About this file

This is a Questions and Answers document containing four questions related to a service contract for generators and UPS systems maintenance at Tobyhanna Army Depot. The Q&A clarifies that prime contractors must maintain their own insurance coverage in addition to any subcontractor insurance, and that there should be two separate labor rates - one for generator repairs and one for UPS systems repairs. All work must be performed during normal operating hours (07:00-16:30, Monday through Friday, excluding Federal Holidays and RDOs).

The document identifies Reading Bearing & Drive Solutions, Inc. as the incumbent contractor from a previous award notice posted on March 29, 2022. The overall contract covers preventative maintenance and remedial repairs for 30 generators and 19 uninterruptible power supply systems at Tobyhanna Army Depot, PA, structured as a hybrid contract with firm-fixed-price scheduled maintenance and time-and-materials unscheduled repairs.

QUESTIONS AND ANSWERS 1
QUESTIONANSWER
1We are resellers. As such, we never touch the equipment and subcontract the field work well established contractors in the location work will be performed. In the solicitation, it states the Contractor shall maintain insurances on pg 4 such as workers compensation. The companies we subcontract with will have those in place. We believe that meets the purpose of the language. Is that acceptable? No, it is not acceptable for only the subcontractor to provide and maintain the types and minimum amounts of insurance on page 4 of the solicitation. In addition, the prime contractor is required to provide and maintain, during the entire performance of this contract, the types and minimum amounts of insurance on page 4 of the solicitation.
2I am reviewing the new requirements for the Generator and UPS service at Tobyhanna and noticed that in this Solicitation you are requesting a Flat Labor Rate for all Generator and UPS service work (CLIN 0005). In the past we provided different rates for Generator and UPS work and different rates depending on the time of day, weekends, and Holidays. Wanted to clarify how you would like the hourly rates to be provided.Yes. There should be two different labor rates. One for generator repairs and one for UPS Systems repairs. Attachment V, Pricing Worksheet and the Solicitation/SF1449 have been revised accordingly. See Amendment 0003 for more information.

All work shall be performed during normal operating hours, 07:00 – 16:30, Monday through Friday. This excludes Federal Holidays and regular days off (RDO). (Section 5.6.2 of the Performance Work Statement)
