About this file

This file contains Questions and Answers (Q&A) clarifications for a federal contract solicitation related to automatic door repair services. The contract involves time-and-materials pricing using an SF-1449 form and Attachment 6 for labor rate documentation.

Key clarifications include: (1) pricing structure requires contractors to submit an hourly labor rate multiplied by 100 hours on Attachment 6, with that total amount entered on the SF-1449 CLIN, representing the estimated annual labor cost; (2) contractors may propose their own labor classification from Wage Determination 2015-5797; (3) NIST SP 800-171 assessment requirements apply per DFARS 252.204-7019 unless the solicitation is solely for COTS items; (4) Machine Risk Assessment per MIL-STD-882E applies only to new equipment, not existing automatic door repairs; (5) material handling charges are allowable in addition to material costs under FAR 52.232-7; (6) historical data shows approximately twelve repair calls occurred in the past 12 months, though the government will not provide a list of buildings with automatic doors prior to award; and (7) offerors may submit past performance references from proposed subcontractors supported by signed teaming agreements to satisfy the three-reference requirement in Section M, paragraph B.

Questions and Answers 1

Question 1. SF1449 pricing. Section M asks offerors to price each CLIN on the SF1449 and on Attachment 6. Attachment 6 prices labor only (100 hours times the hourly rate), and Section B describes each CLIN as one Lot of labor and materials. What should go in the SF1449 unit price and amount for each CLIN? Is it the Attachment 6 total for that year?

Answer 1. For Attachment 6, we just need to know the hourly labor rate multiplied by 100 hours. For the CLIN on the SF-1449, you will put that number from Attachment 6. The “materials” mentioned on the CLIN is saying that we understand that you will be billing for time and materials needed for the repair. Yes, Attachment 6, is stating your estimated total for each year.

Question 2. Labor category. Attachment 6 asks for one hourly rate. Which Wage Determination 2015-5797 occupation should this rate be based on (for example, 23510 Locksmith or 23160 Electrician, Maintenance)? Or should the contractor propose the classification?

Answer 2. You can propose the classification that normally would conduct the repairs.

Question 3. CUI and NIST SP 800-171. Will the contractor receive, store, or create Controlled Unclassified Information on its own information systems under this contract? If not, can you confirm that a NIST SP 800-171 assessment in SPRS (DFARS 252.204-7019) is not required for award? The CMMC Level 1 status will be provided.

Answer 3. As per DFARS 204.7304(d), we must “Use the provision at 252.204-7019 , Notice of NIST SP 800-171 DoD Assessment Requirements, in all solicitations, including solicitations using FAR part 12 procedures for the acquisition of commercial products and commercial services, except for solicitations solely for the acquisition of commercially available off-the-shelf (COTS) items.”

Question 4. Safety. Does Attachment 3, section S3.0 (Machine Risk Assessment per MIL- STD-882E) apply to repairs of existing automatic doors, or only to new equipment delivered or installed?

Answer 4. Attachment 3, section S3.0 (Machine Risk Assessment per MIL-STD-882E) only applies to new equipment.

Question 5. Materials. Materials are reimbursed at cost. Under FAR 52.232-7, may the contractor include a material handling charge? Or is cost only, with no markup of any kind?

Answer 5. Material handling would be an allowable charge.

Question 6. History. Can you share the number of repair calls or labor hours used in the past year, and a list of buildings with automatic doors?

Answer 6. There were approximately twelve calls for repair in the past 12 months. The Government will not provide a list of buildings with automatic doors prior to award.

Question 7. Past performance. May the offeror submit past performance references from its proposed subcontractor, supported by a signed teaming agreement, to meet the three references required in Section M, paragraph B?

Answer 7. Yes that is acceptable.
