About this file

This is a Pre-Bid Request for Information (RFI) document for Building 333 Roof Repair (Project No. 2025-1649) issued in August 2026 by a federal agency at Rock Island Arsenal. The project involves the replacement of an EPDM roofing system and associated components on an actively occupied federal building.

The scope of work includes removal and replacement of the existing EPDM roof membrane and insulation (installed 1993-1994), replacement of approximately 3,000 square feet of roof deck sheathing based on previous experience estimates, installation of new aluminum drip edge and fascia, replacement of the canopy roof (also EPDM with plywood sheathing on 2x wood joists), installation of new gypsum board on the canopy soffit with LED lighting, provision of 2-inch wide soffit vents, new flashing for rooftop mechanical equipment per EPDM manufacturer specifications, and R-30 Long-Term Thermal Resistance insulation. Metal flashing replacement is limited to rooftop elements only; through-wall flashing and masonry repair are excluded. The contract is Firm-Fixed-Price with a single Base Bid (CLIN 0001) requiring only a total price submission; a detailed pricing breakdown may be requested post-award. Contract performance requires commencement within 30 calendar days of Notice to Proceed and completion within 120 working days of NTP, with liquidated damages of $1,000 per calendar day for delays. The anticipated award date is end of September 2026 with NTP shortly thereafter. Applicable roofing licensure from Illinois or another U.S. jurisdiction demonstrating equivalent qualification is required. The document contains 39 RFIs addressing technical clarifications regarding existing roof conditions, hazardous materials testing, site staging, design documentation, drawing conflicts, and contract requirements; key responses indicate that hazardous material inspection and parapet investigation results will be provided by September 4th, masonry qualifications have been removed via Amendment 0003, and a baseline construction schedule must be submitted within 15 calendar days of NTP issuance.

B333 Roof Repair Pre-Bid RFI Project No. 2025-1649 August 2026

RFI #1: Existing Hazardous Material Survey

Reference: SOW Section 3.1.3 / Spec Section 01 35 26 Does the Government have an existing asbestos, lead paint, or other hazardous material survey on file for the current roof assembly (membrane, insulation, adhesives) on Building 333? If so, would the Government be willing to provide a copy to prospective offerors?

Response: A hazardous material inspection report will be conducted and results provided

RFI #2: Existing Roof System History

Please provide, if available, the approximate installation date/age of the current EPDM roofing system, and whether there is any known history of leaks, deck damage, or moisture intrusion in specific areas of the roof.

Response: The current EPDM roof and insulation were installed between 1993-1994. The roof has leaked and been patched many times. Sections of deck sheathing have been replaced.

RFI #3: Basis for Estimated Sheathing Replacement Quantity

Reference: Drawings, Sheet A-101, Sheet Note B

The Drawings direct offerors to include 3,000 S.F. of roof sheathing replacement in the Base Bid, with a unit price for adjustment as needed. Please confirm whether this quantity was developed from an existing roof condition survey, moisture scan, or core sample data, and if such supporting documentation is available for offerors' reference.

Response: Sheathing replacement square footage was estimated based on previous experience. Supporting documentation is not available.

RFI #4: Crane Staging Area

Reference: Drawings, Sheet G-002, General Note 4

The drawings do not appear to designate a specific location for crane staging or material laydown near Building 333. Given the site constraints (33-ft building stand-off, restricted alley access noted on Sheet G-002), can the Government identify the anticipated or preferred staging area for prospective offerors' planning purposes?

Response: Crane staging will be to the east or south side of the building. The contractor will be allowed to block off a section of the east parking lot for a laydown area.

Exact locations will be directed by the Contracting Officer’s Representative

(COR)

RFI #5: Design Phase Documentation

Was a roof condition assessment, existing conditions survey, or photographic documentation prepared in support of the design of this project? If such documentation exists, would the Government be willing to make it available to offerors for reference in preparing their proposals?

Response: An inspection report and photos will be provided

RFI #6: Missing Detail A6/A-301

Reference: Drawing A-101, Roof Plan; Sheet A-301

Sheet A-101 references detail callout "A6/A-301" at multiple locations, including the west, east, and south perimeter walls (unmodified) and at several internal bay-division points (marked "SIM."). These perimeter walls are also governed by Detail A9 (Typical Parapet Coping), confirmed via Building Section E1. Sheet A-301 does not contain a detail labeled A6, only A1, A9, A13, A17, and E1 are shown.

Please confirm:

(1) the construction condition A6 represents in addition to the A9 parapet coping detail at these locations (e.g., wall backup construction, a height or condition transition, corner/return condition, or other), and

(2) whether the missing detail can be issued to offerors prior to proposal submission, as it affects multiple locations across the roof perimeter and field.

Response: Detail A9 was mislabeled and has been corrected to A6 via Addendum No. 1.

Backup material at parapets is presumed to be sound and viable as a base for roofing installation, however due to multiple inquiries an investigation into the construction of the parapets will be conducted and results shared when available. Results are anticipated by Friday September 4th.

RFI #7: Entry Canopy Roof Construction

Reference: Sheet A-101, Roof Plan / Entry Canopy Reflected Ceiling Plan

The drawings do not identify the entry canopy's current roof covering or construction, nor confirm whether the canopy roof is included in the roof replacement scope. No plan, section, or detail depicts the canopy's roof deck, slope/drainage direction, or the wall transition condition where the canopy meets the building above it. The Roof Plan and Reflected Ceiling Plan together indicate the canopy has a roof drain with basket (Key Notes 7, 9), a soffit intake vent (Key Note 13), and two roof-mounted gravity exhaust ventilators (Key Note 12), suggesting an enclosed cavity roof assembly. No construction detail is provided for this condition.

Please advise whether the canopy roof is included in the base bid replacement scope, and if so, provide construction details for the existing canopy roof deck, cavity/ventilation assembly, and wall transition, or confirm what offerors should assume in their absence.

Response: The canopy roof is an EPDM roof and is included in the scope of work for this project. Photos provided will show conditions inside the copy structure to be plywood sheathing on 2x wood joists supported by a steel superstructure. Roof drainage is achieved through sloped insulation. See specification section 07 72 20 for gravity-type roof ventilation clarification.

RFI #8: Drip Edge/Fascia Conflict (Key Notes 7 & 8, Detail A1)

Reference: Sheet A-101, Key Notes 7 and 8; Drawing A-301, Detail A1

Key Note 7 directs removal of existing flashing and installation of new aluminum drip edge, fascia and sub-fascia. Key Note 8 separately directs replacement of the 2x wood fascia board, painted to match existing. Detail A1 does not show three (3) components. Please confirm whether the wood sub-fascia board remains visible/painted after installation of the aluminum drip edge and fascia, whether the intent is to install a fascia board of some type over the sub-fascia.

Response: There is no 3rd fascia component. The drip edge is to be placed directly onto the painted wood fascia board. Keynote 7 on A-301 has been updated via Addendum No. 1.

RFI #9: Unlabeled Rooftop Equipment (Key Note 4)

Reference: Sheet A-101, Roof Plan; Key Note 4 Key Note 4 ("Existing rooftop mechanical equipment, install new flashing per EPDM manufacturer's instructions") is defined in the Key Notes legend but is not tagged or referenced anywhere on the Roof Plan. Several unlabeled square symbols are shown scattered across the roof field that appear to represent rooftop equipment. Please confirm the quantity and locations of existing rooftop equipment requiring new flashing under Key Note 4.

Response: Keynotes have been added to sheet A-101 via Addendum No. 1 for clarification.

RFI #10: Anticipated Award and Notice to Proceed Timeline

Reference Section H, Special Contract Requirements

The solicitation defines contract performance relative to Notice to Proceed (NTP):

commencement within 30 calendar days of NTP, completion within 120 working days of NTP — but does not indicate an anticipated award date or NTP issuance date. To assist with material procurement lead times and subcontractor scheduling, please advise the Government's anticipated timeline for contract award and NTP issuance.

Response: The anticipated award date is by the end of September and the NTP will be shortly after. This is only an estimate and not a guarantee.

RFI #12: Replacement of plywood decking on overhang,,,Price per square foot, include so much in base bid?

Response: Question is unclear. Please clarify.

RFI #13: Replacement of MAIN beams in the building with laminated beams

Response: Beam replacement is not a part of this project.

RFI #14: Replacement of roof joists with new joists,,when we remove bad decking we find bad roof joists, some we sistered in the past

Response: Differing site conditions (DSC) will be addressed if and when they are encountered during the project.

RFI #15: Facia board on the overhang,, Replace with a 2x12 largest board we can get,, ,, primed and painted

Response: Replacement fascia board to match existing

RFI #16: Repairs to ends of rotted beams,, Price per each,,, We need a drawing to show extent of work required, how we should patch

Response: Repairs to the ends of beams are not included in the scope of the project. If replacement is determined to be required, it will be treated as a (DSC).

RFI #17: The walls need a layer of plywood attached to the old brick so the rubber will stick to the walls,,Detail A9 inside of wall

Response: Backup material at parapets is presumed to be sound and viable as a base for roofing installation, however due to multiple inquiries an investigation into the construction of the parapets will be conducted and results shared when available. Results are anticipated by Friday September 4th.

RFI #18: Replacement of drain bowls and drain pipe to the outside,,These drains and piping are the old from 60 years ago,,, Needs new drains

Response: Replacing drain bowls and drain pipe is not included in this project.

RFI #19: What to do with Antenna's and Dish to shut down and move while roofing,,,Who do we contact

Response: Coordinate with project COR.

RFI #20: In the past we put a layer of 1/2" type X drywall on the deck or a Dens Deck, Then put a Dens Deck on the top of the insulation to glue roof to

I have not checked the RoofNav to see if we have to do this again,,Might want a price to install drywall on wood deck if required

Response: Additional roof sheathing is not included in this project.

RFI #21: What do you want completed on bottom of Canopy, new 2' wide soffit vent,,Do you want all new drywall on bottom of canopy?

Response: Provide 2” wide soffit vent per Key Note 13. Yes the bottom of the canopy is to receive new gypsum board as described in specification 09 29 00.

RFI #22: The Statement of Work (Part 1.1) references replacement of the canopy soffit gypsum board and recessed can lighting with LED fixtures; however, we do not find an electrical/lighting specification section within Appendix A. Please confirm whether the LED lighting scope is governed by the drawings only (Appendix B), or whether an additional electrical specification section will be issued.

Response: LED light scope is governed by the drawings only.

RFI #23: Please clarify the intended masonry scope of work for Building 333.

Specifically, does the contract require removal and replacement of the existing through-wall flashing and associated masonry as necessary to complete the flashing replacement, or is the masonry work limited to tuckpointing/repointing the existing masonry? Please identify the extent of required masonry removal, repair, and flashing replacement.

Response: Masonry repair is not part of this project. Metal flashing to be replaced is limited to rooftop elements (cap flashing, fascia, drip edge, scupper liners, roof to wall transition, etc.). Through-wall flashing is not included in this project.

RFI #24: Section L requires resumes for the “masonry firm, masonry applicator, and field supervisor” under Technical Qualifications. Please confirm whether “masonry firm” and “masonry applicator” are correct requirements for this

Building 333 Roof Repair solicitation, or whether the Government intended to request qualifications/resumes for the roofing firm and roofing applicator/installer. If masonry qualifications are required, please identify the masonry work within the contract documents upon which those qualifications will be evaluated

Response: Amendment 0003 has updated Section L to remove that verbiage. Masonry repair is not included in this project.

RFI #25: The Executive Summary states that Section L outlines a required technical narrative; however, Section L appears to require Technical Qualifications in the form of resumes. Please confirm whether a separate technical narrative, project approach, work plan, schedule narrative, or similar technical submission is required with the proposal. If required, please provide the required content and any page limitation

Response: Section has been revised via Amendment 0003. Resumes are not required, but applicable licenses are required according to the work they are performing.

RFI #26: For the Technical Qualifications comparative evaluation, please clarify what experience or qualifications the Government considers most relevant, such as EPDM roofing experience, projects of similar size, occupied-facility roofing, Federal/DoD construction, historic structures, manufacturer certifications, or years of experience

Response: Work that is similar to this project (roofing) and size.

RFI #27: Please clarify the characteristics the Government will use to determine whether a past-performance project is “similar in size, scope, and complexity.” Specifically, should offerors prioritize EPDM roof replacement projects, projects of comparable square footage/dollar value, occupied facilities, historic buildings, of Federal/DoD projects

Response: Work that is similar to this project (roofing) and size.

RFI #28: Please confirm whether repair or replacement of deteriorated existing roof decking discovered after removal of the existing roofing system is included in the Base Bid. If included, please provide an allowance, estimated quantity, or unit-price mechanism for deck replacement; otherwise, please confirm unforeseen deteriorated decking will be addressed as a differing site condition/change

Response: See Sheet Note B on Sheet A-101.

RFI #29: Please provide any available roof-core information, previous roof investigation reports, or as-built information identifying the existing roof assembly, including membrane layers, insulation type/thickness, deck type and thickness, and known areas of trapped moisture or deterioration

Response: The most recent inspection report will be provided.

RFI #30: Has the existing roofing system, flashing, sealants, coatings, insulation, or associated materials been surveyed or tested for asbestos-containing material, lead-containing coatings, PCBs, or other hazardous materials? If testing has been performed, please provide the reports. If hazardous materials are encountered that were not identified in the solicitation, please confirm remediation will be handled as a change to the contract

Response: A hazardous material inspection report will be conducted and results provided.

If unknown hazardous materials are encountered remediation will be handled as a change to the contract.

RFI #31: The drawings indicate R-30 rigid insulation, while the specification states insulation thickness is to be sufficient to provide the indicated R-value based on aged insulation. Please confirm that the required roof insulation thermal resistance for the new roofing assembly is R-30 based on aged R-value, and clarify whether tapered insulation required to achieve positive drainage is in addition to the minimum R-30 insulation thickness

Response: R-30 Long-Term Thermal Resistance (LTTR) is required. Additional insulation is not required to achieve positive drainage.

RFI #32: Please confirm the required cover-board material for bidding purposes, including required type and thickness, or confirm that any cover-board option meeting Section 07 22 00 and the roofing manufacturer's warranted assembly is acceptable

Response: Any cover-board option meeting Section 07 22 00 and the roofing manufacturer's warranted assembly is acceptable.

RFI #33: The contract completion period is stated as 120 working days, while Section H/FAR 52.211-12 assesses liquidated damages at $1,000 for each calendar day of delay, and the Executive Summary references each working day. Please confirm whether liquidated damages after the contract completion date will accrue on calendar days or working days.

Response: In accordance with FAR 52.211-12, Liquidated Damages shall accrue on a calendar day basis.

The period of performance is 120 working days commencing from the issuance of the Notice to Proceed (NTP), which will be converted into a formal calendar completion date upon approval of the baseline construction schedule. If the project is not completed by that established calendar date (as adjusted by any formal contract modifications for excusable delays), Liquidated Damages will accrue at $1,000.00 for each calendar day of delay until the work is completed or accepted.

Any conflicting language in the Executive Summary is hereby corrected to reflect calendar day accrual per Section I / FAR 52.211-12.

RFI #34: The drawings state Building 333 is actively used and that work must be coordinated to avoid conflicts with tenant operations. They also require advance coordination for crane usage, entrance/exit closures, dumpsters, etc.

Please identify any known operational restrictions, blackout dates, special events, prohibited work periods, crane restrictions, entrance/exit restrictions, or limits on the amount of roof that may be opened at one time that should be incorporated into the contractor's proposed price and 120-working-day schedule

Response: Restricted dates are not known at this time. Coordinate with project COR if work will interfere with the operations of the building tenants. Restriction on the amount of roof that may be open are dictated by the contractor’s ability to keep the building watertight for the duration of the project.

RFI #35: Section L requests a “resume” for the masonry firm. Please clarify the intended submission for the firm itself. Should offerors provide a corporate qualifications statement/project sheet for the firm in addition to individual resumes for the applicator and field supervisor?

Response: Amendment 0003 has updated Section L to remove that verbiage. Masonry repair is not included in this project.

RFI #36: Section L requires a “completed pricing schedule,” while Section B identifies a single Base Bid CLIN 0001. Please confirm whether offerors are required to provide only the total Firm-Fixed-Price for CLIN 0001 or whether a separate detailed price breakdown by labor, material, equipment, subcontractor, or major work activity is required with the proposal.

Response: Please provide a single Base Bid price. The Government may request complete, detailed price breakdown if deemed necessary.

RFI #37: Please confirm that a proposed construction schedule is not required as part of the offeror's proposal submission and that the Baseline Construction Schedule is a post-award submittal only. Additionally, please clarify the controlling due date for the Baseline Construction Schedule given the differing requirements stated in the solicitation and specifications.

Response: A proposed construction schedule is NOT required as part of the initial proposal submission. The Baseline Construction Schedule is a post-award submittal. Following contract award, the contractor may immediately begin submitting administrative and technical submittals prior to the Pre- Construction Meeting.

The Notice to Proceed (NTP) will be issued at the Pre-Construction Meeting.

The formal Baseline Construction Schedule must be submitted within 15 calendar days of the NTP issuance date.

RFI #38: Please confirm whether Building 333 is classified as a historical structure. If it is, please advise whether you would like us to provide historical masonry past performance for review. This information will help ensure that all proposed work aligns with the appropriate preservation standards and project requirements.

Response: Building 333 is classified as a historic structure, but masonry repair is not included in this project.

RFI #39: Is an Illinois roofing license required to perform roofing work on Rock Island Arsenal property or is this included to limit competition only to small business roofing companies licensed in Illinois?

If an Illinois roofing license is not required to perform work on the installation, are other state roofing licenses sufficient to demonstrate technical qualification to perform the work?

Response: In accordance with FAR 52.236-7 (Permits and Responsibilities), contractors are responsible for obtaining all legally applicable licenses and permits. Valid commercial roofing licensure from Illinois or another U.S. jurisdiction demonstrating equivalent qualification is acceptable.
