Solicitation Questions and Answers dated 11 July 2024
Q1: I noticed on drawing 13-19-140 that the drawing calls out “SEALING MATERIAL” according to specification MIL-S-11388, but this appears to call out a spec written quite a while ago and we are having a hard time finding the specific sealant in question or anyone who may sell it. Does the government have a known supplier of this sealant or another name it might be known by? Is there an alternative/equivalent sealant that might be considered? Additionally, is the expectation for the sealant to be applied post paint, then cure, and then shipped to Pine Bluff for LAP where it will then be roll seamed, or is the intent to apply sealant post paint and then immediately roll seam it prior to shipping to Pine Bluff? It is our understanding that there is no requirement for rolled seam at our facility since we did not receive an assembly drawing, nor does it specify that requirement other than a statement in note 9 alluding to the seam.
A1: This is an older spec, the original document is from Feb 1991, the Spec is valid for use existing items like drawing 13-19-140. The government does not have a list of suppliers who manufacture this product per the spec.
The material is applied to the interior of the top at the location indicated in the drawing in accordance with note 10. Contractor applies sealing material when appropriate based on contractors manufacturing process and consistent with recommendations of sealing material manufacturer. The top is supplied to PBA with the sealing material in place, PBA conducts the double roll seam process of the top to body after holes added to top based on cannister grenade being manufactured, and appropriate grenade fill has been added during PBA grenade production.
Note: 13-19-140-3 Top, Grenade, 1 Piece, Blank configuration is generally suppled to PBA, then PBA modifies top if holes required based on the type of canister grenade scheduled for manufactured. This would be discussed further after production contract award.
