About this file
This file is a Questions and Answers (Q&A) document addressing clarifications on solicitation W51AA1-27-Q-A010 for Gates, Barriers, and Turnstiles Service and Maintenance at Tobyhanna Army Depot. Key clarifications include: CMMC Level 2 (Self) certification is mandatory before contract award and applies to the entire scope of work regardless of current status; the most current Wage Determination (WD 2015-5797, Revision 33) supersedes the reference to WD 2015-4235 in the PWS; the current version of Attachment III Pricing Table should be used with only header changes from the deleted version; and preventive maintenance consumables including 48 batteries and 8 turnbuckles must be included in the firm-fixed quarterly PM price, while parts and materials for remedial and emergency repairs are treated as Other Direct Costs (ODCs) billed based on pre-approved quotes.
Additional technical clarifications address the Gate System Upgrade scope, specifying that the Slide Driver 40 operator (HySecurity brand) must be retrofitted with a sprocket-based drive system on six specified gates within the first 60 days, with the contractor solely responsible for field verification of existing conditions; barrier refurbishment involves sandblasting and color-matched repainting of two Grab 300 barriers located at Hap Arnold Boulevard and CPL D'Amato Street with on-site blasting permitted; and contractor technicians must possess sufficient expertise to execute upgrades in strict adherence to HySecurity manufacturer specifications. The file addresses pricing treatment of parts under remedial repair CLINs and clarifies the scope of consumables versus parts to be reimbursed on a cost basis under CLIN 0003.

| Question | Answer | |
| 1 | DFARS 252.204-7025(b)(1) in the solicitation requires CMMC Level 2 (Self) before award. The work (preventive maintenance and repair of gates, crash barriers, drop arms and turnstiles) appears to involve only Federal Contract Information. Would the Government accept CMMC Level 1 (Self) for this requirement? | No, the only acceptable level for this requirement is Level two (self). |
| 2 | The issued pages 61-62 specify CMMC Level 2 Self status and applicable offeror system UIDs in the proposal. Please confirm this applies to the proposed public maintenance scope and identify the applicable information category. Aroi is not claiming a current CMMC status or using another firm's UID. | Under PWS Section 1.5.1, this acquisition is for commercial services performed under FAR Part 12. As confirmed by the Government in Questions 1 and 3, CMMC Level 2 (Self) is the only acceptable level for this requirement. This requirement applies to the entire scope of work (preventive maintenance and repair of gates, crash barriers, drop arms, and turnstiles) prior to contract award, regardless of whether the offeror currently claims a CMMC status or intends to use another firm's system UID. |
| 3 | CMMC level: DFARS 252.204-7025 in the solicitation sets the required level as CMMC Level 2 (Self). The PWS does not appear to involve controlled unclassified information. Could you confirm whether Level 2 (Self) is intended, or whether CMMC Level 1 (Self) applies to this requirement? | No, the only acceptable level for this requirement is Level two (self). |
| 4 | Pricing table: the SAM.gov notice shows an earlier version of Attachment III – Pricing Table as deleted. Could you confirm which version offerors should use, and whether an amendment will be issued? | Use the version currently posted, I only changed the header on the current one. There are no differences in anything else on the doc. |
| 5 | Wage determination: PWS paragraph 1.5.7 cites WD 2015-4235, Revision 26, while the solicitation provides WD 2015-5797, Revision 33 as Attachment II. Could you confirm which wage determination applies? | Disregard the reference to NO. 2015-4235 in section 1.5.7 of the PWS (Attachment I), the most recent wage determination is to be used (Attachment II) and if an update comes out before award, the updated one will then be used for the contract. |
| 6 | Parts as ODCs vs. contractor-furnished: PWS 1.14 says Other Direct Costs are expected for parts and materials for remedial and emergency repairs, while PWS 4.3 requires the contractor to provide all parts and materials for PM and remedial repairs. Should remedial/emergency parts be priced on an ODC/not-to-exceed CLIN and billed per the approved quote (PWS 5.2.2.8), with only PM consumables (including the 48 batteries and 8 turnbuckles in PWS 5.2.1.6-5.2.1.7) included in the quarterly PM price? | PM Consumables: Under PWS 4.3 and 5.2.1.4, the contractor must furnish all consumables required for quarterly PMs (including filters, miscellaneous hardware, lubricants, hydraulic oil, light bulbs, batteries, and turnbuckles). Specifically: |
The 48 batteries (2 locations: Hap Arnold Blvd & CPL D'Amato Street) are replaced every two and a half years during scheduled PMs (Option Year 1, 1st PM; and Option Year 3, 2nd PM) per PWS 5.2.1.6.
The 8 turnbuckles (same 2 locations) are replaced during the 2nd PM of Option Year 2 (or as-needed if one fails) per PWS 5.2.1.7.
Remedial/Emergency Parts: Under PWS 1.14 and 5.2.2.8, parts and materials for unexpected remedial and emergency repairs are treated as Other Direct Costs (ODCs) and must be billed based on a pre-approved quote submitted by the contractor and authorized by the POC prior to starting work.
7 Gate System Upgrade (PWS 5.3.1): Is the "Slide Driver 40" operator brand-name (HySecurity) or brand-name-or-equal? For the six gates listed, should the existing operators be replaced or retrofitted with the sprocket drive, and do any existing gate panels, tracks, or foundations need modification? retrofitted with the sprocket drive Brand Specifications: Under PWS Section 5.1 (Scope of Equipment), the existing equipment inventory lists "8 Hy-Security Slide Drivers with Battery Backup Cabinets" on-site. The Slide Driver 40 is manufactured by HySecurity.
Scope of Upgrades: PWS 5.3.1 states that the contractor must install a Gate System Upgrade within the first 60 days of the contract, which includes "installing a sprocket-based drive system on 6 specified gates with Slide Driver 40 operator."
Field Verification Responsibilities: Per PWS 5.3.2 (Mandatory Field Verification Notice), the contractor is solely responsible for visiting the site to verify all existing field conditions, rough openings, grades, setbacks, motors, and dimensions prior to ordering materials or performing modifications to any existing panels, tracks, or foundations.
8 Barrier refurbishment (PWS 5.4.1): How many barrier posts or barriers are to be sandblasted and repainted, and what are their approximate dimensions and current coating? Is on-site sandblasting allowed at the Hap Arnold Blvd and CPL D'Amato Street locations, or must containment or off-site work be used? Quantity & Locations: PWS Section 5.1 lists 2 Grab 300 Barriers (the corroded barriers located at Hap Arnold Blvd and CPL D'Amato Street as referenced in PWS 5.2.1.6/5.2.1.7).
Refurbishment Details: PWS 5.4.1 specifies that the refurbishment includes sandblasting, color-matched repainting, and replacement of stickers on corroded barriers.
onsite blasting 9 1. Are there any special manufacturer-authorized technician requirements for the SlideDriver 40 upgrades?
PART 6 (Applicable Publications) states: "The Contractor shall abide by all applicable publications, regulations, manuals, local policies and procedures for repairs and installations. The manufacturer’s specifications and methods are priority."
Technicians should therefore have sufficient expertise to execute the upgrades and maintenance in strict adherence to HySecurity's manufacturer specifications.
| 10 | Barrier refurbishment scope (PWS 5.4.1 / CLIN 0004): Which barriers are to be sandblasted, repainted and re-stickered? Is it only the two GRAB 300 barriers on Hap Arnold Blvd and CPL D'Amato Street, or are other barriers or posts included? If others are included, how many? |
| 11 | Parts: Section 13 says approved remedial work is invoiced at a single fully loaded labor rate. Attachment III says parts are reimbursed on a cost basis under CLIN 0003, and PWS 4.3 says the contractor provides all parts and materials. Please confirm how parts are to be priced and invoiced. |
| 12 | Preventive maintenance materials: PWS 5.2.1.4 includes batteries and turnbuckles in preventive maintenance. Should the 48 batteries (option years 1 and 3) and 8 turnbuckles (option year 2) be included in the firm-fixed PM price? |
