Amendment 0002 Q&A

QUESTIONS/COMMENTS AND ANSWERS - REQUEST FOR PROPOSAL (RFP) UC SOFT CLIENT (W52P1J-16-R-0172)
RFP SECTIONVOLUMEATTACHMENTPAGEPARAGRAPHQUESTION/COMMENTRESPONSE
11.3 Period and Place of Performance (draft SoO)

1.2 Scope

2.1 UC Soft Client Service Hosting Objectives Statement of Objectives Attachment 1

p. 6 (final SoO) Final SoO, section 1.2:

"All hosting solutions will be COCO. The Government prefers off-premise[s] hosting wherever possible."

Final SoO, section 2.1 UC Soft Client Service Hosting Objectives:

The goal of this effort is to procure a COCO, cloud-based UC Soft Client Subscription Service. Contiguous United States (CONUS) NIPRNet UC Soft Client Subscription Services may be hosted in an on premise or off premise cloud-based environment. Statement of Objectives (SOO), (unnumbered paragraph describing the Period and Place of Performance) still indicates a preference for off-premises hosting.

For section 2.1, the reference to an off-premises hosting preference in the draft SOO has been dropped in the final SOO. Hosting is a critical aspect of the system architecture. A misunderstanding would complicate an offeror's ability to respond during the 11-day period between 20 and 31 October.

Would the Government please clarify whether a preference for off-premises hosting still exists for CONUS NIPRNet UC Soft Client Subscription Services? The SOO attached to the Final RFP contains the requirement and should be considered as the final requirement, not the draft SOO. No preference exists for off-premise hosting and any reference to has been removed.
22.1 UC Soft Client Service Hosting Objectives

2.1.2 Off Premise[s] Hosting Statement of Objectives Attachment 1 pp. 6-7 2.1 UC Soft Client Service Hosting Objectives [. . . .] Un-numbered OCONUS and SIPRNet UC Soft Client Subscription Services must be hosted on premise[s].

2.1.2 Off Premise[s] Hosting

Off premise hosting refers to commercial data centers, systems, and Cloud Service Provider (CSPs) operating within facilities that are not under the direct control of the DoD. This option requires the contractor to obtain and maintain a DoD Provisional Authorization (PA) at level 5 (NIPRNet) and level 6 (SIPRNet). Section 2.1 mandates that all SIPRNet Soft Client Subscription Services (SCSS) and all OCONUS NIPRNet services be hosted on DoD premises, Section 2.1.2, implies the off-premises option is available for impact level (IL)-6 (SIPRNet) services.

There are a number of responses to Offerors' questions in attachment 9 that have a similar conflict, including questions:

#111 (IL-5 and IL-6 PAs are required for both on-premises and off-premises);

#131 (both on-premises and off-premises hosting options are not required);

#145 (impact level 5 and 6 systems can be hosted off-premises); and #251 (off-premises preference applies to NIPRNet and SIPRNet CONUS).

A critical aspect of the system architecture solution is the hosting, which affects the overall system design and resulting costs for the Government. A misunderstanding would complicate greatly an offeror's ability to respond during the 11-day period between 20 and 31 October. Please clarify the conditions (both location and system impact level) where SCSS may be hosted off-site.The SOO language has been updated to provide further clarification. The final RFP and any amendment to, supersedes the draft RFP.
33.1 Phase ONE - Security and ExperienceSection L: Instructions, Conditions, and Notices to OfferorsAttachment 2p.9Gate 2: DoD Provisional Authorization (PA) Level 5 and 6 Certifications

If an Offeror has a current DoD PA for its proposed Cloud Service Offering (CSO) at the required impact level (Impact Level 5 and 6) it shall submit the DoD PA memo signed by the DISA Authorizing Official.

Each Offeror responding to this RFP that does not already have a DoD PA at the required security impact level for its CSO shall submit a Third Party Assessment Organization (3PAO)-produced Readiness Assessment Report (RAR), The RAR shall include all required FedRAMP and DoD information relevant to being assessed for a DoD PA at Impact Levels 5 and 6. The updated sections of Attachment 002, requires a Readiness Assessment Report (RAR), rather than a SAR. This is a change from the draft RFP section L that stated, "Each Offeror responding to this RFP that does not already have a DoD PA at the required security impact level will submit a Third Party Assessment Organization (3PAO)-produced Security Assessment Report (SAR), The report shall include all required FedRAMP and DoD documentation relevant to being assessed for a DoD PA at SI levels 5 and 6." Similar references to the need to supply a 3PAO-produced SAR were also present in draft section M.

The Government's response to question 221 states, "IL-5 & 6 services are required and will be considered for Gate 2. Security Assessment Reports (SARs) will be required for all proposed services and will be based on offerors system only. DoD PA quick look will be evaluated as provided in Attachment 0003."

If a RAR is required to meet phase 1, gate 2, the Government should be aware the FedRAMP PMO indicates it will take two to four weeks to produce a RARs for "mid-sized, straightforward systems." In our opinion, this characterization does not adequately describe the scale or complexity of the the systems required for SCSS, and likely understates the time needed to produce the requested RAR. A RAR requirement will adversely affect Offerors that were presuming an existing SAR could be used to meet the Gate 2 requirement for 3PAO-produced documentation.

Please clarify the circumstances where a RAR is required (including due date and systems in scope) and those where a SAR is required. If a RAR is required at the time a proposal is submitted, would the Government please adjust the proposal submission deadline to adequately account for the RAR production time?

The draft RFP lanaguge has been superseeded by the Final RFP. A RAR is required. Any conflicts between the responses to the draft RFP and the Final RFP and any amendment to, supersede the draft.
4Section 3.2 Sub-factor 2.c PWSA002 - INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORSOfferor shall propose a written PWS for the entire scope of the UC Soft Client requirement based on Attachment 0001, Statement of Objectives and other information contained within the solicitation. The Offeror’s proposed PWS shall be concise, but detailed enough for the USG to determine the Offerors understanding of the nature of the work and plan for providing the services and products required to achieve Initial Operating Capability (IOC), Full Operating Capability (FOC) and terms and conditions as provided in the solicitation.
The PWS shall include and provide how the Offeror will provide end user training to meet performance requirements. In addition, the PWS shall provide the Offeror’s approach to transition the Army on and off the UC Solution provided, to include security and removal of information from equipment. The PWS shall address hardware and software requirements for end user devices as provided in the SOO and address how the Offeror will maintain any GFE/GFP as required by the solicitation.Section 3.2 Sub-factor 2.c (PWS) request the details of how to perform this work.

Section 2.1 d) addressing the Performance Work Statement (PWS) states “However, an Offeror shall not include any details or proposal information within this PWS that is not relevant to the content of a PWS…”

Likewise, Section 3.2, Sub-factor 2, d (Milestone Schedule) mentions a Work Breakdown Schedule (WBS) with no further description or CDRL call out.

Our understanding of a PWS is that it states what results are expected, and a Work Breakdown Structure as called out in Section 3.2 Sub-factor 2.d (Milestone) provides pertinent information in addressing the “how” to perform work related to the proposal’s SOO. Further information may be needed in the PWS to provide a WBS that may be needed for the Milestone Schedule. The concern is that this essential information might be deemed as being outside the scope of a standard PWS. Again, given the short turnaround period between 20 and 31 October to respond after questions are answered, there is risk in being able to deliver a fully compliant proposal if our understanding is not correct.

Will the Government clarify what is desired regarding PWS, WBS, and a milestone schedule; where and how is a WBS to be addressed? The PWS should not include proposal information that is not consistent with a PWS. As an offeror shouldn't augment page count limitations by stating it in the PWS.
52.3 Proposal Submission27 of 17The Government states that answers will not be available until Oct 20, leaving a brief period of 11 days for Offeror to assess and adjust proposal, for a due date of Oct 31. Government’s Answers to Questions could significantly and materially impact the logistics, cost and schedule of offeror's technical approach, for all Prime Contractors and their Subcontractors and Partners. Having more than eleven (11) days to assess and adjust appropriately will assure complete and beneficial program design and pricing for the USG.
Please refer to amendment 0001 of the solictation.
6Evaluation Factors for Award3. Evaluation Approach37 or 173.1.2In ATTACHMENT 0003- EVALUATION FACTORS FOR AWARD, it states in Section 3.1.2 Gate 2 – DoD Provisional Authorization (PA) that the Offeror is to submit a PA certification at Impact Level 5 for NIPRNet and Level 6 for SIPRNet or as certified by a Third Party Assessment Organization (3PAO), submit a 3PAO Readiness Assessment Report (RAR) at time of proposal submission with the ability to achieve a PA at the appropriate level within 90 days. Further, in this section it outlines if the Offeror does not submit DoD PA or a 3PAO RAR, the Offeror’s proposal will not be deemed acceptable (fail) and its proposal will be rejected.

The RFP also states in section 2.1 US Soft Client Service Hosting Objectives that OCONUS and SIPRNet are required to be hosted on premise.

There are challenges with this pass/fail requirement for both Level 5 and Level 6 to have a 3PAO RAR at time of submission:

Question 1. Level 6 certification for SIPRNet would require the Offeror to have an existing UCSCSS capability deployed “on premise” with SIPRNet connectivity for evaluation by the 3PAO. How would an Offeror have accomplished this prior to proposal submission since it requires government approval and Offeror investment in advance of the procurement notification? This approach severely limits competition except to Offerors who have an existing implementation.

Request: We ask that government either:

a. Modify gate 2 for the Level 6 requirements to state that Offerors demonstrate their experience in achieving ATO for a SIPRNet environment in lieu of submitting a 3PAO RAR of the Unified Capabilities Soft Client Subscription Service (UCSCSS) for Level 6

OR

b. Remove the requirement for a 3PAO RAR for Impact Level 6 and ask Offerors to describe in the technical proposal their plan to achieve Impact Level 6 certification aligned with the IOC requirements outlined in section 2.4 Fielding Objectives.

Army Benefit: Allows the Army to receive a broader set of qualified proposals based on approved APL technologies (Gate 1) and experience in deploying and supporting 100,000+ users (Gate 3).

Attachments 0002 and 0003 have been updated to address the requirements for Gate 2 submission.
6.1Evaluation Factors for Award3. Evaluation Approach37 or 173.1.2Question 2. Level 5 certification for an OCONUS on-premise NIPRNet approach requires the Offeror to have an existing UCSCSS capability deployed “on premise” with NIPRNet connectivity for evaluation by the 3PAO. How would an Offeror have accomplished this prior to proposal submission since it requires Government approval and Offeror investment in advance of the procurement notification? This approach severely limits competition except to Offerors who have an existing implementation.

Request: We ask that Government either:

c. Modify gate 2 for the Impact Level 5 requirements to state that Offerors demonstrate their experience in achieving ATO for a NIPRNet environment in lieu of submitting a 3PAO RAR of the Unified Capabilities Soft Client Subscription Service (UCSCSS) for Level 5

OR

d. Remove the requirement for a 3PAO RAR for Impact Level 5 and ask Offerors to describe in the technical proposal their plan to achieve Impact Level 5 certification aligned with the IOC requirements outlined in section 2.4 Fielding Objectives.

Army Benefit: Allows the Army to receive a broader set of qualified proposals based on approved APL technologies (Gate 1) and experience in deploying and supporting 100,000+ users (Gate 3).

Please refer to CC SRG v1r2, 18 March 2016, which outlines this requirement.
7Evaluation Factors for Award3. Evaluation Approach37 or 173.1.1Quetion 3. Section 3.1.1 of Attachment 3 Evaluation Factors for Award states that the proposed solution must be “listed on the DoD UC APL as an approved UC Collaboration Product (UCCP).” The current DoD UC APL has several products that are dated and not reflective of current solutions available. In particular, the current cloud UC services available are not listed. This will effectively eliminate viable solutions for providing an off-premise solution to the Government. Will the Army revise Section 3.1.1 of Attachment 3 to remove the requirement for any proposed solution to be listed on the current DoD UC APL?Army's requirements are based on the DoD Unified Capabilities Requirements 2013 (DoD UCR 2013). Unified Capabilities Certification Office (UCCO) tests Interoperablility and Securtiy to these requiremetns.
8GeneralCan the US Army grant the bidders a 30 day extension? Please refer to amendment 0001 of the solictation.
9GeneralCan the US Army clarify the contract vehicle (CHESS, GSA or another) being used to purchase this contract?IDIQ's, BPA's, BOA, etc… are not being utilized to compete this acquistion. It is a full and open competition.
10GeneralCan the GSA Service Schedule be used to respond? This is a full and open competition, an offeror shall provide a response to the solicitation in accordance with the terms and conditions outlined in the solicitaiton.
11Section L&M, SOOSince the government has invested several millions of dollars into infrastructure (hardware and licenses) that can deliver over most of the capability requested in the RFP, will the Government allow the managed service provider to leverage the existing infrastructure in order to provide the lowest possible cost?Offerors shall propose the solution that it believes will meet the Government's requirements. The solution proposed will be evaluted to determine its ability to meet the requirements and what value it brings to the Government, all factors considered .
12Section L&M SOOThere are other ways to deliver UC subscription services using APL/ JITC compliant solutions on-premise. These solutions have been implemented across the Army for years, as part of networks with full ATOs, and don’t require IL 5/6 certifications. IL 5/6 requirements severely limits the competition base and innovation. May offerors propose an on-premise COCO managed service offering that delivers the capabilities required in the RFP, without IL 5/6 certifications? The Army’s requirement is a worldwide accessible Unified Capabilities (UC) Subscription services, which includes voice, video, instant messaging/chat, presence and desktop sharing capabilities delivered from a Contractor Owned and Contractor Operated (COCO), on premise or off premise, cloud-based service solution. COCO in on premise hosting scenario is still required to connect via the DISA CAP. The Impact Level 5 and 6 are derived by the Security Classification of the UC System.
13293.2, Gate 1Gate 1 states solution must be UCCP certified. Can we submit products listed on the UC APL that are part of other certification in addition to our UCCP certified solution?
DOD Instruction (DODI) 8100.04 - DoD Unified Capabilities (UC) and the Unified Capabilities Requirements 2013 (UCR 2013) Change 1 mandate the use of UC products which are listed on the UC APL.
14293.2, Gate 2Statement of Objectives Section 2.1.1 states, “This option requires the contractor to obtain and maintain a DoD Provisional Authorization (PA) at level 5 (NIPRNet) and level 6 (SIPRNet).” If a contractor is required to obtain a DoD PA for SIPR and OCONUS on-prem DoD PA at level 5 and 6 deployments, is a RAR required at submittal? Please refer to Attachment 0002 submission requirements for RAR submission for evaluation purposes.
15211.1.aWill the government consider independent evaluation and acqusition of IL5 and IL6 solutions for SIPR/NIPR?The Government will only consider evaluations from a 3PAO, as provided in Attachment 0002.
16211.1.dWill the competitive range be utilized for phase 1, phase 2, or both?Phase one is an acceptable/unaccepable evaluation. Those offeror's receiving an unacceptable rating will not be evaluated in Phase 2.
17293.2, Gate 2The Cloud Computing Security Guide (SRG) Version 1, Release 2 dated 18 March 2016 is the official statement of the FedRAMP IL5 compliance requirement. There was no indication to industry that this would be a requirement for on-prem solutions. Why are JITC/APL certifications alone not being accepted for on-prem deployments? The Cloud Computing Security Requirements Guide (CC SRG)shall be followed to operate within the DISN. .
18293.2, Gate 2There is no reference in DoD Instruction 8100.4 (DoD Unified Capabilities) that mentions FedRAMP as a government requirement for on-premise UC. How can this requirement be valid?DoD Instruction 8100.4 establishes policy, assigns responsibilities, and prescribes procedures for: test; certification; acquisition, procurement, or lease (hereafter referred to as “acquisition”); effective, efficient, and economical transport; connection; and operation of DoD networks to support UC.

Requirements and Objectives identified in the RFP state the Government's desire to obtain a cloud based solution. "Cloud" requirements include additional FIPS, FedRAMP, NIST and specifically the DoD Cloud Computing Security Requirements.

19293.2, Gate 2There is no mention of on-premise FedRAMP requirements in DoD Directive 8500.01E for IA. How can requirement be valid?See Question #18.
20293.2, Gate 2There is no mention or update in the UCR 2013 Change 1 for FedRAMP on-premise requirements. How can requirement be valid?See Question #18.
21231.1.jThis is a best value evaluation. Please further define what is meant by alternate proposals will not be accepted. That an offeror is not allowed to submit more than one proposal.
22383.2.1Is there a minimum SLA tnat needs to be met to be considered compliant in phase 1 of the evaluation process? There is no SLA submission requirement in Phase 1.
23172.1.1Is there a list of the FedRAMP IL5 and IL6 controls that become the government's responsibility for an on prem solutionPlease refer to https://www.fedramp.gov/participate/csps/;
24293.2, Gate 2JITC and its APL are well established and have been required for all voice solutions to meet interoperability and IA requirements. DoD has made it mandatory for industry to make significant financial investments to obtain and maintain JITC certifications. Why are these certifications and requirements alone not being considered sufficient?Cloud Based Service adds additional requirements which include additional FIPS, FedRAMP, NIST and DoD Cloud Computing Security Requirements.
25293.2, Gate 2Will the government consider evaluating and acquiring a DoD PA IL5 solution separately and independently from evaluating and acquiring a DoD PA IL6 solution? Will these be 2 separate Contract Orders and awarded to 2 separate vendors? No the Government will not award two separate contract awards. Please refer to Attachment 0002 and 0003 on updates for submission of and evalution of DoD PA.
26135Appendix B, A016Can existing equipment at posts, camps and stations (PCS) be repurposed for the subscription service solution? The government is requesting that the offeror provide more details/clarification regarding this question. I.e. What equipment is the offeror proposing to repurpose.
271.2 ScopeStatement of ObjectivesAttachment 1Pages 5-6The numbered heading formatting seems to have removed from the phrase "Period and Place of Performance". As a result, the remainder of section 1 has its sub-section numbers shifted between the draft RFP and the final RFP. This introduces ambiguity in formulating section references.
Question: Would the Government please repair the section numbering in the document?SOO has been updated to correct format issues
28D-3. Contractors requiring Common Access Card (CAC)

D-3. Antiterrorism Statement of Objectives Attachment 1 Pages 46-47 D-3. Contractors requiring Common Access Card (CAC)

D-3. AntiterrorismThe heading number "D-3" is repeated in Appendix D. This introduces ambiguity in formulating section references.
Question: Would the Government please repair the section numbering in the document?SOO has been updated to correct format issues
29D-4. Contractors that do not require CAC, but require access to a DoD facility or installation
D-4. Use of Subcontractors or Other Service ProvidersStatement of ObjectivesAttachment 1Pages 46
and 48D-4. Contractors that do not require CAC, but require access to a DoD facility or installation
D-4. Use of Subcontractors or Other Service ProvidersThe heading number "D-4" is repeated in Appendix D. This introduces ambiguity in formulating section references.
Question: Would the Government please repair the section numbering in the document?SOO has been updated to correct format issues
301.3 Period and Place of Performance (draft SOO)

1.2 Scope

2.1 UC Soft Client Service Hosting Objectives Statement of Objectives Attachment 1 Page 6 (draft SOO) and Page 6 (final SOO) Draft Statement of Objectives (SOO), section 1.3:

"All hosting solutions will be COCO. The Government prefers off-premise[s] hosting wherever possible."

Final SOO, section 1.3:

"All hosting solutions will be COCO. The Government prefers off-premise[s] hosting wherever possible."

Draft SOO, section 2.1:

"Contiguous United States (CONUS) NIPRNet UC Soft Client Subscription Services may be hosted in an on premise[s] or off premise[s] cloud-based environment, with preference to off premise hosting."

Final SOO, section 2.1:"Contiguous United States (CONUS) NIPRNet UC Soft Client Subscription Services may be hosted in an on premise[s] or off premise[s] cloud-based environment." In the draft Statement of Objectives (SOO), Section 1.3 indicates a preference for off-premises hosting, which is retained in the final SOO (although the section appears to have been merged into section 1.2 Scope).

For section 2.1, the reference to an off-premises hosting preference in the draft SOO has been dropped in the final SOO.

Question: Would the Government please clarify whether a preference for off-premises hosting still exists for CONUS NIPRNet UC Soft Client Subscription Services? Please see question 1
31131Questions/Comments and Answers - Draft UC Soft Client (W52P1J-16-R-0172)Attachment 9Question: Does the proposal have to include BOTH on and off Premise solutions?
Response: The proposal does not have to include both hosting options. The Army's preference is for Off premise hosting when possible, however depending on proposed solution some situations may require on premise hosting. The response to this question conflicts with the SOO, in particular Section 2.1, which mandates on-premises hosting for all OCONUS installations and all SIPRNET installations.
Question: Would the Government please clarify situations where a proposal would not include both hosting options? The SOO contained in the final RFP is the final document to which an Offeror shall propose. Any conflicts between the draft RFP, final RFP and the responses provided to draft RFP questsion, the final RFP supersedes all other documents.
32145Questions/Comments and Answers - Draft UC Soft Client (W52P1J-16-R-0172)Attachment 9Question: Other Sections of the DRFP (refer to section 2.1.3) include the requirement of Impact Levels 5 & 6. IAW the referenced DoD Guidance, these Impact Levels must reside in a DoD Private Community. How can these levels be supported in commercial CSP space when DoD guidance is contrary to that position?

Response: Impact level 5 & 6 systems can be hosted off-premises but must comply with requirements as set forth in current DoD policies, guidelines and regulations. The response to this question conflicts with the SOO, in particular Section 2.1, which mandates on-premises hosting for all OCONUS and SIPRNET installations. While DoD policy may permit hosting impact level (IL)-6 systems off DoD premises, the SOO seems to require on-premises hosting.

Question: Will the Government please confirm all IL-6 systems supporting the Soft Client Subscription Services (SCSS) must be hosted on DoD premises? Please refer to the updated SOO.
33149Questions/Comments and Answers - Draft UC Soft Client (W52P1J-16-R-0172)Attachment 9Question: Will the service desk trouble ticketing function be provided by the contractor or is that function GFE?

Response: Users will utilize the Army Enterprise Service Desk as the entry point for trouble tickets. Question 1: Will the trouble ticketing function provided by the Army Enterprise Service Desk (AESD) be accessible by the Offeror's SCSS operations staff (Offeror employess or subcontractors)?

Question 2: Must the contractor record all SCSS service incidents in the AESD trouble ticketing system, such as those discovered by SCSS monitoring systems, or may an Offeror-supplied ticketing system be used? 1) Direct connections to existing Army ticketing/SMS will not be required.

2) All reportable service incidents and associated reporting thresholds will be derived from and/or captured in the SLA established between the USG and the Offeror. The Offeror will be obligated to report any and all service incidents that potentially influence SLA metrics.

34 251 Questions/Comments and Answers - Draft UC Soft Client (W52P1J-16-R-0172) Attachment 9 Question: Is the explicit preference for off-premise hosting applicable for both NIPRNet and SIPRNet instances?

Response: Off-premise preference applies to NIPR & SIPR CONUS. OCONUS must be hosted in facilities not under foreign jurisdiction. The response to this question conflicts with the SOO, in particular section 2.1, which mandates on-premises hosting for all OCONUS and SIPRNET installations. While DoD policy may permit hosting impact level (IL)-6 systems off DoD premises, the SOO seems to require on-premises hosting.
Question: Will the Government please confirm all IL-6 systems supporting the Soft Client Subscription Services (SCSS) must be hosted on DoD premises, including CONUS-based systems? The SOO contained in the final RFP is the final document to which an Offeror shall propose. Any conflicts between the draft RFP, final RFP and the responses provided to draft RFP questsion, the final RFP supersedes all other documents. Attachment 0001 has been updated to remove the conflict.
352.1.1 On Premise[s] Hosting

2.4 Fielding Objectives Statement of Objectives Attachment 1 Pages 7 and 13 If an on premise hosting solution is proposed, the contractor must specify the number of distributed Data Centers (DC) and provide each DC requirement, such as:

• HVAC (tons) - include high density compute/cooling requirements

• Per-rack Power requirements (single phase, 3-phase, amperage, voltage, etc.)

• Floor (Rack) Space (Sq. ft.)

• Bandwidth (Mbps)

• Physical Security/Separation requirements

• Physical access requirements

• Remote management requirements

• Networking environment (IP addressing, sub netting, Computer Network Defense (CND) The table in Section 2.4, Fielding Objectives merges NIPRNet CONUS and EUR users into a single 300K user block. The same has been done with the 85K SIPRNet world-wide users. Presuming Soft Client Subscription Services (SCSS) must be provided in theater (EUR, PAC, etc.) and sized to its user population, it will be difficult to specify the data center requirements for each theater's SCSS installation without a more detailed breakdown of the expected per-location user populations.

Question 1: Would the Government please indicate whether users must be served by SCSS that are hosted in their theater of operations (or other geographic division), and if so, how many projected users of each type (NIPRNet and SIPRNet) are to be supported in each location?

Question 2: If users may be served by SCSS hosted outside of their geographic area, what are the conditions where this may occur?Question 1: The offeror should propose the best architecture which it believes will technically provide the best performance for a UC Soft Client. The offeror should take in to account that regional deployments must appear global and seamless to user. Question 2: Please refer to question 1, the USG is buying a service and will not dictate architecture.
36Question 58
Question 208Questions/Comments and Answers - Draft UC Soft Client (W52P1J-16-R-0172)Attachment 9There are a number of questions where potential Offerors have asked the Government for guidance regarding projected storage needs for the UC session recordings. The only guidance provided thus far is that the recordings must be retained for 30 days; however, this is inadequate data to properly size the storage resources.

Without this data, Offerors will likely overspecify the storage resources, causing additional cost for the Government, or underspecify the storage resources, introducing additional risk to the Offeror.

Question: Will the Government please provide estimates of UC session recording demand, such as the average number of sessions per user and their average length?Storage is solution agnostic There are currently no estimates for these categories.
37Question 39Questions/Comments and Answers - Draft UC Soft Client (W52P1J-16-R-0172)Attachment 9Question: The RFP states that Voice Conferencing shall provide the ability to link together multiple point-to-point calls in a multi-party conference using a conference bridge or initiated from a telephony end instrument (EI). Are percentage utilization figures available for each client (e.g. BHCA per soft client internal to external connectivity or a user to trunk ratio)? This allows the CSP to adequately provision to meet the SLA.

Response: Interfaces and integration are described within the SOO. Additional information is available DoD UC Framework 2013 (http://www.disa.mil/network-services/ucco/~/media/files/disa/services/ucco/ ucr2013/01_framework_2013.pdf). The question posed to the Government is a request for usage information to assist in sizing the resources in UC SCSS. The DoD UC Framework 2013 provides some guidance, but not enough to effectively estimate capacity without introducing significant increased cost to the Government or risk to the Offeror. As an example, the Framework document provides guidance regarding voice trunk sizing based on the end instrument (EI) population; however, it is likely individual users (the sizing metric used in the SOO) will have more than one EI (the sizing metric used in the UC Framework).

There are more reliable capacity calculation strategies--including those in the UC Framework--that require additional data that is not present in the current RFP documentation nor found in its referenced documents. Examples of this data are busy hour utilization; average hourly voice call frequency and durations; average hourly video call frequency, duration, and data rate; and average video conference endpoint population and duration.

Question 1: For the purposes of capacity planning, will the Government confirm each user will have one active EI?

Question 2: If not, how many active EIs should be used for the capacity planning formulas?

Question 3:Will the Government provide the additional capacity planning data requested? Question 1: Yes, only one active EI per user.

Question 2: See Question to answer 1 on this question..

Question 3: The vendor will have to follow industry best practice estimates, as the requested information is not available.

Gate 2: DoD Provisional Authorization (PA) Level[s] 5 and 6 CertificationsInstructions, Conditions, and Notifications to OfferorsAttachment 2

Gate 2: DoD Provisional Authorization (PA) Level 5 and 6 Certifications

Each Offeror responding to this RFP that does not already have a DoD PA at the required security impact level for its CSO shall submit a Third Party Assessment Organization (3PAO)-produced Readiness Assessment Report (RAR), The RAR shall include all required FedRAMP and DoD information relevant to being assessed for a DoD PA at Impact Levels 5 and 6. The Offeror shall also include its proposed schedule to achieve the DoD PA within 90 days of contract award. The schedule submitted shall provide detailed dependencies (contractor and USG), events in order to meet the required dates for PA, and shall provide a workflow of how it will be obtained. The RAR shall encompass each layer of the Cloud Service Offering and should be based upon DoD Cloud Computing regulations and guidance. Presumably, the Government is referencing the FedRAMP Readiness Assessment Report (RAR) when it uses the term "Third Party Assessment Organization (3PAO)-produced Readiness Assessment Report (RAR)".

Question: Is this presumption correct? If not, will the Government please clarify the RAR being requested and its controlling accreditation criteria?

Yes the presumption is correct.

Presuming the FedRAMP RAR was intended, table 3-1 in the RAR template asks for a single FIPS 199 system impact level. Impact level (IL)-5 and IL-6 are two different system impact levels.

Question: Will the Government please indicate how many Readiness Assessment Reports must be submitted: a single RAR for both IL-5 and IL-6, or one RAR for IL-5 and a second RAR for IL-6?

See question 6 and updated Attachment 0002.

Presuming the FedRAMP RAR was intended, the RAR template states the following:

"To be considered FedRAMP-Ready, the CSP must meet all of the requirements in Section 4.1, Federal Mandates. In addition, the 3PAO must assess the CSP’s ability to meet the requirements in Section 4.2, FedRAMP Requirements. The 3PAO must use its expert judgment to subjectively evaluate the CSP’s overall readiness and factor this evaluation into its attestation."

Question 1: Is the 3PAO attestation required? If so, is the assessment limited to the FedRAMP-Ready criteria, as defined in the FedRAMP RAR template?

We are not aware of any existing IL-6 platforms that meet the Government's requirements. Given the Government's requirement for assessment against IL-6 criteria and the need for a physical platform to perform an assessment that leads to a 3PAO attestation, assessments for IL-6 systems will be impossible. This will lead to Offerors failing to meet gate 2 requirements, thereby leading to reduced competition.

Question 2: Will the Government consider eliminating the IL-6 RAR requirement from the gate 2 criteria?

Please refer to question 6 and the updated Attachment 0002.
413.1.2 Gate 2 - DoD Provisional Authorization (PA)Evaluation Factors for AwardAttachment 3Page 73.1.2. Gate 2 - DoD Provisional Authorization (PA)

If the Offeror submits a Provisional Authorization certification for its specific UC soft-client cloud service offering at the appropriate level (Impact Levels 5 and 6), the proposal will be deemed acceptable. If the Offeror submits a Third Party Assessment Organization (3PAO) Readiness Assessment Report (RAR) that demonstrates the Offeror’s ability to achieve a PA at the appropriate level within 90 days, the proposal will be deemed acceptable.

The Government will perform a quick-look review of the 3PAO-produced RAR package. The documentation package will be reviewed for completeness and the likelihood that the FedRAMP and FedRAMP+ requirements are or can be met, resulting in the required DoD PA within 90 days of contract award. Proposals that do not submit a 3PAO-produced RAR with supporting Artifacts or proposals that do not pass the quick look review will be rejected, and the Offeror's proposal will be given no further consideration, and the proposal volumes will not be opened or proceed into the source selection process. We are presuming when the Government uses the phrase "3PAO-produced RAR package" it is referencing a single document: a completed FedRAMP RAR template, including the diagrams and other information required by the embedded instructions. (The FedRAMP RAR template does not request any external supporting documentation.)

Question 1: Is this presumption correct? If not, would the Government please clarify what is meant by the referenced phrase?

We are presuming when the Government uses the phrase "3PAO-produced RAR with supporting Artifacts" it is referencing the 3PAO-produced FedRAMP RAR and the Offeror's proposed schedule for attaining a DoD PA within 90-days after contract award.

Question 2: Is this presumption correct? If not, would the Government please clarify what is meant by the referenced phrase?

Please see updated Attachment 0002 for further clarification.
42Question 297Questions/Comments and Answers - Draft UC Soft Client (W52P1J-16-R-0172)Attachment 9Question: Is the contractor responsible for circuit ordering, provisioning, and billing?

Response: This depends on the hosting scenario. On premise hosting will need to work with hosting facility to meet and provide services based on requirements. Vendors are responsible to identify in a timely manner when circuit ordering, provisioning, or bulling is required to support its service level agreement. Off premise hosting will be required to provide connectivity to the CAP via meet me point or other CAP point of presence. Question 1: Outside of the current three MeetMe Points (MMPs) used to access DISA's boundary CAPs, what other CAP points of presence are available?

Presumably, the Offeror is to provide the connectivity between their cloud service offering (CSO) and the CAP point of presence.

Question 2: Is this presumption correct?

Question 3: If so, what connectivity options are available at the CAP points of presence (the MMPs or other points of presence)?

This information is needed to properly calculate the per-user costs for both CLIN 0001 and CLIN 0002. Question 1 Answer: Pleae refer to the CAP link, provided previously in draft RFP responses, for further information about DISA CAPS.

Question 2 Answer: Yes the CSP/CSO is resposible for connectivity from the service hosting location to the DISA CAP.

Question 3 Answer: The connectivity options are as defined in the CAP link provideded previously, via Meet Me Point or Leased Circuit.

51UC Soft Client Pricing ModelVI0005Summary TabN/AReferring to CLINs 0001/0002/0005/0007 – NIPRNet and CLINs 0003/0004/0006/0008– SIPRNet:

The current CLINS blend together any NIPRNET deployments (both CONUS and OCONUS) and any SIPRNET deployments (both CONUS and OCONUS). Based upon the unique requirements of each deployment model, the four models may require different solutions and unique pricing. By blending these deployments, Army will lose the transparency & visibility of a cost benefit phased approach to deployment.

Recommendation:

We recommend creating new CLINS associated with delivering each of the following four deployment models:

1. NIPRNet CONUS

2. NIPRNet OCONUS

3. SIPRNet CONUS

4. SIPRNet OCONUS

Justification:

Changing this will allow the US Army to evaluate and select solutions relative to each unique deployment model. Otherwise, bidders may be forced to blend pricing across each deployment model to fully account for total costs.

Recommendation was considered and it was determined that it was not in the Government's best interest to update the Matrix for different deployment models.
52GeneralHas the Army considered or would be open to using the DISA EVoIP delivery infrastructure for this type of subscription service delivery servThe offeror shall propose its solution, which itbelieves best meets the USG's needs to; include using this infrastructure.
53NANA0002 - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS93.1It is our understanding that most offerors if not all do not have a DoD-PA for their proposed CSO at the required impact level (5 and 6). Therefore most offerors will be required to get a Third Party Assessment Organization (3PAO) – produced Readiness Assessment Report (RAR). We believe this process could take as long as 4 weeks. Given gathering the report may take longer than the time allotted to respond to the RFP we kindly request a three week deadline to 21 November 2016.Please refer to amendment 0001 of the solictation.
54RFP Section 3.2The RFP references access to the DISA EDS and GDS service. Both are chargeable connections from DISA to their customers (EDS as a connection fee and GDS is a per user license). Are these integration a requirement and will the contractor be responsible for the cost for integration with these services. This integration is a requriement. The government will be responsible for any costs owed to another Government agency.
55RFP Section 3.2In regards to Identity management and client mobility, is it the government's intent to use email or SIP-URI for client identification or E.164 (a telephony number)?Depending on solution, without PSTN integration, either email, EDIPI@mil, or SIP-URI would be required. Once PSTN is integrated then the solution could change to E.164 (phone number), however that is based on the CSP/CSO architecture.
