Both CBA's indicate Foreman positions will receive a premium pay adjustment, but these positions are not clearly indicated in the TD-01, Attachment 0002 or TD-06. Can the government provide more detailed requirement information in TD-01, Attachment 0002, or in TD-06 that will assist the contractor to understand where the Foreman positions outlined in the CBA's will reside in the labor force and under which CLINs?

Both CBA's indicate Foreman positions. However, at this time there is no requirement for a foreman position, but this does not prevent the offerors from proposing a foreman position if it aligns with their staffing solution.

Note: All lead position tasks are accurately identified in TD-01.

TD-01, Workload Attachment 0002, Staffing and Labor Mix Attachment 0008, CBA

Attachment TD-01 indicates Lead positions at Fort Lee;

however, the CBA for Fort Lee does not outline any premium pay adjustments for Leads at Fort Lee. Can the government clarify if there is an updated CBA which may include premium pay increases for Leads or if there is no premium pay requirements for Leads at Fort Lee?

The Government has provided the current CBAs incorporated into the current contract (the Fort Lee CBA is not prescriptive with regards to premium pay requirements for Lead positions). Offerors are required to propose the appropriate staffing/labor mix to perform the workload identified in TD-01, the PWS, and the contract by utilizing the appropriate documents.

TD-01, Workload Attachment 0002, Staffing and Labor Mix

The positions listed below, do not equate to full FTE's (1864) when calculated using the information provided on TD-01. Can the government address if these positions represent part time personnel or can the government adjust TD-01 to ensure hours calculate to full time equivalent positions for each labor category.

JBLE - Maintenance - Motor Vehicle Mechanic - FTE calculation = 6.9 JBLE - Maintenance - Electronics Maintenance Tech I - FTE calculation = 2.27 Fort Lee - Maintenance - Heavy Equipment Mechanic - FTE calculation = 1.93 Fort Lee - Maintenance - Motor Vehicle Mechanic - FTE calculation = 0.91 Fort lee - Maintenance - Electronic Tech, Maint II - FTE calculation = 0.98 Fort lee - Maintenance - Electronic Tech, Maint I - FTE calculation = 0.63 Fort Lee - Maintenance - Repairer Small Arms - FTE calculation = 1 28

Not all positions are required to be dedicated to one FTE. Some positions maybe dual-hatted.

TD-01, Workload Attachment 0002, Staffing and Labor Mix

On TD-01, Supply Tab, CLIN 3BA, Supply Support-Stock Readiness, the government input 1865 hours versus 1864, which represents one FTE throughout the exhibit. Can the government confirm that the 1865 hours is in error and should be recorded as 1864. If so, please provide an updated TD-01 reflecting the corrected hours.

The Government has updated TD-01 to reflect 1,864 hours per FTE.

TD-04, Hours of Operation TD-04 shows a compressed "regular day off" schedule for Fort Lee, in which alternating Friday's are non-work days. Is this the contractor's schedule, as well?

No, this is not the contractor's schedule. The Gov't does not dictate the contractor's schedule. The Government's expectation is the contractor's work schedule should be based on a forty (40) hour schedule or as other established mission hours may dictate. The site will be minimally staffed by Government personnel.

TD-06, Key and Specified Non-Key Positions

TD-06 indicates, under ESH Technician, that the Government requires an FTE Onsite at LRC Lee and an FTE Onsite at LRC JBLE. Can one of these FTE’s be the ESH Manager at one location and the Technician at the other location, or does the government require two Technicians, as well as the Manager?

The Government has updated TD-01 to reflect the requirement for Environmental Safety and Health. The Government has updated TD-06 Safety Coordinator to FLC2. Safety Coordinator may be an additional requirement for the Environmental Safety Health (ESH) Clerk at JBLE.

TD-06, Key and Specified Non-Key Positions

L.5.2.1.1 Staffing and Management Plan (SMP) L.5.2.1.1 (a) (3) page limit 6

Staffing and Management Plan for any EAGLE opportunity requires the same elements to be addressed. From an SMP standpoint size of the opportunity should not be the driving factor for page limitations. Since the approach to staffing and managing EAGLE opportunities is relatively the same would the government consider allowing a 9 page submission vice 6 pages as it has on most other opportunities.

The page limit for the SMP will remain at six pages. This RFP has less requirements than other EAGLE task order competitions with higher page counts. For example, Offerors are not required to address a Surge Capability Requirement as was required in the Fort Hood EAGLE competition.
