Preventative Maintenance Schedule- Sidewinder/EONV

1.0 SIDEWINDER and ELECTRO OPTICS/NIGHT VISION CLEAN ROOMS:

1.1 QUARTERLY:

1.1.1 Pre-Filters:

1.1.1.1 Sidewinder: Replacement of Air Handling Unit (AHU) pre-filters are NOT in the scope of this contract. However to assure that the central air AHU filters (pre-filters) are being properly maintained, Contractor shall measure, identify and document pre and post filter static pressure and report values along with differential per section Reports. Although not part of the routine maintenance, replacement of pre-filters is required it may be addressed through the unscheduled/emergency portion of the contract and unscheduled replacement may be exercised.

1.1.1.2 Electro-Optics Night Vision: Sidewinder: Replacement of Air Handling Unit (AHU) pre-filters are NOT in the scope of this contract. However to assure that the central air AHU filters (pre-filters) are being properly maintained, Contractor shall measure, identify and document pre and post filter static pressure and report values along with differential per section Reports. 1.1.2 HEPA Filters:

1.1.2.1 Sidewinder: For terminal filter HEPA units in ceiling, inspect grilles and filter modules for visible damage. Perform leak test at HEPA filters and document per section Reports. In addition to HEPA leak test identified below, measure differential pressure across representative sample of HEPA filters (15% of total). From filter manufacturer and field measurement of velocity/volume flow, identify the clean filter pressure drop at specific CFM (cubic feet per minute) as well as the measured pressure drop. Document pre and post HEPA filter static pressure and report values including differential along with recommendations regarding replacement interval per section Reports. If replacement of HEPA filters is required, it may be addressed through the unscheduled/emergency portion of the contract and unscheduled replacement may be exercised.

1.1.2.2 Electro-Optics Night Vision: For terminal filter HEPA units in ceiling, inspect grilles and filter modules for visible damage. 1.1.2.3 Perform measurement of air velocity at representative sample of HEPA filters (the grater of 15% of total or minimum of 8 HEPA filters) to be sure that they are within specification per FED-STD-209E and ISO 14644 (parts 1 thru 8). Acceptable air velocity shall be greater than 70 feet per minute (fpm) at the output side of the HEPA modules. Measurement points shall be spread across each clean room space such that a good overall sample can be obtained. Include in report generated at time of room testing; comply with section Reports.

1.1.3 Clean Benches/Lab Hoods (self-contained): Inspect the overall condition and operation of bench for visible signs of a need for repair or replacement of components or filters. Report condition per section Reports. In addition, any deficiencies posing an immediate concern to safety or eminent failure of equipment/ shut down of systems shall be reported immediately to the CPOC.

1.1.4 Measure and record temperature and humidity and verify that these readings are within the specifications (70oF +/- 2oF; 50% relative humidity). Compare field readings against any permanent displays and gauges, note any discrepancies requiring calibration. These readings and findings shall be part of the written report.

1.1.5 Visual and operationally inspect door interlock system(s), curtain systems, etc., repair if necessary. Measure and record differential pressure between clean room and ambient space. Include differential air flow transfer between clean rooms with multiple spaces/sub-rooms and anti-room areas. These readings and findings shall be part of the written report.

1.1.6 Inspect the overall interior of the clean room for visible signs of a need for repair or replacement of ceiling tiles, wall panels, floor sections, concrete/epoxy coating failure, etc. Report condition per section Reports. In addition, any deficiencies posing an immediate concern to safety or eminent failure of equipment/ shut down of systems shall be reported immediately to the CPOC.

1.1.7 Central Vacuum: Inspect and assess central vacuum system for proper operations. Repair motor(s), brushes, clean filters, and clear blockage as necessary. Check amperage draw with two ports open and check motor and impeller vibration. Repair as necessary.

1.1.7.1 Sidewinder: Applicable

1.1.7.2 Electro-Optics Night Vision: Not Applicable

1.1.8 Clean rooms are equipped with Nitrogen Gas regulator panels. Document gauge readings of regulated pressure of each while in operation (static pressure not acceptable). Document markings on each indicating what the regulated set pressure should be and when it was last adjusted (as identified on regulator panel labels).

1.1.9 Upon completion review finding with CPOC and obtain CPOC signature on copy of report. Copies of the report shall be submitted in WAWF upon each applicable payment request. Payment requests without CPOC (or delegated authorization) shall be rejected. Refer to other sections for report requirements.

1.2 SEMI-ANNUAL:

1.2.1 Clean Benches/Lab Hoods (self-contained): Inspect the overall condition and operation of bench for visible signs of a need for repair or replacement of components or filters. Report condition per section Reports. In addition, any deficiencies posing an immediate concern to safety or eminent failure of equipment/ shut down of systems shall be reported immediately to the CPOC.

1.2.2 Check room cleanliness at a minimum of four separate locations (Spaced approximately equal throughout each clean room space) using a laser particle counter or handheld particle counter per FED-STD-209E (or most current revision) and ISO 14644 (parts 1 through 8).

1.2.3 Insure proper operation of hardware and ancillary items within the clean room. Repair as directed by the CPOC.

1.2.4 Document and include all information above in Report.

1.3 ANNUAL:

1.3.1 Clean Benches/Lab Hoods (self-contained): Conduct leak test at each and every HEPA filter. Inspect all Clean Bench units; including pre-filters, HEPA filters, speed controllers and blower motors. REPLACE ALL PRE-FILTERS. Measure and record air velocities at work surface on all clean benches to verify proper air flow. Measure differential pressure across every HEPA filter. Compare field readings against any permanent displays and gauges, note any discrepancies requiring calibration. From filter manufacturer and field measurement of velocity/volume flow, identify the clean filter pressure drop at specific CFM (cubic feet per minute) as well as the measured pressure drop. Document pre and post static pressure of HEPA filters and report values including differential along with recommendations regarding replacement interval per section Reports. If replacement of HEPA filers is required it may be addressed through the unscheduled/emergency portion of the contract and unscheduled replacement may be exercised.

1.3.1.1 Sidewinder: Applicable; also identify quantity and locations.

1.3.1.2 Electro-Optics Night Vision: Not Applicable

1.3.2 Oxygen/Specialty Gas Monitors: Check and verify proper operation of “Pureaire Oxygen Monitoring System” or similar manufacturer in clean room area. Verify accuracy or calibrate and certify. Apply dated certification sticker of agency to equipment.

1.3.2.1 Sidewinder: Not Applicable

1.3.2.2 Electro-Optics Night Vision: Applicable

1.3.3 Gross Cleaning of Clean room as required when needed in order to re-certify the clean room. Coordinate performance period with CPOC and KO to assure certification does not lapse.

1.3.4 Check air quality of various locations throughout the clean room area using a laser particle counter or hand held particle counter.

1.3.5 Recertification of the clean room per FED STD-209e (or most current revision) and ISO 14644 (parts 1 through 8). This will involve particle evaluation using a laser particle counter (or most current technology which is approved per FED STD-209e and ISO 14644 listed above) in order to verify class 1,000 cleanliness. Recertification shall be included in the Preventative Maintenance price and the proper paperwork and documentation for certification (or recertification) shall be provided to Tobyhanna Army and must include certificates of cleanliness for each clean room space. Two copies of the final report shall be provided to the CPOC upon completion of the recertification. Report requirements identified in section Reports.

1.3.6 Document and include all information above in Report.
