About this file

This is Amendment 0001 to Solicitation W519TC-26-R-0023, issued by Army Contracting Command - Rock Island on May 27, 2026. The amendment updates proposal submission procedures and removes certain sections from the original solicitation. Proposals must now be submitted electronically via DoD SAFE to three specified email addresses (Emily Kundel, Aly Bigham, and Caitlyn Smith) by the closing date and time listed in the solicitation. Offerors are responsible for requesting a DoD SAFE link from the Contract Specialists and confirming receipt of their submitted proposals with the Procuring Contracting Officer and/or Contract Specialists by the solicitation deadline. The amendment deletes Section L.4 and Section M.4 in their entirety, while all other terms and conditions of the original solicitation remain unchanged.

The underlying solicitation is a Firm Fixed Price supply contract for a single award. Evaluation will be conducted using a trade-off source selection methodology under FAR 15.103-1, with proposals assessed across three factors: Technical (Qualification Acceptance Package and Proposed Schedule), Past Performance (Previous Production and Delivery Schedule and Adverse Past Performance), and Price. Technical sub-factor 1 receives an Acceptable/Unacceptable rating, while sub-factor 2 receives adjectival/color and technical risk ratings. The solicitation is limited to qualified sources requiring a qualification acceptance package signed by a U.S. Government Engineer or equivalent. Only qualified offerors deemed technically acceptable will have their price proposals evaluated for reasonableness and total evaluated price. Proposals must include a Work Breakdown Structure, defined milestones, realistic task durations, and a firm fixed unit price limited to two decimal places.

SECTION M - EVALUATION FACTORS FOR AWARD

M.1. BASIS FOR AWARD

M.1.1. The U.S. Government will evaluate proposals submitted in accordance with this section and will make a determination considering the following factors: Technical, Past Performance and Price. A Trade Off Source Selection in accordance with FAR 15.103-1 will be utilized to select the successful offeror. Award will be made to the offeror that provides the best overall value to the U.S.

Government considering the evaluation criteria stated herein. If an offeror is rated as unacceptable in any factor, its proposal will not be considered for award. The U.S. Government anticipates awarding one FFP contract as a result of this solicitation.

M.1.2. The U.S. Government will determine if an offeror is a qualified source based upon the qualified vendor list, along with the submission of the qualification acceptance package, as described below in Section M.3.1.a.

M.1.3. The U.S. Government intends to award the resultant contract without discussions. The PCO may contact offerors for clarifications, as described in Revolutionary FAR Overhaul (RFO) FAR 15.202 and FAR 52.215-1, without opening discussions. However, the U.S. Government reserves the right to conduct discussions and to permit offerors to revise its proposal if determined necessary by the PCO.

a. If the PCO determines discussions are necessary, they will be held in accordance with RFO FAR 15.202.

M.1.4. Selection of the successful offeror will be made following an assessment of each proposal against the solicitation requirements and cited evaluation criteria. The criteria will be used to evaluate and assess the information provided by the offeror in response to the information required by Section M of the solicitation.

M.1.5. Number of Contracts Awarded

The Government intends to award one FFP contract. However, the Government reserves the right to award no contract at all, depending on the quality of the proposals, prices submitted, and the availability of funds.

M.1.6. Correction Potential of Proposals

The Government will consider, throughout the evaluation, the "correction potential" of any proposal uncertainty. The judgment of such

"correction potential" is within the sole discretion of the Government. If an aspect of an Offeror's proposal does not meet the

Government's requirements and is not considered correctable, the Offeror may be eliminated from the award.

M.1.7. Discussions

If it is determined to be in the best interest of the Government to hold discussions, Offeror responses to Evaluation Notices (ENs) and the Final Proposal Revision (FPR) will be considered in making the source selection decision.

M.2. EVALUATION FACTORS AND RELATIVE IMPORTANCE

M.2.1. Evaluation Factors

The following factors will be used to evaluate proposals:

Factor 1: Technical

Sub-factor 1: Qualification Acceptance Package

Sub-factor 2: Proposed Schedule

Factor 2: Past Performance

Factor 3: Price

M.2.2. Relative Order of Importance of Factors

In accordance with RFO FAR 15.104, all evaluation factors other than Price, when combined, are significantly more important than Price.

M.3. EVALUATION METHODOLOGY

M.3.1. Factor 1: Technical

Technical Rating: The technical evaluation will rate the quality of the Offeror's technical proposal to meet the U.S. Government's requirement. Sub-factor 1 will receive an acceptable or unacceptable rating. Technical sub-factor 2 will receive one of the color/adjectival ratings described in the DoD Source Selection Procedures, Table 2A Technical Rating Method, as shown below. The technical ratings focus on the strengths and deficiencies of the Offeror's proposal. The color/adjectival rating depicts how well the

Offeror's proposal meets the Technical sub-factor requirements. Subfactor ratings shall not be combined into an overall color/adjectival rating for the Technical factor.

a. Sub-factor 1: Qualification Acceptance Package (Acceptable / Unacceptable)

This sub-factor will be evaluated on an Acceptable/Unacceptable basis. The Offeror must provide a valid qualification acceptance letter

6 8

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

signed by a U.S. Government Engineer or equivalent.

Rating Description

Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

**Note: An "Unacceptable" rating renders the proposal ineligible for award.

b. Sub-factor 2: Proposed Schedule (Adjectival/Color and Risk Rating)

This sub-factor will be evaluated to the degree which the schedule demonstrates a clear understanding of project scope, a reasonable approach to execution, and completeness. The evaluation will result in an adjectival/color rating and a separate technical risk rating.

The submission of the proposed schedule must be submitted in Adobe PDF (.pdf).

a. The proposed schedule must include a Work Breakdown Structure (WBS) which will be evaluated to determine if the project is broken into manageable work packages, provides insight into major phases and key activities and if major deliverables and project deadlines are identified and reasonable.

b. The proposed schedule must clearly identify milestones which will be evaluated to determine if major phases, key deliverables and logical progression of work are realistic

c. The proposed schedule must depict realistic durations for each of the identified tasks and work packages and provide logical timelines with historical data, industry best practices, or expert judgement for the overall project timeline.

Adjectival/Color Rating:

Color Rating Description

Blue Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths.

Purple Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength.

Green Acceptable Proposal indicates an adequate approach and understanding of the requirements.

Yellow Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements.

Red Unacceptable Proposal does not meet the requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable.

Technical Risk Rating: Assessment of technical risk considers the risk associated with the proposed schedule, manifested by the identification of weaknesses.

Rating Description Technical Risk

Low Proposal may contain weakness(es) which have little potential to cause disruption of schedule or degradation of performance. Normal contractor effort and normal Government monitoring will likely be able to overcome any difficulties.

Moderate Proposal contains a significant weakness or combination of weaknesses which may potentially cause disruption of schedule or degradation of performance. Special contractor emphasis and close Government monitoring will likely be able to overcome difficulties.

High Proposal contains a significant weakness or combination of weaknesses which is likely to cause significant disruption of schedule or degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close Government monitoring.

7 8

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

Unacceptable Proposal contains a material failure or a combination of significant weaknesses that increases the risk of unsuccessful performance to an unacceptable level.

M.3.2. Factor 2: Past Performance

M.3.2.1. The U.S. Government will not evaluate the current delivery schedule submitted against L.3.2.1. Rather, the U.S. Government will utilize the current delivery schedule to evaluate how feasible and realistic the proposed delivery schedule submitted in L.2.2 is when compared to obligations and timelines identified in the current delivery schedule. The contractor will not be held liable, evaluated negatively or positively, in any way, for the status or merits of their current delivery schedule. Rather, it will be used only as a baseline to ensure the proposed delivery schedule if feasible and realistic.

If the offeror does not have a current delivery schedule for TY61, an evaluation of the feasibility and realistic nature of the proposed delivery schedule compared to current obligations and timelines will not be conducted.

The PCO will crosswalk the current delivery schedule submitted for informational purposes only in Volume 1 - Technical against the delivery schedule evaluated under Volume 2 - Past Performance to ensure consistency across the Volume.

Rating Description

Relevant Present/Past Performance effort involved similar scope and magnitude of effort and complexities of this solicitation.

Not Relevant Present/Past Performance effort involved little or none of the scope and magnitude of effort and complexities of this solicitation.

**Recent is defined as an effort performed within the last three years.

M.3.3. Factor 3: Price

Only qualified Offerors who are deemed technically acceptable will have their price proposal evaluated. The price proposal will be evaluated for Reasonableness and Total Evaluated Price (TEP).

Reasonableness: The proposal will be evaluated using one or more of the techniques in FAR 15.404 to determine if it represents a price that a prudent person would pay in the conduct of competitive business. Reasonableness is established through adequate price competition, as described in FAR 15.404-1(b)(2)(i) or through price and cost analysis.

Total Evaluated Price (TEP): The U.S. Government will use the total price for all Contract Line Item Numbers (CLINs) to determine the

TEP for evaluation purposes.

M.3.4. Acknowledgements and Signatures

The U.S. Government will verify that the contractor has submitted a signed solicitation (SF33) and acknowledged all amendments by someone who is authorized to sign on behalf of the company. Failure to do so may result in the proposal being rejected as non-compliant.
