About this file
This is Amendment 0003 to Solicitation W519TC-26-R-A067, issued by the U.S. Army Corps of Engineers (USACE) on August 24, 2026. The amendment extends the response due date from August 31, 2026 to September 7, 2026 at 10:00 AM Central Standard Time. The amendment updates Sections L and M of the solicitation and clarifies that masonry work does not apply to this acquisition. The Government intends to award a firm-fixed-price contract for commercial items under Simplified Acquisition Procedures (SAP) per FAR Parts 12 and 13.
Offerors must submit quotes in two phases: Phase 1 (Administrative & Compliance) requires a signed cover page (SF 1449 or equivalent), acknowledgment of all amendments, active UEI and CAGE Code registration in SAM.gov, and a properly executed Bid Bond submitted via email. Phase 2 (Comparative Analysis) requires submission of licenses for applicable trades (contractors and subcontractors must be licensed in Illinois), a completed firm-fixed-price pricing schedule inclusive of all labor, materials, equipment, and warranties, and past performance documentation listing up to three relevant projects completed within the last five years with customer contact information. The Government will evaluate quotes using comparative evaluation methodology without adjectival ratings or scoring schemes, assessing administrative compliance (pass/fail), technical qualifications, past performance, and price to determine best value. Award will be made to the responsible offeror providing the best overall value, with the Contracting Officer reserving the right to select a higher-priced offer if non-price advantages justify the premium. Primary contact is Mark Wells (mark.f.wells4.civ@army.mil) and secondary contact is Kathy Ward (kathleen.m.ward20.civ@army.mil).

Miscellaneous text in this section has been modified to:
Addendum to FAR 52.212-2: Evaluation
(a) Basis for Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose quote represents the best value to the Government. The Government is utilizing Simplified Acquisition Procedures (SAP) and will evaluate quotes using a comparative evaluation process. FAR Part 15 procedures, including the use of adjectival ratings, scoring schemes, and relative order of importance, will not be used.
(b) Evaluation Process: The Government will evaluate quotes in two distinct phases:
Evalu ation Phas e
Fac tor
Comparative Evaluation Methodology
Phas e 1: C ompli ance
Ad min istr ativ e R evi ew
The Government will review quotes on a strict pass/fail basis to ensure all required documents from Section A of the Instructions to Offerors have been submitted (e.g., active SAM, bid bond, signed amendments). Quotes that omit these requirements will be deemed non-responsive and will not proceed to Phase 2.
Phas e 2: C
Tec hni ompa rative Analy sis cal Qu alifi cati ons
The Government will directly compare the provided licenses across quotes to determine which offeror demonstrates the most relevant and capable personnel for the required work.
Phas e 2: C ompa rative Analy sis
Pas t Pe rfor ma nce
The Government will directly compare the relevance and quality of the submitted past projects across quotes to determine which offeror presents the highest likelihood of successful contract performance.
Phas e 2: C ompa rative Analy sis
Pric e The Government will evaluate the total Firm-Fixed-Price of each quote to determine fairness and reasonableness.
*Due to system limitation, the table cannot be formatted differently. The table reads as follows:
Row 1: Evaluation Phase / Factor Row 2: Phase 1: Compliance / Administrative Review Row 3: Phase 2: Comparative Analysis / Technical Qualifications Row 4: Phase 2: Comparative Analysis / Past Performance Row 5: Phase 2: Comparative Analysis / Price
(c) Final Selection: Award will be made to the offeror whose proposal provided the best overall value to the Government. The Contracting Officer will make an integrated assessment of the schedule, personnel, past performance, and price. The Government reserves the right to select a higher-priced offer if the comparative evaluation reveals that the higher-priced offeror provides advantages in the non-price areas that justify the price premium.
