About this file
This document contains questions and answers regarding a draft solicitation for drayage services in Germany. The solicitation seeks a contractor to provide transportation and warehousing services for household goods and other items between the CFMO warehouse in Eschenbach and delivery locations within a 75 km radius. The most common items transported are furniture, appliances, and other household goods. Warehouse staff are responsible for warehousing functions during specified operating hours but may also support delivery operations during regular and peak periods. A delivery constitutes movement from the warehouse to a customer address, while a pickup involves movement from a customer address to the warehouse. The related federal contract opportunity provides additional context, with the Department of the Army Materiel Command Army Contracting Command issuing a draft solicitation for drayage services in Germany to allow interested vendors time to prepare prior to release of the final solicitation.

Drayage Solicitation #W564KV-22-R-0002 Questions
13 July 2022
Germany
1. Can the government specify what were the most common moved (picked /delivered) items?
Because from the historical data it is not clear what is moved, we just see the inventory, for vehicle planning it would be important to know what are the most common moved items in Germany.
Answer: The most common moved items are wardrobes, beds, frame, mattresses, washers, refrigerators, dryers, tables, ranges, chairs and sofas.
2. Can the government clarify if from Grafenwöhr warehouse to Hohenfels the radius is 75 km?
(On Google it says 100 km but the historical data in Grafenwöhr shows very little movement above 75 km but much movement till 75 km).
Answer: The point of origin for the measurement of the delivery radius and loading address is, CFMO, Pressather Str. 61, Eschenbach 92676. The distance is calculated using straight-line distance.
3. Can the government please clarify if the warehouse workers only perform warehousing services or can they also be a part of the delivery team for regular or peak time’s drayage services?
Answer: The Contractor is responsible for providing the minimum number of warehouse augmentation employees as defined in the Performance Work Statement (PWS) Paragraph 1.31 during the operating hours defined in PWS Paragraph 1.8.2.
4. Can the government please define what is a pickup and delivery? Example: we get an order to pick 3 appliances at the FMO and to deliver to one client. Would that count as one pick up and one delivery? Or would this be just one delivery count and no pick up count?
Answer: A delivery is a movement from the FMO warehouse to the customer’s address as noted on the delivery document. A pick up is a movement from the customer’s address as noted on the pick-up document to the FMO warehouse.
