Q1: There was no answer about mileage. It is written in ITEM 0007 - 50 miles radius, but mileage is not specified. Will there be any limitation or it will be unlimited mileage contract? Like current one? In other words - radius might be limited (50 km), but mileage within it might be or might not be limited!
A1: The 50 KM radius will be removed from solicitation.
Q2: Proposal Evaluation Methodology: As we were explained this will be a best value, TRADEOFF source selection procurement. We understand, of course, what is the TRADE OFF process, but how it will be proceeded seems to be crucial from our standpoint. So, would you, please, explain us how the TRADE OFF process particularly will be conducted?
Does it mean direct negotiation with USG about price, or ability to propose, for instance, some different packages of options, or both?
A2: A Tradeoff process is appropriate when it is in the best interest of the Government to consider award to other then the lowest price offeror or than the highest technically rated offeror.
Based value trade source selection procedures are based on the concept of using a methodology for award that represents the greatest value to the Government, not necessarily the lowest cost or price of the highest technically rated offeror, based on the evaluation of cost or price and other factors specified in the solicitation. While the greatest value concept provides the opportunity for a cost/technical trade off and does not require that the award be made to the offeror submitting the lowest cost or price or the highest technically rated offeror, the ultimate decision may be to select the lowest priced offer or the highest technically rated offeror. Best value tradeoff source selection procedures follow the regulations contained in the Federal Acquisition Regulation (FAR Part 15).
