SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
CORRECTED Q&A 2 AUG 2016
Solicitation 2 Questions and Answers (Corrected 2 Aug 2016)
Q1. Concerning Section L, Volume III, Section 2 - Past Performance:
Q1A. Due to the high frequency our Clients receive evaluation requests and the sensitivity of their schedule(s), will the USG allow the submission of a previously completed Past Performance Questionnaire if the same or similar information has already been addressed?
A1A. If the previously completed questionnaire provides all of the required information, the submission of a previously completed Past Performance Questionnaire is acceptable.
Q1B. If yes, will the Government allow this document to be included with our proposal submission and exempt from the page count?
A1B. Past Performance Questionnaires will not be included in the page count.
Q2. Concerning Section L, Volume III, Section 2 - Past Performance:
Q2A. What is the due date of the Past Performance Questionnaires?
A2A. Questionnaires should be received by the solicitation closing date.
Q2B. What is the preferred method of delivery?
A2B. The preferred method of delivery for the questionnaires is via email to the contacts listed in Addendum to 52.212-1, item 2. ELECTRONIC SUBMISSION.
Q3. Concerning PWS 1.6.1; FAR 52.237-3; PWS 1.6.1 states Phase In/Phase Out is N/A; however, FAR 52.237-3 Continuity of Services (a) requires the contractor to agree to (1) furnish phase-in training and (2) exercise its best efforts and cooperation to effect and orderly and efficient transition to a successor. Paragraph (b) requires the contractor to furnish phase-in, phase-out services for up to 90 days after the contract expiration. Would the Government clarify the apparent conflict between the PWS reference and FAR clause?
A3. The PWS has been edited to align more closely with the FAR clauses. The Government reserves the right to request phase-in/phase-out services for up to 90 days after the contract expiration IAW FAR 52.237-3, as actual training can only occur during a rotational training exercise, but is not expected at this time. The built-in 30 day period as described in “GENERAL INFORMATION paragraph 1 applies.
Q4. Concerning the Solicitation’s Contractor fill-in clauses:
Are contractor fill-in clauses (FAR 52.203-2, 52.204-17, 52.209-2, 52.209-5, and 52.209-9) part of Volume I?
A4. Yes.
Q5. Concerning Solicitation "REQUIREMENT: A Table of Contents shall be created which outlines the contractor's proposal submission."
Q5A. Where shall a contractor add the Table of Contents?
A5A. The Table of Contents shall be located at the beginning of its applicable volume.
Q5B. Does each Volume require a separate Table of Contents?
A5B. Yes.
Q6. Concerning Solicitation paragraph (b) of FAR 52.212-1 Supplement, 4.a. Volume I (4) DFARS 252.229- 7001 ALT 1 Tax Relief, AND FAR 52.212-4 Contract Terms and Conditions-- Commercial Items. If the contractor is not a foreign concern, are taxes and duties applicable per FAR 52.212-4?
A6. The offeror is responsible to determine the applicability of FAR 52.212-4, and DFARS 252.229-7001
ALT 1.
Q7. Concerning Solicitation clause FAR 52.243-7 Notification of Changes (APR1984); Per FAR 43.107 provision, please confirm applicability of this clause.
A7. FAR 52.243-7 Notification of Changes applies to this solicitation.
Q8. Concerning Solicitation FAR 52.215-8 Order of Precedence--Uniform Contract Format and Solicitation FAR 52.212-4 (s) Order of Precedence: Would the Government confirm which Order of Precedence is applicable to the contemplated contract?"
A8. FAR 52.215-8 has been removed.
Q9. Does the Table of Contents count against the 50 page limit per volume?
A9. The TOC is not included in the page limit for any volume.
Q10. Does the Combined Synopsis/Solicitation under solicitation number W564KV16R0034 contain requirements similar to a current contract? If so, what is the current contract number and provider?
A10. W564KV-16-R-0034 is a follow-on acquisition to W912PB-11-D-0009 and the provider is:
PAE Aviation and Technical Services LLC Mannheimer Str. Panzer Kaserne, Bldg 3004 67657 Kaiserslautern
CAGE: CA583
Q11. Concerning PWS Section 1.6.1.1, a 30-day contract transition period is mentioned in PWS Section
1.6.1.1 Phase In. QUESTION: On which date does the Government anticipate this phase in to begin? How might this change if the contract start date is 15 August and the contract award date is after 15 July, 30-days prior to contract start?
A11. The phase in will start as soon as contractually possible. It is anticipated that the period of performance of the first task order under this contract will not begin until 30 days after award. These dates will be adjusted to reflect the current actual contract award date.
Q12. Concerning PWS paragraph 5.4.9 - The contractor shall provide Field Dining Shelters and Preparation and Issuance of Meals. Question: Shall the food preparation and issuance services be priced under CLINA089 OR are the food preparation services included in CLIN A090-A104?
A12. CLINs A090-A104 are used for a fully Contractor-supported feeding operation. CLINA089 is only a standalone multipurpose tent to be used by the training unit for its operational purposes. One example would be if the supported unit is preparing and feeding without contract support, but still require a space to perform this operation. Another example is if the training unit on a large rotation requires extra training, sleeping, or meeting space. In very rare occasions, the task order may require both CLIN A090-A104 and CLIN A089 when the tent will serve additional purposes, i.e. to facilitate training or meetings between meals.
Q13. Concerning CLINS A089 - A120 Food preparation. Question: Will ALL ingredients and uncooked food needed for food preparation, be furnished by the government OR will the contractor provide any ingredients?
A13. The Government will provide all ingredients and uncooked food needed for food preparation through the local TISA. However, the Contractor remains solely responsible for picking up the food from the
TISA.
Q14. In the PWS 4.4 Equipment states: “Forklifts: Must be between 4,000kg and 25,000kg.” Question: Is the weight the “lifting capacity” or is it the “total weight”?
A14. This refers to the forklift’s lift capacity.
Q15. Concerning the number of DFACs used during rotations (task order):
Q15.a. How many DFACs are currently / will be operational at the same time when food preparation services are ordered under CLIN A021 1.001 - 1,500 Participants?
A15a. The number of operational DFACs depends on the number of concurrent training rotations. The maximum capacity for a hardstand DFAC building is 500 persons per feeding cycle. For additional information on field training site requirements and capabilities please review the attached JMRC Comp Building Guide.
Q15b. If the number of operational DFACs is up to the contractor, is there a minimum of DFACs to be opened for a specific number of participants?
A15b. The Government provides the Contractor the number of personnel to be fed and the Contractor decides how many DFACs to use. However, if the Contractor fails to feed the number of training personnel within the required feeding time frame, corrective action will be taken. IAW A15a., estimate 500 personnel per DFAC per feeding cycle.
Q16. Concerning Exhibit 4-8 and 4-9 - example Task Order (TO) Requests: The images contained in the PWS document are extremely hard to read and almost illegible when magnified. QUESTION: Would the USG please provide full page images for Exhibits 4-8 and 4-9?
A16. Full size examples are posted with this amendment.
Q17. Concerning PWS 5.2.1 and 5.3.1: Would the Government clarify the Quantity and Unit of Measure in the Price Sheets for ELINs A203 Standard Route Shuttle Bus Transportation through A212 on Call Transportation Services.
A17. The exact routes and distances are not known at this time, but will be defined at the task order level. The quantities listed are the estimated annual requirement for each respective ELIN. The number of passengers represent the required bus sizes per ELIN. For example, ELIN A203 requires a bus that can hold between 5 and 12 passengers, and so on for each ELIN. Having separate ELINs allows the offeror to allow for the different costs associated with the required bus sizes. The unit of issue for ELINS A203, A204, A208, and A209 has been corrected to ‘per hour’ and the term “Route Hours” has been removed from the description for each. Reference W564KV-16-R-0034 Price Sheets 2 Aug 2016.
Q18. Concerning PWS Part 5 Specific Tasks – On Call Transportation Services: What assumptions are going to be made on the frequency of this requirement?
A18. On call services are normally in relation to major training events, for example, air drop operations, and to move troops from one place on the battle field to another in order to simulate air drops. It is estimated that the Government will require about 100 hours per rotation (Task Order), with about 10 rotations annually.
Q19. Concerning PWS Part 4 Contractor Furnished Items and Services – 4.3 Materials: Are we assuming we will receive a DODAAC for material purchases or are we commercially procuring all material/equipment (i.e.
cleaning supplies, Class IV material for installation/repair of contractor provided facilities)?
A19. The government will not provide a DODAAC or otherwise provide Contractor Furnished Items and Services required under PWS Part 4. The contractor is responsible to supply all Contractor Furnished Items and Services.
Q20. Concerning PWS Part 3 – Government Furnished Property, Equipment, and Services –
3.3 Facilities: USG will provide workspace but not commercial phones/internet: How are we going to fill this need?
A20. Commercial phone and internet services are currently in use by the current contractor but the Government does not have insight of how these services were obtained.
Q21. Concerning PWS 1.6.2 Contractor Management – Duty Hours 0800-1700. PWS 1.6.5 states that hours of operation are M-F 0800-1600: QUESTION PART A: Which is correct? QUESTION PART B: What assumptions are going to be made to account for OT and US/Germany holiday work?
A21a. The PWS has been modified to show 0800-1630 for paragraphs 1.6.2 and 1.6.5.
A21b. OT and work on German and American Holidays is generally required during the performance of each task order. However, the specific days are not known in advance but will be identified when the task order is issued.
Q22. Concerning PWS Part 2 Definitions and Acronyms: Work Week: See question above (1.6.2).
A22. The definition of Work Week has been modified to state Monday through Friday 0800- 1630, unless otherwise specified in Task Order.
Q23. Concerning PWS 1.6.2.2 – Contractor Liability: Are we assuming any LTDD of Gov’t Material/ Equipment which will require repair/replacement? We are responsible for all material/equipment on our books unless a Gov’t employee is responsible for the damage.
A23. Contractor Liability for GFM/E is defined in FAR clause 52.245-1 (h).
Q24. Concerning PWS 1.4 Functional Primary site is Hohenfels with TDY in Grafenwöhr: Who is responsible for travel between sites and employee sustainment (meals/incidentals/lodging) while on TDY?
A24. The Contractor is responsible for arranging transportation for and sustainment of the contractor’s employees.
Q25. Concerning PWS pg.6, #1.6.15, REQUIREMENT: Special Qualifications: Qualifications are a key factor to the performance of this effort. The contractor shall furnish resumes-with the names removed--and supporting documentation of perspective employees to JMRC for approval prior to hiring. The Government reserves the right to reject proposed employees if their experience doesn’t support JMRCs mission.
QUESTION: Does this refer to all employees? Could not find anything in regards to "key personnel". This is a potential schedule risk.
A25. Key Personnel are identified in PWS para 1.6.18
Q26. Concerning Solicitation Page 21 of 87 (NOTE): QUESTION PART A: Technical Subfactor 1.1. – Prior Experience. If a prime bidder does not demonstrate overall spend of at least 13M Euros/annually over the past five years, will they be considered not technically acceptable? QUESTION PART B: How will this spend be validated by the Government?
A26a. Correct.
A26b. The Government will total the annual value of relevant logistical support experience as defined in the synopsis/solicitation.
Q27. Confirm that it is correct that there is NO SF1449 form presently in Solicitation 2. Should the offer be submitted without SF1449?
A27. The Combined Synopsis / Solicitation issued 7 July 2016 was not issued on a SF1449 per FAR Part 12.603(b). Therefore proposals are not required to be submitted on an SF 1449. Offerors are reminded to refer to FAR Provision 52.212-1(b) and its supplement in the Addendum to 52.212-1, specifically paragraph 4.a.
Q28. Concerning Paragraph (b) of FAR 52.212-1 Instructions to Offerors Supplement, subparagraph 4.a.(2).
Instructions To Offerors Supplement (para 3.) contains a 50 page limitation for each volume, but 4.a.(2)requires proof of SAM registration which can exceed 15 pages- QUESTION: Does the proof of SAM registration at paragraph 4.a.(2) count toward the 50 page limit?
A28. The 50 page limit does not apply to Volume I.
Q29. Concerning FAR 52.212-1 Instructions to Offerors--Commercial Items (OCT2015), Sol page 16, FAR 52.212-1 Instructions to Offerors--Commercial Items: What Volume should the Offeror's response to the clause (b)(1)-(8) be included?

Q30a. What Volume should the Offeror's response to clause fill-ins be included?
A30a. Responses to all offeror representations and certifications shall be included in Volume I as part of the signed and dated Synopsis / Solicitation.
Q30b. Do clause fill-in's count toward the 50 page limit? A30b. The page limit is removed from Volume I.
Q31. Concerning Volume III, Past Performance Sol page 22: In the event that the Offeror is required to submit a new PPQ for each of the proposed projects and the CO is not able to turn in the completed document by the submission close date, will the USG allow us to insert the PPQ with just Part 1 completed as a placeholder in the proposal until the CO submits the full signed and completed evaluation form?
A31. Yes.
Q32. Concerning FAR 52.212-3 Offeror Representations and Certifications--Commercial Items (APR2016) Sol pages 26-41; FAR 52.212-3 (b)(8) requires a copy of representations and certifications (Reps&Certs) at FAR 52.212-3(b); Reps&Certs clauses start on solicitation page 26 and ends with FAR 52.245-9 Use and Charges clause on page 72. QUESTION: Does the Offeror's response to these clauses (15 pages) count toward the 50 page limit?
A32. The page limit is removed from Volume I.
Q33. Concerning FAR52.222-22 Previous Contracts and Compliance Reports (representation) (FEB1999) and FAR 52.222-25 Affirmative Action Compliance (APR1984) Sol page 53; the clauses FAR 52.222-22 and FAR 52.222-25 require contractor fill-in representation.
Q33a: What Volume should the Offeror's representations be included?
A33a: The Offeror’s Representations and Certifications shall be included in Volume I as directed in Addendum to 52.212-1, “PARAGRAPH (b) OF FAR 52.212-1 IS SUPPLEMENTED AS FOLLOWS,” paragraph 4.a.(1).
Q33b: Does the Offeror's response to these clauses (2 pages) count toward the 50 page limit?
A33b. The page limit is removed from Volume I.
Q34. Concerning W564KV-16-R-0034_Price_Sheets_7_July_2016 spreadsheet: QUESTION: Total Evaluated Price. Assuming the bid price is reasonable, balanced, and complete, the Government intends to award based on lowest price of technically qualified bidders resulting from the value in cell B10 of the Summary Tab of the Pricing Sheet, is that correct?
A34. Yes. Please be aware that all price offers will be independently evaluated to ensure that the sum in cell B10 of the Summary Tab of the Pricing Sheet is accurate.
A35. The phase in will start as soon as contractually possible. It is anticipated that the period of performance of the first task order under this contract will not begin until 30 days after award.
Q36. Government furnished quarters can be provided as needed DFAC staff for the duration of an exercise.
How do we handle meals for DFAC staff? Do we assume they eat government furnished meals too?
A36. The Government does not provide meals for contractor personnel. The Contractor is responsible for the sustainment of the contractor’s employees.
Q37. Concerning Additional Instructions to Offerors PARAGRAPH (b) OF FAR 52.212-1 IS SUPPLEMENTED AS FOLLOWS, Paragraph 3. This paragraph states in part "A page, for purposes of this solicitation, is defined as one side of standard sized sheet of paper (US letter 8.5" x 11" or European A4 8.3" x11.7"), Times New Roman font size (12), proportional spacing permissible, 1 inch margin (European 2.5.4cm) on all sides, single spaced." Question: Will the Government permit the use of 11x17 sized sheet of paper as foldouts with each of these sheets counting as two pages?
A37. The Government permit the use of 11x17 sized sheet of paper as foldouts with each of these sheets counting as two pages.
Q38. Concerning Additional Instructions to Offerors, PARAGRAPH (b) OF FAR 52.212-1 IS SUPPLEMENTED AS FOLLOWS: Paragraph 3: font size requirement is Times New Roman, font size (12) and information printed on charts and graphs may be a smaller font; however, the charts and graphs must be clearly legible, regardless of font size. Question: Will the Government please confirm whether the text within the page header and footer is consistent with the recommendations for font size in charts and graphs?
A38. The text within headers and footers shall follow the same requirements of font type and size.
Q39. Concerning PARAGRAPH (b) OF FAR 52.212-1 IS SUPPLEMENTED AS FOLLOWS:
Paragraph 4.c. Volume III. Past Performance Factor. Offeror shall include any contracts listed under the Experience Technical Subfactor as a source of past performance, and may include other past performance similar to the procurement under consideration. Question: Would the Government please clarify that “any contracts” listed under the Experience Technical Subfactor may be evaluated as a source of past performance, but are not required to be included as specific contract data references in Volume III Past Performance Factor?
A39. The contracting officer will evaluate past performance in accordance with FAR 15.305(a) (2), to include any information that is available to the contracting officer. The contracts submitted to meet the criteria in the Factor 1 - Technical are subject to evaluation under Factor 2
- Past Performance.
Q40. Concerning PARAGRAPH (b) OF FAR 52.212-1 IS SUPPLEMENTED AS FOLLOWS:
Paragraph 4.c. Volume III. Past Performance Factor. This paragraph states “Offeror shall be understood to be the Prime contractor and shall identify any applicable subcontractor performing 25% of services under the contract line items in the Schedule.”
Q40a: Would the Government please clarify the specific requirement to “identify” subcontractors performing 25% of services under each contract line items in the Schedule?
A40a. The offeror shall identify any applicable subcontractor performing 25% of the total value of the services required by the prime contract.
Q40b: Because the makeup of each line item is specific to that task, and total percentage breakdowns are not known at this time, would a list of the subcontractors be acceptable?
A40b. A list of subcontractors with the subcontractor’s responsibility listed as a percentage of the total value of the prime contract will be acceptable.
Q41. Concerning Addendum to FAR 52.212-2 b.(2)(b) Relevancy. This paragraph states “Relevant is defined as contracts performed for exercise logistic support services with an estimated annual value comparable to this requirement.” Question: Would the Government please clarify if the “estimated annual value comparable to the requirement” is the same value as stated in the (1) Subfactor 1.1 – Prior Experience Note: “NOTE: relevant logistical support experience means that it is similar to the work contemplated under this PWS in terms of type, complexity, and magnitude (minimum of €13,000,000 combined total annual value)”?
A41. Yes, the same value (minimum of €13,000,000 combined total annual value) may be applied to the definition of Relevant in FAR 52.212-2(b)(2)(b) Relevancy.
Q42. Concerning PWS 1.6.11.3 Access and General Protection/Security Policy and Procedures. This paragraph states in part, “The contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and local policy.” Question: Will the Government provide copies, or a URL and title, for the referenced DOD, HQDA, and local policy publications so offerors can fully understand the installation badging requirements?
A42. The requirements are listed in Synopsis / Solicitation Clauses 52.204-9(a), which may be found at http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/52_000.htm#P670_92619, and 5152.225-4001, which is included in full text in the Synopsis / Solicitation. AE Regulation 190- 16, Installation Access Control may be found at http://www.bavaria.army.mil/docs/AER-190- 16.pdf.
Q43. Concerning PWS 1.6.12.7 For Contracts That Require OPSEC Training. This paragraph states, “According to AR 530-1, new contractor employees must complete Level I OPSEC training within 30 calendar days after they report for duty. All contractor employees must complete annual OPSEC awareness training.”
However, AR 530-1 does not state whether Foreign Nationals working for contractors can or must receive
OPSEC training. Will the Government please confirm this requirement is for all contractor employees to receive Level 1 OPSEC training, and whether there is any prohibition for Local Nationals, Foreign Nationals, etc. to receive this training?
A43. OPSEC training is required and will be provided. However, the LN/LN Contractor training has been modified so as to conform to applicable laws. The COR will coordinate all required training with the Contractor PM.
Q44. Concerning PWS 5.4.1 Operation of Government Provided Trucks and Trailers. This paragraph states “The Contractor shall be licensed to operate Government provided trailers/trucks for transportation of fuel and ammunition.”
Q44a: Will the Government please clarify whether the contractor’s Class III (Bulk) and Class V vehicle operators must be licensed by some Government licensing activity, or if contractor-furnished training and German driver’s licenses will suffice?
A44a. For the Class III Bulk fuel tracks, the drivers shall have a German ADR- Schulungsbescheinigung approved license in order to receive the military TMP license and attend the required additional training, which consists of a briefing and in some cases a road test.
Q44b: Will the Government please specify the procedures the contractor must follow in order to have these vehicles dispatched to their operators for mission requirements?"
A44b. The contracted driver only needs a task order and appropriate licenses. The vehicles are dispatched from the local motor pool or vehicle holding yard the same as any other authorized user.
Q45. Concerning PWS 5.4.4 Class III (Bulk Fuel) Distribution and Helicopter Fueling. This paragraph establishes the requirement to refuel helicopters at a frequency specified in Government-provided Task Orders. If the sample Task Orders at Exhibits 4-8 are truly representative of a Government Task Order, the level of effort cannot be reasonably determined with the data provided. The sample Task Orders reflect helicopter refueling on the basis of number of participants. The Government's requirement for this service does not indicate the number of fuel points to be manned, the number of aircraft to be refueled, and whether these refueling operations are to be conducted on aircraft with engines turned off or if the contractor is required to support "Cold" (engines off) or "Hot" (blades turning) refuel requirements.
Q45a: Will the Government specify the number of refuel points the contractor is required to man on a daily basis?
A45a. The actual requirements for manned fuel points is rotational based, however, there are six helicopter refueling points: the primary Forward Arming and Refueling Point (FARP) at 40S, the Hohenfels Training Area FARP, two FARPs in the Grafenwöhr Training Area, and two airfields on Grafenwöhr and Rose Barracks. Tracked and wheeled refueling points can vary, generally HS-72 in Albertshof. Occasionally the contractor may be required to deliver retail fuel to other locations in the Hohenfels Training Area, Albertshof Training Area and Grafenwöhr Training Area. The actual requirements will be outlined in each Task-Order.
Q45b: Will the Government clarify the conditions under which helicopter refuel operations (cold or hot) are to be performed?
A45b. Only cold helicopter refueling operations are permitted.
Q45c: Will the Government specify what models of helicopters the contractor is likely to have to refuel?
A45c. The Contractor will refuel all types of NATO, Partners for Peace, European Union, Allied Nations, any multi-National organization, and US helicopters. However, the models of helicopters supported is not pertinent, as the Government will supply the refueling equipment and the task order will identify the expected quantity of fuel to be dispensed.
Q46. Concerning PWS 5.4.9.3.1 Contractor Provided Food Storage. This paragraph states in part, "The Contractor shall provide proper storage and handling of food materials." Based on the fact that PWS Exhibit 4-16 indicates that the Government-Furnished Dining Facilities are equipped with Refrigerators and Freezers, it is not clear where the contractor will be required to provide food storage capability. It is assumed, therefore, that this requirement is for use in the contractor's Field Dining Shelter described in PWS 5.4.9. Question: Will the Government clarify when and where the requirement for Contractor-provided Food Storage capability exists?"
A46. The contractor shall provide refrigerators and freezers in addition to GFE wherever required in order to support the training rotations. The very limited refrigeration/freezers units located within the hard stand DFAC(s) in most cases does not meet the requirements for large rotational exercises.
Q47. Concerning PWS Exhibits 4-8 and 4-9, Sample Task Orders. The PDF copies of the two sample Task Orders are very small and consequently the text is blurred making them hard to read. Additionally, it is hard to determine the quantities of equipment or services to be provided. For example, in Exhibit 4-9, page 1 ELIN A313AC calls for one water delivery to an unspecified location. In addition to the delivery location not being identified, there is no indication of how much water is to be delivered. The same issue applies to ELIN A313AF, where two water deliveries of an unknown quantity to an unspecified location are to be made. ELIN 314 serves as another example of not being able to understand the Government's requirements. ELIN A314AK calls for bulk fuel distribution and helicopter refueling for a period of 27 days but provides no indication of the volume of fuel to be distributed or the number and type of aircraft to be refueled on a daily basis.
Q47a: Would the Government please provide copies of the sample Task Orders that are more legible?
A47a. Samples are provided with this amendment that are more legible.
Q47b: Would the Government please provide the location and the quantities of all items to be delivered?
A47b. Not at this time. Specific requirements are provided in each task order. Please refer to the JMRC rotational planning guide for planning guidance.
Q48. Concerning PWS 1.6.24.1 Safety Plan and Program. The contractor shall develop a Safety Plan IAW DA PAM 385-10. Question: Will the Government please confirm the Safety Plan is due 30 days after contract start?
A48. The Safety Plan is due 30 days after the contract starts.
Q49. Concerning PWS 1.6.25.1 Environmental Compliance Plan and Program. In the performance of this contract, the contractor shall ensure that all hazardous material will be disposed IAW Betriebs Sicherheits Verordnung (German Ordinance on Operational Safety) and the Hohenfels Environmental SOP. Question: Will the Government please confirm the Environmental Compliance Plan is due 30 days after contract start?"
A49. The Contractor is held liable to meet this requirement from the contract start date.
Q50. Concerning Price Sheet ELIN A011, Distribution of Government Assets: Heating Units Fuel Servicing, Qty 6,000 per day per item. Question: Is it the Government's intent that bidders shall price the cost of refueling 6,000 light sets per day? If not please provide clarification.
A50. No. All fuel used for rotational training is provided by the Government. The quantity of 6,000 units per day is the maximum capability manpower and is the total estimated requirement for the year. Individual task orders will identify how many light sets must be refueled daily.
Q51. Concerning Price Sheet ELIN A014, Distribution of Government Assets: Bulk Potable Water, Qty 25 per day. Question: Is it the Government's intent that bidders shall price the cost of bulk water that 1-100 participants might use in one day, times 25 days? If not please provide clarification.
A51. No. All water used is provided by the Government. This ELIN requires the contractor to distribute bulk potable water of a quantity sufficient for 001 to 100 participants to the Hohenfels Training Area, to include Amberg, for up to 25 days annually.
Q52. Concerning Price Sheet ELIN A029, Distribution of Government Assets: Bulk Potable Water (Hohenfels and Amberg), 8,000 per cubic meter. Question: How many tanks at each site require filling, and what are the tank capacities?
A52. The number and volume of tanks will vary according to the number of participants. The Government expects that the tanks will need to be refilled daily. The actual requirements will be identified in the task order.
Q53. Concerning Price Sheet ELIN A030, Distribution of Government Assets: Bulk Fuel distribution to helicopters (Hohenfels and Amberg), 10 per day.
Q53a: Is it the Government's intent that bidders shall price the cost of refueling 10 helicopters per day? If not, please provide clarification.
A53a. The contractor shall have the ability to refuel up to 10 helicopters per day during training rotations as outlined within the task order, using the Government furnished tanker and fuel.
Q53b: Will the Government please clarify what the number of participants has to do with the number of helicopters refueling?
A53b. The number of participants determines number of emergency helicopters that have to be on standby for emergency support missions (MEDIVAC).
Q54. Concerning Price Sheet ELIN A030, Distribution of Government Assets: Bulk Fuel distribution to helicopters (Hohenfels and Amberg), 10 per day. Question: Are the fuel trucks Government provided, and will simultaneous helicopter refueling be required at both Grafenwöhr and Vilseck?"
A54. Fuel trucks are Government provided, and simultaneous helicopter refueling may be required at both Grafenwöhr and Vilseck.
Q55. Concerning Price Sheet ELIN A043 and 44, Distribution of Government Assets: Bulk Fuel (Hohenfels and Amberg), 3 per day for both ELINs.
Q55a: Both these ELINs appear to be the same requirement. Please clarify. Different types of fuel (DF2/JP8) and different types of vehicles to be fueled up.
A55a. These ELINs show that the Government estimates it may require up to three days each of exercises with that number of participants. The types of vehicles or fuel is not different from the other ELINs.
Q55b: Will the Government please clarify how the number of participants will affect the price? This will be outlined in the task order in relation to the ELIN used.
A55b. Since the CL III is not based of quantity by gallons distributed, we break it down by number of participants. Fewer participants should require less fuel to be distributed.
Q56. Concerning Price Sheet ELIN A073, Distribution of Government Assets: (Grafenwöhr and Vilseck).
Fixed water storage container. Question: Is it the Government's intent that bidders shall price the cost of filling a single 300 cubic meter water tank? If not, please provide additional clarification on the number of tanks and capacity of each that requires filling.
A56. The Contractor provides the 300 cubic meter water capable tank, the Government provides the water source for the contractor to use to fill it. The number of tanks will be identified in the task order.
Q57. Concerning Price Sheet ELIN A089, Field Dining Facility and food service Hohenfels. Question: Is it the Government's intent that bidders shall price the cost of acquiring a 500- participant Dining Facility Shelter, assembly, disassembly, and storage for a one-day period times 150 days, or does the Government merely want the daily utilization price of the tent for one day times 150 days?
A57. The requirement for the contractor would be to provide a closed climate controlled shelter to feed 500 plus occupants during required period of work. The Government estimates that it will require a Dining Facility Shelter for up to 500 Participants for 500 days annually. The Offeror is responsible to decide how to align its costs in the Offeror’s price offer.
Q58. Concerning Price Sheet ELIN A133, Field Equipment (Contractor Provided). 25kW heater. Question:
Is it the Government’s intent that bidders shall price the cost of one day's use times 80 days? If not please clarify the term "service."
A58. A133 pertains specifically to transportation, assembly and disassembly of each individual generator, which the Government estimates may be required up to 80 times annually. A134 is for the weekly usage price of specific equipment. This shall include maintenance (contractor responsibility as far as daily/weekly), fuel and re-fueling of equipment.
Q59. Concerning Price Sheet ELIN A173 - A184, Forklift Service (contractor provided). Question: Will the Government please specify preferences for forklift features: high reach, all terrain, gas, electric, diesel, propane?
A59. All terrain. The contractor is responsible for determining the appropriate fuel type (the Government does not provide fuel for contractor-supplied forklifts). The forklift must be able to meet expectations of material needing to be moved.
Q60. Concerning Price Sheet ELIN A197, Cleaning Service (Hohenfels) Final for Billets.
Q60a: Would the Government provide the number of billets per building?
A60a: Billets does not refer to beds or number of personnel in the building. Billets refers to the temporary lodging building. Generally billets range from 50-80 beds per building.
Q60b: Please provide floor type, carpet, tile or wood, and confirm that a latrine is contained in each.
A60b. Generally all billets have linoleum floors. Not all billets have a latrine attached to them. If the billets were to have an attached latrine or a latrine inside of the area of the billets, then the latrines are not be included in the billets and would be its own separate ELIN.
Q61. Concerning Price Sheet ELIN A198, Cleaning Service (Hohenfels) Daily for latrines.
Q61a: Would the Government provide the number of latrines per building?
A61a. There are 19 DFACs with Latrines attached to those DFACS. If there are 100 participants, the Government will open 4 latrines. For 500 participants, the Government will open 10 latrines. For over 500 participants, all 19 latrines will be opened. Under unusual circumstances the Government will open all 19 latrines for fewer than 500 participants. Such occasions are rare and will be identified in the Task Order when required.
Q61b: Does the quantity represent 4,800 buildings per day that require latrine cleaning?
A61b. The ELIN quantity of 4,800 is the total annual quantity. Each task order will identify the specific quantity required during that performance period and latrines utilized during the task order dates and will be clearly identified by the government representative to the contractor when the task order is issued.
