ADDENDUM TO 52.212-2
BASIS FOR AWARD:
1. This is a competitive source selection using a Lowest Price Technically Acceptable (LPTA) source selection process. The Government anticipates awarding a contract resulting from this Solicitation under FAR Parts 12 and 15 to the responsible offeror whose offer conforms to the Solicitation and whose offer represents the best value to the Government using a LPTA source selection process. Award will be made on the basis of the lowest evaluated price meeting the technical acceptability and past performance acceptability standards as described in the solicitation.
a. Technical acceptability will be based on a contractor submitting an offer that complies with all of the requirements listed in the Solicitation and Performance Work Statement (PWS). A contractor's ability to comply with all of the requirements listed in the Solicitation and PWS is met when they have received an "acceptable" rating on all technical factors and subfactors. An unacceptable rating for any technical subfactor will result in an overall unacceptable rating for the technical factor.
b. Past performance acceptability will be based on a contractor having satisfactory past performance. A contractor's ability to meet all of the past performance requirements listed in the Solicitation is met when they have received an "acceptable" rating. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a) (2) (iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, unknown shall be considered “acceptable.”
2. Evaluation Factors.
a. Factor 1 – Technical. The government technical evaluation team shall evaluate the technical proposals on a pass/fail basis, assigning ratings of Acceptable or Unacceptable for each subfactor and its elements using the following ratings and descriptions:

The Offeror and any applicable subcontractor shall submit a complete record of past performance within the last three years of the date of the solicitation posting. (b) Quality of work
(c) Compliance with performance schedules
(d) Ability to accomplish work in the required time
(4) The past performance evaluation performed in support of this source selection does not establish, create, or change the existing record and history of the offeror’s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the offeror performed those past contracts.
c. Factor 3 – Price.
(1) The Government will analyze each Offeror’s price proposal by using techniques and procedures described under FAR 15.404-1, Proposal Analysis Techniques. The Offeror’s proposal will be reviewed for compliance with the requirements specified in FAR 52.212-1 and Addendum to FAR 52.212-1 of the Solicitation.
