(d) The resulting five-year IDIQ contract will consist of the following Ordering Periods.
Ordering Period 1: Date of Award - September 30, 2023
Ordering Period 2: October 1, 2023 - September 30, 2024
Ordering Period 3: October 1, 2024 - September 30, 2025
Ordering Period 4: October 1, 2025 - September 30, 2026
Ordering Period 5: October 1, 2026 - Five Years From Date of Award
A unique Delivery Order number will be assigned to each Ordering Period upon the initial quantity award within that Ordering Period timeframe. The Delivery Order format will be W52P1J-XX-F-XXXX. Any contractual actions associated with a specific Delivery Order after the establishment of that Delivery Order will be accomplished through Modifications (W52P1J-XX-F-XXXX, Modification PXXXXX).
The unit prices contained in the Price Matrix (Section J, Attachment 0001) will be the unit prices used for all quantity awards.
Ordering Period unit prices will be based on the cumulative quantity awarded in each Ordering Period within a 120 day window. The initial quantity award within an Ordering Period starts the 120 day clock. After the expiration of that 120 days, the cumulative quantity starts back at zero. The next order within that Ordering Period will then restart the next 120 day clock. The beginning of a new Ordering Period will also cause the cumulative quantity to start back at zero. At the time of a quantity award, the unit price for the applicable DODIC/CLIN will be determined by adding the quantity awarded by that action to any previous awards for that applicable
DODIC/CLIN within 120 days prior. The Government will adjust unit prices for DODICs/CLINs previously awarded within an Ordering Period if the change in cumulative quantity results in a reduced unit price so long as the award is within the 120 day timeframe.
3 109
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
For example, assume the Ordering Period 1 unit price for the lowest quantity range for a particular DODIC/CLIN is $0.50 each, and the unit price for the next range for that particular DODIC/CLIN in Ordering Period 1 is $0.40 each. The initial Ordering Period 1 awarded quantity was within the lowest range and therefore was awarded at a unit price of $0.50 each. If the subsequent Ordering Period 1 award moves the cumulative quantity to the next range and is within 120 days of the initial award, the subsequent quantity being awarded will be priced at the $0.40 each unit price and the quantity previously awarded will have the unit price adjusted from $0.50 each to $0.40 each. NOTE: These unit prices are for illustration purposes only.
(e) The guaranteed minimum quantity for the resulting contract is 2,000,000 each (EA) in any combination of the 13 DODICs outlined above. This guaranteed minimum quantity shall be ordered/awarded by the first Delivery Order under Ordering Period 1 at the time that the Base IDIQ Contract is awarded. After the minimum guaranteed quantity has been ordered/awarded by the Government, the Government will not have any obligation to purchase additional quantities under the contract.
(f) During the life of resulting contract, the Government is entitled to order a maximum total quantity of 500,000,000 EA in any combination of the above listed DODICs.
(g) An EPA for Copper and Lead (see Section I Narrative I0001, Economic Price Adjustment (EPA) for Copper and Lead) will be included for ___________________________________________________ specific DODICs and will apply to Ordering Periods 2 through 5 only.
(h) Any components/supplies obtained OCONUS shall be shipped using U.S. Flag Vessels per DFARS 252.247-7023, Transportation of Supplies ___________________________ by Sea. The process to obtain a U.S. Flag Vessel for transportation may result in delays and U.S. Flag Vessels are typically more______ expensive. The U.S. Flag Vessel requirement is normally not waived, so an Offeror's proposal must not be based upon an expected waiver of the U.S. Flag Vessel requirement.
(i) As outlined in Sections L and M of this RFP, a best value subjective tradeoff approach will be used to evaluate proposals submitted in response to this RFP. The Government reserves the right to make award to other than the lowest priced Offeror for non-price factors.
The Government anticipates receiving adequate price competition under this RFP; therefore, certified cost or pricing data is not required to be submitted with proposals. However, in the event the Procuring Contracting Officer (PCO) determines that adequate competition does not exist, the Government reserves the right to require that certified cost or pricing data be submitted.
(j) The Government intends to award without discussions; therefore, each proposal should contain the Offeror's best terms for award of a contract under this RFP. The PCO may contact Offerors for clarifications, as described in FAR 15.306(a) and Section L, FAR 52.215-1, Instructions to Offerors - Competitive, without opening discussions. However, the Government reserves the right to conduct discussions______________________________________ and to permit Offerors to revise their proposals if determined necessary by the PCO.
(k) Offerors shall propose pricing using the Price Matrix (Section J, RFP Attachment 0001) as outlined in Section L of this RFP. Prices entered anywhere other than this Price Matrix will not be considered. The pricing ranges are provided for the purpose of establishing reasonable quantities against which to provide unit prices. The weights established in the Price Matrix are for evaluation purposes only. They are not a guarantee of quantities to be awarded.
(l) Offerors are to submit prices on a Free On Board (F.O.B.) Origin basis. The Government is only responsible for the costs associated with the shipment of the deliverable end item. The contractor is responsible for all other shipping.
(m) Deliveries will be in accordance with the schedules set forth in Section F Narrative F0002, Required Delivery Schedule. __________________________
(n) Technical documents included in this RFP are marked with Distribution Statement D and F. To obtain the Technical Data Packages
(TDPs) for this RFP, Offerors must request explicit access through "Contract Opportunities" in the SAM.gov website. Search for W52P1J-21-
R-0033 and choose the "Attachments/Links" tab . Request access to the document titled "TDP Request W52P1J-21-R-0033". When prompted for
"Reason for Request", Offerors shall enter the following: "I am requesting access to the .zip file for the TDPs under RFP W52P1J-21-R-
0033. My CAGE Code is XXXXX". Successful completion of this will prompt a Government point of contact to send the TDPs to the requesting data custodian via the DoD SAFE website. In accordance with the Section C Narrative C0002, Special License Agreement, Offerors will be _________________________ required to sign a Non-Disclosure Agreement in order to access the TDPs for DODICs AC20, AC21, AC22, AC23, AC24 and AC60.
Offerors must have an approved DD Form 2345, Military Critical Technical Data Agreement, on file with the Joint Certification Program __________________________________________
(JCP) in order to be granted access to the TDPs. Restricted technical data will not be available to an Offeror who has not been certified. NOTE: The TDP requestor must be the Data Custodian in the JCP database or the TDP request will be denied.
To verify who your data custodian is, please log into:
https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/www.dlis.dla.mil/jcp/ and use the Cage Code search function.
(o) Program Reviews and Teleconferences are a requirement of this contract. See Section C Narrative C0003, Program Reviews and ____________________
