This administrative position, as the task details, is an office support and does not handle hazardous materials Will the Government please clarify if this position requirement also handles hazardous materials or if the 4% HAZ uplift is justified/required?
Yes, this position should be proposed with 4% uplift due to the low hazard working environment and the location of the tasks being performed.

The CBA covers every position that involves hazardous material and the negotiated labor rate is inclusive of any hazmat differential." Therefore, no additional hazmat pay is required for CBA. Offerors are not to propose overtime premiums.

The Order Filler II position title has been added to the CBA-SCA crosswalk. Original Answer Remains Unchanged
Attachment 0016
As there is no associated job description, will the government clarify how the Property Technician (Supply) found in Attachment 0008, page 33 of 71, should be added to the Cross Walk?
The Property Technician (Supply) position title has been added to the CBA-SCA crosswalk.
The Government initially misidentified the Property Technician (Supply)/Property Book Specialist (non-key) as a CBA position under Fort Lee and incorrectly aligned this position title to the Property Book functions at Ft. Lee instead of aligning it to the Property Technician (Supply) (Non- Key) (Government Furnished Property (GFP) and Contractor Acquired Property (CAP) requirement at JBLE. The Government has now corrected this misidentification. The minimum FLC1 hours in TD-01 Workload for Fort Lee Property Book functions remain unchanged but are now aligned to the correct CBA position title, Supply Technician. The Government also removed the Fort Lee requirements for a Property Technician (Supply)/Property Book Specialist (Non-Key) from Attachment 0002 Staffing and Labor and from TD-06 Key and Specified Non-Key. The Government now has correctly identified the Property Technician (Supply) (Non-Key) position in Attachment 0002 Staffing and Labor (Row 44); TD-01 Workload (Row 7); and TD-06 Key and Specified Non-Key. TD-01 has been revised by realigning the workload hours under CLIN 0003AA.
Specifically the realignment consists of moving 1,864 hours from Row 6 "Automotive Repair" requirement to the newly created Row 7 "Government Furnished Property (GFP) and Contractor Acquired Property (CAP)" requirement. Further, Attachment 0016 has been updated by removing Property Technician (Supply) from the Fort Lee CBA to SCA tab to the Fort Eustis CBA to SCA tab. The total maintenance minimum Functional Labor Category 1 hours remain unchanged at 108,112.

Yes, the crosswalk titled Fort Eustis includes Joint Base Langley Eustis (JBLE) and Fort Story. Original Answer Remains Unchanged
Attachment 0016 On the Fort Lee crosswalk, will the Government please clarify what the difference is in labor categories: Production Control Clerk I and Production Control Clerk II so that offerors other than the incumbent can properly determine appropriate and technically acceptable staffing for these positions?

The Government's answers points to an ES&H Clerk at JBLE;
however the TD-06 specifies this position is only at Fort Lee.
The similar requirements in the TD-01 are both for Fort Lee and the FLC-1 CBA position is only included in the Fort Lee CBA and absent from the JBLE CBA. Will the Government please refresh and clarify the requirements for both the Safety Coordinator and ES&H Clerk positions at Fort Lee and JBLE?

Will the Government please clarify the requirement as there is no TD-06 requirement for an Electronics Technician Maintenance I at JBLE, but it is listed in the Attachment 0002 (duty title)?

Will the Government please clarify this task description to more accurately depict this Production Control administrative requirement?
The task description is correct. Any FLC1 position titles not identified in Attachment 0016 should be proposed as SCA positions. Original Answer Remains Unchanged

Attachment 0002 Attachment 0008 Attachment 0016
TD-01 requires one (1) full-time equivalent (FTE) Environmental Safety & Health (ES&H) Clerk at Fort Lee in each Maintenance Production Control as well as in Supply HAZ and Fuel. This is a TD-06 Program Management Office (PMO) Specified Non-Key position listed as FLC-1 in TD-06, and listed as a Collective Bargaining Agreement (CBA) position in both the Attachment 0002 and Attachment 0008 at Fort Lee only. In the Attachment 0002, however, it is only specified as one (1) FTE in the PMO.
Will the Government please clarify this requirement in both locations, CLIN (PMO or respectively 0002DA and 0003GA), and quantities?

TD-06
Attachment 0002 Attachment 0008 Attachment 0016
The TD-06 Supply ASP requirement lists a Lead position at Fort Lee and not JBLE; however, the TD-01 ASP Lead is listed under JBLE and not Fort Lee. There are many other inconsistencies as well with the ASP requirement that do not synch between the TD-01, TD-06, Attachment 0002, Attachment 0008, and Attachment 0016. Will the Government please clarify the ASP requirements at both Fort Lee and JBLE so they are consistent with all referenced documents?
Updates have been made to the Attachment 0002, TD-06 Key and Specified Non- Key Positions, and TD-01 Workload to align position descriptions and titles. Note:

TD-01, Transportation Material Support (the first two (2) line item tasks)
TD-06
Attachment 0002 Attachment 0008 Attachment 0016
The first task is a mix of some sort of lead/trainer in safety with Material Coordinator tasks mixed in. The second task is spot on Material Coordinator. There is no Material Coordinator, nor any like labor category in the TD-06, Attachment 0002, Attachment 0008, or Attachment 0016.
TD-01 Workload under Transportation Material Support (the first line item task) has been updated. Att0016 has also been updated aligning the Freight Specialist to a Material Coordinator. Original Answer Remains Unchanged
The only safety-related FLC-1/CBA position in any of these documents is the PMO ES&H Clerk, which is Specified Non-Key and only one (1) FTE on the Attachment 0002. This level of specificity with the safety requirement tasks, along with requiring a labor category that doesn't exist in the CBA has made staffing these two (2) requirements impossible. Will the Government please clarify these requirements in a way that aligns with Attachments 0002, 0008, 0016, and TD-06?
Updates have been made to the Attachment 0002, TD-06 Key and Specified Non- Key Positions, and TD-01 Workload to align position descriptions and titles. Note:

TD-01
TD-06
Attachment 0002 Attachment 0008 Attachment 0016
The Government has listed a requirement in both Maintenance and Supply (TD-06) for "Supply Support - Environmental Safety & Health" each at Fort Lee. This position is listed in the PMO at FLC-1/CBA as Specified Non-Key; however, the Attachment 0002 only lists one (1) FTE in the PMO. Will the Government please clarify this requirement in Maintenance and Supply or are these positions the same, just not Specified Non-Key in Maintenance and Supply?
Updates have been made to the Attachment 0002, TD-06 Key and Specified Non- Key Positions, and TD-01 Workload to align position descriptions and titles. Note:
Some Key and Specified Non-Key position titles have been changed as well. Original Answer Remains Unchanged

This position is listed in the PMO at FLC-1/CBA as Specified Non-Key; however, the Attachment 0002 only lists one (1) FTE in the PMO. TD-01
TD-06
Attachment 0002 Attachment 0008 Attachment 0016
Will the Government acknowledge that if there are any non- CBA and strictly SCA labor category positions on the current contract, and by disclosing them, they would negate any unfair technical, as well as pricing advantage (SCA is lower than CBA) provided to the incumbent who would be the only company with such knowledge?
The incumbent's current staffing solution will not be shared and is not equal to the requirements under this solicitation due to changes in the Government requirements. TD-01 identifies the need for 1864 hours of tasks that align to SCA labor category Personnel Assistant II. This position is NOT a CBA position and is a new requirement under this solicitation. Original Answer Remains Unchanged

Attachment 0016 CBA To SCA Crosswalk, Ft. Lee TAB.
The Fort Lee CBA has three labor categories, Order Filler II, Warehouse Specialist - Stock Readiness, and Property Technician (Supply), that were added by memorandums of understanding that were not included in Attachment 0016.
Please update Attachment 0016 to reflect these added positions. These labor categories have been added to Attachment 0016.
The Order Filler III, Warehouse Specialist-Stock Readiness have been added to Attachment 0016 under the Ft. Lee CBA to SCA tab. The Government initially misidentified the Property Technician (Supply) as a CBA position under Fort Lee and incorrectly aligned this position title to the Property Book functions at Ft. Lee instead of aligning it to the Property Technician (Supply) (Non-Key) (Government Furnished Property (GFP) and Contractor Acquired Property (CAP) requirement at JBLE. The Government has now corrected this misidentification. The minimum FLC1 hours in TD-01 Workload for Fort Lee Property Book functions remain unchanged but are now aligned to the correct CBA position title, Supply Technician. The Government also removed the Fort Lee requirements for a Property Book Specialist (Non-Key) from Attachment 0002 Staffing and Labor and from TD-06 Key and Specified Non-Key. The Government now has correctly identified the Property Technician (Supply) (Non-Key) position in Attachment 0002 Staffing and Labor (Row 44); TD-01 Workload (Row 7);
and TD-06 Key and Specified Non-Key. TD-01 has been revised by realigning the workload hours under CLIN 0003AA. RFP section L.5.4.2.12, page 61 of 71 requires bidders to “escalate its proposed Exempt Base Labor rates, compounded by 3.4 for each option year.” Is this 3.4% or is the Government looking to increase salaries by 3.4% each year
The 3.4% increase compounded annually meaning: For example, the Offeror shall calculate the Option Year 1 proposed exempt labor rates by applying the 3.4% escalation to its proposed base exempt labor rates. The Offeror shall calculate the Option Year 2 proposed exempt labor rates by applying the 3.4% escalation to it proposed Option Year 1 labor rates. The Offeror shall calculate the Option Year 3 proposed exempt labor rates by applying the 3.4% escalation to its proposed Option Year 2 labor rates. The Offeror shall calculate the Option Year 4 proposed exempt labor rates by applying the 3.4% escalation to its proposed Option Year 3 labor rates. Section L.5.4.2.12(a)(4) has been updated to read in part "For proposal preparation purposes only, for the Option Years, the Offeror and its Subcontractor(s) SHALL escalate its proposed Exempt Base Labor Rates, compounded annually, by 3.4% for each option year..." AMD 0005 Att0002
AMD 0005 TD-01
Q#2 states that Fort Lee requires an FLC1 Ammunition Supply Point (ASP) Lead/Inspector. TD-06 and Att0002 show the requirement for an ASP Lead/Inspector. TD-01 shows a requirement for an FLC1 ASP Inspector at Fort Lee, not a Lead.
TD-01 usually shows where Leads are required in the task description.
Question: Will the government show the task line where the ASP Lead/Inspector is required at Fort Lee?
Changed answer to Q#2: TD-06 Key and Specified Non-Key has been updated. Ft Lee requires a FLC1 Ammunition Supply Point (ASP) Inspector, and JBLE requires a FLC2 Ammunition Supply Point (ASP) Supervisor.
Updated TD-06, Fort Lee "ASP Lead/Inspector" has been changed to "ASP Inspector". Original Answer Remains Unchanged

AMD 0005 Q&A #22
AMD 0005 TD-01
AMD 0005 Att0016
Q&A # 22 stated that the CBA Property Technician (Supply) has been added to the CBA ATT0016 crosswalks the CBA Property Technician (Supply) to a SCA Supply Technician at significantly lower pay rate than the CBA Supply Technician crosswalked to an SCA Supply Technician labor category TD-01 describes Supply Division tasks mapped to CBA Supply Technicians and CBA Warehouse Specialists.
Question: The CBA Property Technician (Supply) tasks are not mapped to TD-01 tasks. Will the Government update TD-01 task descriptions to identify Property Technician (Supply) tasks?
Within TD-01, all CBA Property Technician (Supply) tasks are aligned to the Supply Support - Property Management requirement supporting PWS 5.18 Property Book Office.
The Government initially misidentified the Property Technician (Supply)/Property Book Specialist (non-key) as a CBA position under Fort Lee and incorrectly aligned this position title to the Property Book functions instead of aligning it to the Property Technician (Supply) (Non-Key) (Government Furnished Property (GFP) and Contractor Acquired Property (CAP) requirement at JBLE. The Government has now corrected this misidentification. The minimum FLC1 hours in TD-01 Workload for Fort Lee Property Book functions remain unchanged but are now aligned to the correct CBA position title, Supply Technician. The Government also removed the Fort Lee requirements for a Property Book Specialist (Non- Key) from Attachment 0002 Staffing and Labor and from TD-06 Key and Specified Non-Key. Specifically the realignment consists of moving 1,864 hours from Row 6 "Automotive Repair" requirement to the newly created Row 7 "Government Furnished Property (GFE) and Contractor Acquired Property (CAP)" requirement. Further, Attachment 0016 has been updated by removing Property Technician (Supply) from the Fort Lee CBA to SCA tab to the Fort Eustis/JBLE CBA to SCA tab. The total maintenance minimum Functional Labor Category 1 hours remain unchanged at 108,112.

No, the CBA Property Technical (Supply) is only in the area within TD-01 aligned to the Supply Support - Property Management requirement supporting PWS 5.18 Property Book Office.
It is not the Government's intent for the CBA Property Technical (Supply) to be used in lieu of CBA Warehouse Specialists in the Supply Division. The Property Technician (Supply) has been moved from the Fort Lee tab to the Eustis tab within the CBA SCA crosswalk. The Property Technician (Supply) has been added to TD-06 and the Staffing & Labor Mix document as a Non-Key position. The Property Technician (Supply) is actually under the maintenance tab in TD-01 Workload, CLIN 0003AA JBLE. The Government initially misidentified the Property Technician (Supply) as a CBA position under Fort Lee and incorrectly aligned this position title to the Property Book functions at Ft. RFP and Amds We noticed that the solicitation calls for premium pay; however, we cannot find the rate for that premium pay. Would the Government provide the rate?
The requirement to propose a 4% premium for HAZMAT positions has been removed from TD-01 Workload. Offerors are not to propose overtime premiums. Original Answer Remains Unchanged
Amd 6, Att 0002, and Q&A #73
Q&A states the CBA Property Technician (Supply) is mapped to the CIPBO Section. ATT0002 has the CIPBO positions mapped to a CBA Supply Technician with a Non-Key job title of Property Book Specialist.
Q&A says it's a Property Technician (Supply) ($25.79), but Att0002 shows a Supply Technician ($29.63).
Question: Which is correct, the Q&A or Att 0002? The Q&A is correct. Att0002 has been updated to align the Property Book
Specialist to the CBA Property Technician (Supply).
The Government also removed the Fort Lee requirements for a Property Book Specialist (Non- Key) from Attachment 0002 Staffing and Labor and from TD-06 Key and Specified Non-Key. The Government now has correctly identified the Property Technician (Supply) (Non-Key) position in Attachment 0002 Staffing and Labor (Row 44); TD-01 Workload (Row 7); and TD-06 Key and Specified Non-Key.
