is this also on other sites? And how should we calculate with historical data if the historical data (as basis for the calculation) is not correct?

Answer: Attachment 3 (Historical Workload Data and Key) identifies the historical data for short notice services. Please review the data key at the beginning of attachment. There are letters, “AA”, “AB” etc on the left hand side of the data key, these letters correspond to different data points. This is where to find the historical data for “short notice”. For example, “AF” reflects the data point “Local Drayage Baumholder Area Short Notice Services”. These identifiers vary by area, the historical data key identifies all this information.

17. PWS section Subfactor 1: Experience must be for contract performance within Europe. Contracts performed outside of Europe will not count toward experience. Contracts may be with the U.S.

Government, the Host Nation Governments (to include state and local governments), or with commercial customers. We currently perform identical services as written in the PWS for our client the Air Force. It is a multi-year contract that services an entire base. Since we perform the exact same services as what you are requesting, would the government be open to amending this statement to accept Past Performance of identical contracts regardless of location?

Answer: The Government will evaluate proposals as stated in solicitation W564KV-22-R-0002.
